CALL TO ORDER: The meeting was called to order by Chair Goodstein-Murphree at
5:30 p.m.
1. HISTORIC DISTRICT COMMISSION ROLES: David Whitaker, Assistant
City Attorney, presented information on the process the Historic District
Commission needed to follow in order to establish a local ordinance district.
The Commission then heard a presentation from Boyd Maher, the State
Certified Local Government Coordinator, who explained in greater detail the
responsibilities of the Commission and how local ordinance districts function.
IL COMMERCIAL HISTORIC DISTRICT BOUNDARIES: Staff provided a
report on the determination of the commercial historic district by the State
Historic Preservation Program, which recommended two areas: 1) Dickson
Street (approximately 25 acres, 43 structures); and 2) Block Street
(approximately 1.4 acres, 13 structures). Staff proposed expanding the
boundaries of the Block Street area to include significant structures around the
Square and several blocks to the cast and west, which added an additional
13.9 acres and 33 structures.
The Commission approved of the expansion and wanted to examine the
boundaries in further discussion to ensure that they included all historically
significant structures in those areas.
Staff was directed to begin calling property owners within the boundaries
identified by the Historic Preservation Program.
111. NEXT MEETING AGENDA: The Commission will further discuss the
commercial historic district boundaries for both Dickson Street and the
Square.
