HomeMy WebLinkAbout2004-06-07 - MinutesPARKS AND RECREATION ADVISORY BOARD Meeting Minutes June 7, 2004 Opening: The regular meeting of the Parks and Recreation Advisory Board was called to order at 5:39 p.m. on June 7, 2004 in Room 326 of the City Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas by Chairman Colwell. Present: Parks and Recreation Advisory Board members Colwell, Eads, Hill, Marley, Mauritson, and Pawlik Holmes; City staff Coles, Wright, Malloy, Weber, Hatfield, Edmonston; and Audience. 1. Approval of May 3, 2004 Minutes Mauritson clarified his statement in the last PRAB meeting to read: Mauritson responded that everyone has been eloquent in corresponding; a great legal presentation had been raised. Peace is a good thing in its literal terms. The fact is setting a precedent for the future sign or art work requests. MOTION: Eads moved to approve the Parks and Recreation Advisory Board May 5, 2004 meeting minutes as corrected. Mauritson seconded the motion. The motion was approved 5-0-0 with Colwell, Eads, Hill, Marley, and Mauritson voting `yes' with Bailey, Shoulders and Pawlik Holmes absent for the vote. 2. Park Land Classification Proposal: Steve Hatfield, Park Landscape Architect Parks and Recreation Staff recommend PRAB approval of a Park Classification system to category lands within the responsibility of the Parks and Recreation Division as follows: Park: Pocket, neighborhood, community or Regional Park. This encompasses all parks whether developed or undeveloped. June 7, 2004 / 1 Natural Area: Lands with wildlife value such as wetlands and riparian areas that are open to the public for hiking, biking, bird watching and other recreational activities. Public Lands: All other lands maintained by Parks and Recreation. Entryway/Street Median: Special areas that are highly visible, planter beds, etc. which are typically adjacent to a street, right-of-way or parking lot. Plazas: Urban pedestrian areas that are typically hard capes in densely populated settings. Community Garden: Areas used by the public for growing and harvesting fruits and vegetables. Trail Corridor: A linear open space established along either a natural corridor, such as a stream, or overland along a road. It is any natural or landscaped course for pedestrian and/or bicycle passage. School Park: Land that is leased by the schools to the City through a partnership that allows public use of school property. Hatfield explained classifications and the maintenance of these classifications. MOTION: Hill moved to accept the Parks Classification as proposed by Parks Staff. Mauritson seconded the motion. Upon roll call, the motion was approved 5-0-1 with Colwell, Eads, Hill, Marley, and Mauritson voting 'yes'; Shoulders abstaining ; Pawlik Holmes and Bailey absent for the vote. 3. Gregg Street Park Proposal: Tabled from the May 3, 2004 meeting. Mill District Neighborhood Association has requested for the Parks and Recreation Division to review .27 acre parcel of land located on Gregg Street for a park/green space/garden per attached letter. This property was originally purchased for street right-of-way needs. It has been determined that it is no longer needed for future street improvements. City Administration has requested for a recommendation from Parks and Recreation Staff and PRAB concerning the use of this property. The land is located on Gregg Street between Stone and 6th Streets. It is west of the proposed Center Prairie Trail. Hill asked if the park will be on a regular maintenance schedule. Coles replied the maintenance staff will review the property for hazards but the park will receive minimal maintenance care. June 7, 2004 / 2 Hill clarified if the neighborhood fails to maintain the property will Parks intervene and keep maintenance of the park. Ms. Lankford stated that her sister, Mary, was the person who began to maintain the property. She stated her concern was with the mowing and litter control. Colwell stated the main concern is that if the neighborhood stops maintaining this property will Parks staff still maintain the park. Coles replied the property will be maintained in the event that the neighborhood fails to maintain the property. Mauritson asked if the park was going to be classified as a natural area or community garden. Hatfield replied the park will be classified as a natural area. MOTION: Colwell moved to accept Parks Staff recommendation to approve the proposal to accept Gregg Street as a new Park property. Marley seconded the motion. Upon roll call, the motion was approved 6-0-0 with Colwell, Eads, Hill, Marley, Mauritson, and Shoulders voting "yes" and Pawlik Holmes and Bailey absent for the vote. 4. Development situated within a half -mile of two Neighborhood Parks. Hatfield discussed the utility easement which would allow for the construction and trail maintenance. MOTION: Hill moved to accept Money in Lieu of a land dedication to satisfy the Park Land Dedication Ordinance for the proposed development. Eads seconded the motion. Upon roll call, the motion was approved 6-0-0 with Colwell, Eads, Hill, Shoulders, Marley, and Mauritson voting `yes' and Bailey and Pawlik Holmes absent for the vote. NW 36 Single Family Units 25 acres .864 acres $19,980 Gary Hampton, Holcomb and Salem Village Money in Lieu, utilize proposed sewer line easement for dual use as public access and multi -use trail if located in a suitable area. This development is in close proximity to an existing school park and Clabber Creek Trail corridor as well as a proposed 4.1 acre park on the Schlegel property Marley asked how close both developments from each other. June 7, 2004 / 4 6. Hatfield replied it is across the northern border. Patrick Hargus stated this development will include residential, commercial, and some natural area. Mauritson clarified that no trees will be removed. Marley asked if this is Wilson Springs and if there is a Master Plan. Hatfield stated this is Wilson Springs and there has not been a Master Plan submitted for the whole project just as each development comes through. Hatfield explained that there are negations for linking other trail pieces. Mauritson moved to accept Money in Lieu of a land dedication to satisfy the Park Land Dedication Ordinance for the proposed development. Hill seconded the motion. Upon roll call, the motion was approved 6-0-0 with Colwell, Eads, Hill, Shoulders, Marley, and Mauritson voting `yes' and Bailey and Pawlik Holmes absent for the vote. June 7, 2004 / 5 Justification: This development is in close proximity to an existing school park and Clabber Creek Trail corridor as well as a proposed 4.1 acre park on the Schlegel property Shoulders moved to accept Money in Lieu of a land dedication to satisfy the Park Land Dedication Ordinance for the proposed development. Mauritson seconded the motion. Upon roll call, the motion was approved 6-0-0 with Colwell, Eads, Hill, Shoulders, Marley, and Mauritson voting 'yes' and Bailey and Pawlik Holmes absent for the vote. 7. Park Land Dedication Request Parks and Recreation Staff is requesting approval of Park Land Dedication funding for the following projects. The attached Park Land Dedication Fund Report denotes ample funding is available for these projects. Southeast Park District: Bayyari Park $1,250 Justification: $6,000 was requested and approved last month to purchase and install 2 picnic tables, 1 grill, pads and sidewalk. The bid was more than estimated, therefore requiring an additional $1,250 to complete the project. Northwest Park District: Red Oak Park $6,000 Justification: Several neighbors in the Red Oak Park area have requested a picnic table and park bench. Funds would be used to purchase and install 1 picnic table, 1 park bench, pads and sidewalk. Hill moved to accept the Park Land Dedication request from Parks Staff. Mauritson seconded the motion. Upon roll call, the motion was approved 7-0-0 with Colwell, Eads, Hill, Shoulders, Marley, Pawlik Holmes, and Mauritson voting `yes' and Bailey absent for the vote. June 7, 2004 / 6 S. Community Park Update Edmonston explained the RFP is due June 15, 2004 for The Community Park. Park Staff will contact ADEQ to verify who will perform additional studies, engineering, and corrective actions for the landfill. 9. Special Meeting Lisa Netherland, Park Horticulturist has been working with a request from School within a School to paint a mural on the outside of the Walker Park Racquetball Court. Students have interviewed 16 citizens concerning the history of the Walker Park area. Instructor Jo Ann Kaminsky, student Caleb Quinn, and local artist Eugene Sergeant would like to make a presentation to PRAB at a special meeting to be held either on Monday, June 14 or Tuesday, June 15, 2004. Parks Board set the Special Meeting for Tuesday, June 15, 2004 7:30 a.m. @ Walker Park Pavilion. Marley suggested that CAT be notified to video tape the progress of the project. 10. July PRAB Meeting Due to the July 4th Holiday falling on Sunday, the City is honoring Monday, July 5 as the holiday. Therefore, the July meeting will be moved to the following Monday on July 12, 2004. 11. Other Business Colwell stated in reference to the newspaper article regarding trails that trails are needed, popular, and utilized in the City of Fayetteville. Mauritson stated that Overland Park, Kansas is a prime example of a city that utilizes trails as means of transportation. 12. NW 171 Single Family Units 72.5 acres 4.10 acres June 7, 2004 / 7 Money in Lieu Requirement: $94,905 Existing Parks: None Staff Recommendation: Land Justification: Parks Master Plan shows this area in need of a neighborhood park. Park would serve this development and proposed developments in the surrounding area. Hill moved to accept Land to satisfy the Park Land Dedication Ordinance for the proposed development. Marley seconded the motion. Upon roll call, the motion was approved 7-0-0 with Colwell, Eads, Hill, Shoulders, Marley, Pawlik Holmes, and Mauritson voting `yes' and Bailey absent for the vote.
