FPL 03-06.00: Final Plat (Sage Meadows, pp 396) was submitted by Chris Brackett of
Jorgensen & Associates on behalf of Mark Foster for property located north of Hwy 16
and east of 51s` Street. The property is zoned RSF-4, Residential Single-family 4 units
per acre and contains approximately 30.99 acres with 88 lots proposed.
Pate:
We will go ahead and start this morning for the Technical Plat Review
Committee. Today is July 16, 2003. Items one through three are for in
house review only. Item number four is the Final Plat for Sage Meadows
and Mr. Brackett is here to represent. Good morning Sir. Planning
comments, just the Final Plat will need the surveyor's seal, signature and
date. There are a couple of typos in the signature blocks. We need to
change the City Planner to the Zoning and Development Administrator.
51st Street right of way, you need to dimension that. This has been
inspected correct?
Brackett: It is going to be Friday.
Pate:
It needs to be in before the revision deadline. Addresses for these lots
need to be shown on the Final Plat itself. All guarantees and proof of
payment for street lights need to be submitted prior to obtaining
signatures, the guarantee for sidewalks as well. Matt?
Matt Casey — Staff Engineer
Casey:
If you could change this easement between 36 and 37 to be a drainage
easement. Then there are a couple of notes in your comments that I need
you to add to the plat. Retaining wall setbacks and also the maximum
driveway width and that is it.
Kim Hesse — Parks and Recreation
Hesse: We agreed last Monday to take that 1.7 acres from Fairfield along with the
$1,100 in additional fees.
Pate:
Just so you know, this particular Final Plat will be recommended to go to
the full Planning Commission since this is the first time that we have done
that.
Brackett: Because of the change in the parks.
Pate:
Right, because we are using an already banked and it is a new thing. I just
wanted you to be aware of that. I do have a question, this lot 44 is listed
as unbuildable.
Brackett: That is a typo. That is just saying you can't access off of 51s` Street.

Pate: It says no access is allowed off of lots one through eight, forty-four
through forty-eight, lot forty-four is unbuildable.
Brackett: I don't know why it says that, that should be lots 37 and 43 are
unbuildable because they are detention ponds.
Pate: You meet the minimum requirements there for your lot width? I think you
do.
Brackett: Yes, we checked that.
Pate: Change that note to 37 and 43 as unbuildable.
Brackett: Yes.
Pate: We don't have any comments from the Landscape Administrator.
Utilities?
Mike Phipps — Ozark Electric Coop.
Phipps: Chris, I don't have the Preliminary with me so I can't really remember
what we wanted. Up here on top where we have our 50' utility easement
are the other utilities going to go in the front there?
Brackett: I don't believe so due to the fact that when, and for some reason we don't
have the crossings on there, but at Technical Plat Review, and Tom took
this through, we have a crossing along that north line and that is where the
crossings are installed is north of that overhead electric between that and
the property line.
Phipps: The other utilities that serve the subdivision to the east, there is a 20'
easement outside of our power line. That is not a problem if it crosses but
we don't want anything but our facilities in that easement.
Brackett: I assume that it will be coming out of those.
Clouser: I will need to check the phone to make sure there is enough capacity to
serve that many homes on this site. Hopefully it was sized to
accommodate them but I don't know, I will have to check into that.
Brackett: I guess if it is not adequate then they will have to go in front.
Phipps: You don't have much left between our easement and the setback in the
front.

I can't speak first hand about how that was handled when this was brought
through but I know that that is where we show the utilities and that is all I
know.
We need a couple more easements to get to lot 70 we will need a 20'
easement, 10' on each side, on the lot line of 69 and 71. The same thing
on 50 and 72 to access 79. 76 and 74 to access 75, 73 and 87 to access 88.
Lots 38 through 42 I take it since there wasn't a back easement there we
were to go in front because we have an easement between 45 and 44 that
takes us back to the front where we go around the detention pond there.
I believe that is because of the tree preservation if I remember correctly.
I think that is what it was down there. We will go along the front from 38
and 42 back the detention on 37 and then back to the back of 36 there. I
take it there are crossings on 60 and 59 over to 34 and 35.
There are crossings including 12 and 11 and 81 and 82 diagonals across
there.
We will need a 10' UE for the street lights, you've got one between 17 and
18 to get to the street light. The one on 13 and 12 is fine. 86 and 85 I
believe is a street light, 25 and 26, 29 and 30. That is all I see, the rest of
them I can access through existing easements.

Those easements that Mike asked for are fine. Chris, what is that dark line
right there between 42 and 43?
That is a gravel access drive for access to the man hole, you can go up
through there.
