Meeting Minutes
August 24, 2004
Opening:
The regular meeting of the Parks and Recreation Advisory Board was called
to order at 7:35 p.m. on August 24, 2004 at the Parks and Recreation
Offices located at 1445 South Happy Hollow Road, Fayetteville, Arkansas by
Vice Chairperson Gail Eads.
Present:
Parks and Recreation Advisory Board members Colwell, Eads, Hill,
Shoulders, Mauritson, Pawlik Holmes and Bailey; City staff Edmonston,
Wright, Coles, Weber, Hatfield; and Audience.

Pawlik Holmes stated that we can not keep accepting new park land
without the maintenance staff to maintain the land.
Bailey asked why Parks and Recreation increases 15 park land sites
per year with only one position increase.
Colwell asked did the lake program budget include both lakes.
Wright replied yes it does included Lake Fayetteville, Lake Sequoyah,
and Lake Wilson.
Hill moved to approve the Parks and Recreation proposed 2005 Budget.
Eads seconded the motion.
The motion was approved 7-0-0 with Bailey, Eads, Hill, Shoulders, Colwell,
Pawlik Holmes, and Mauritson voting 'yes' with Marley absent for the vote.

11. Gregg Street Natural Area/Duncan Street Proposal
Staff Recommendation: Recommend to the City Council to fund the
entire purchase of the land adjacent to the Gregg Street Natural Area and
Center Prairie Trail at $100,000 from the Tree and Task Force settlement
fund.
Justification: This purchase preserves green space in the immediate
area of the Downtown Square, new Library, Greg Street Natural Area and
Center Prairie Trail corridor. As indicated on the Downtown Master Plan,
this area preserves one of the last remaining natural green spaces as
public property within the historic downtown area. This property is a
better investment for the City than the Duncan property because it
completes the Center Prairie Trail corridor by connecting it to the library
and other downtown amenities; providing potential connections for
residential areas into natural areas; protects the urban stream corridor;
and preserves tree canopy within our urban core. Staff does not
recommend changing priorities of our Park projects to incorporate partial
funding of this land. There is adequate funding left in the Tree and Trail
Force settlement fund to purchase this property.
Edmonston reviewed a map of both the Gregg Street and Duncan
Street properties. The Duncan Street Property was viewed by PRAB in
2003. The mayor has negotiated the sale of the Gregg Street property
at $100,000. The Tree and Trails Taskforce has recommended that
$60,000 of their fund be allocated to the Duncan Street property
purchase and $40,000 be allocated to the Gregg Street property
purchase to become Parks property.
Colwell moved to approve the recommendation to use all remaining funds
from Trees and Trails Taskforce to purchase the Gregg Street (Jones)
property.
Hill seconded the motion.
The motion was approved 7-0-0 with Bailey, Eads, Hill, Shoulders, Colwell,
Pawlik Holmes, and Mauritson voting 'yes' with Marley absent for the vote.
