Meeting Minutes
July 12, 2004
Opening:
The regular meeting of the Parks and Recreation Advisory Board was called
to order at 5:36 p.m. on July 12, 2004 in Room 326 of the City
Administration Building located at 113 West Mountain Street, Fayetteville,
Arkansas by Chairman Colwell.
Present:
Parks and Recreation Advisory Board members Colwell, Eads, Hill, Marley,
and Mauritson; City staff Coles, Dollar, Wright, Malloy, Weber, Hatfield,
Edmonston; and Audience.
1. Approval of June 7, 2004 Minutes
MOTION:
Hill moved to approve the Parks and Recreation Advisory Board
June 7, 2004 meeting minutes.
Eads seconded the motion.
The motion was approved 6-0-1 with Colwell, Bailey, Eads, Hill,
Marley, and Shoulders voting `yes' with Mauritson abstaining
and Pawlik Holmes absent for the vote.
2. Approval of June 15, 2004 Special Meeting Minutes
MOTION:
Marley moved to approve the Parks and Recreation Advisory
Board June 15, 2004 meeting minutes.
Hill seconded the motion.
The motion was approved 7-0-0 with Colwell, Bailey, Eads, Hill,
Marley, Shoulders, and Mauritson voting `yes' with Pawlik
Holmes absent for the vote.
3. Approval of June 30, 2004 Special Meeting Minutes

MOTION:
Bailey moved to approve the Parks and Recreation Advisory
Board June 30, 2004 meeting minutes.
Eads seconded the motion.
The motion was approved 7-0-0 with Colwell, Bailey, Eads, Hill,
Marley, Shoulders, and Mauritson voting `yes' with Pawlik
Holmes absent for the vote.
4. Champs League Presentation
David Wright, Recreation Superintendent, gave a presentation for the
first Champs League of Fayetteville. Champs League is a program for
children with special needs to allow them to participate in team sports.
The first season of Champs League was a huge success. More than
thirty-five children participated with nearly double the amount of
volunteers donating their time to this program. The children played
their games on Monday nights at Gary Hampton Athletic Field, which is
where baseball is played by able children. Kristi Sixkiller, Champs
League Volunteer Coordinator, was presented with the Dave
Hollenbeck Memorial Coaches Award for her diligent efforts to make
this program a great success. A video recap of the Champs League
season was viewed.
S. Urban Forester Position Request
Bill Dollar, Tree and Landscape Committee Chairman as well as Parks
and Recreation Staff recommend PRAB approval of the creation of a
new position for an Urban Forester.
Dollar presented the request for PRAB blessing for the new Urban
Forester position.
Marley asked will this position working only within the City of
Fayetteville or will citizens with private properties be served.
Coles responded this position will serve city and private properties as
well.
Dollar said the committee will be there to educate the public on Urban
Forestry. The committee supports this position.
Edmonston explained this position is necessary because it takes a lot
of time to fully meet the demands of an Urban Forester.
Colwell asked what this position will pay

Edmonston responded Human Resources will grade this position
according to their procedures which accounts for other areas pay
range.
Colwell stated this position will really improve the cities Forestry
Program.
Bailey moved to support the establishment of an Urban
Forester position within the City of Fayetteville.
Eads seconded the motion.
The motion was approved 7-0-0 with Colwell, Bailey, Eads, Hill,
Marley, Shoulders, and Mauritson voting `yes' with Pawlik
Holmes absent for the vote.

satisfy the Park Land Dedication Ordinance for the proposed
development.
Mauritson seconded the motion.
Upon roll call, the motion was approved 7-0-0 with Colwell,
Bailey, Eads, Hill, Shoulders, Marley, and Mauritson voting `yes'
with Pawlik Holmes absent for the vote.

Richard Smith asked when the fees must be paid.
Edmonston replied the fees must be paid before the final plat is
signed.
Mauritson moved to accept Money in Lieu of a land dedication
to satisfy the Park Land Dedication Ordinance for the proposed
development.
Eads seconded the motion.
Upon roll call, the motion was approved 7-0-0 with Colwell,
Bailey, Eads, Hill, Shoulders, Marley, and Mauritson voting `yes'
and Pawlik Holmes absent for the vote.

10. Trail Update
Edmonston gave an update on the status of the construction of West
Mud Creek, Walker Trails, and Center Prairie Trail.
Malloy announced the Grand Opening s for the
Walker Trails August 4 @ 4p.m.
West Mud Creek Trail August 25 @ 4p.m.
Marley asked how long West Mud Creek Trail is.
Edmonston replied almost one mile.
11. Other Business
Edmonston announced the beginning of budget prep for Parks and
Recreation staff.
