BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby approves a minor
modification to R-PZD, Residential Planned Zoning District 12-4284 (Mountain Ranch) to slightly reduce
the total area and the number of lots and to replace an alley with shared driveways as shown on Exhibit A
attached to the Planning Departments memo.
Section 2. This modification approval is subject to the following conditions:
1. All other conditions of approval from the previously approved R-PZD 12-4284 Park Hill at
Mountain Ranch shall apply.
2. Approval of this PZD modification does not grant approval of the development details for the project.
The proposed subdivision layout shall be reviewed as part of the subdivision platting process.
3. Consistent with the site plan proposed by the applicant, all garages shall face the side or rear and
shall be reviewed for compliance at the time of building permit.

property located at the SOUTHWEST CORNER OF PERSIMMON STREET AND
MOUNTAIN RANCH BOULEVARD. The property is zoned R-PZD, RESIDENTIAL
PLANNED ZONING DISTRICT PARK HILL AT MOUNTAIN RANCH (R-PZD 12-
4284) and contains approximately 2.23 acres. The request is to modify the
previously approved site plan.
RECOMMENDATION:
Staff recommends approval of ADM 15-5270 with conditions.
BACKGROUND:
The property contains approximately 2.23 acres and is located in the Mountain Ranch Phase I
Subdivision at the southwest corner of Persimmon Street and Mountain Ranch Boulevard. Directly
behind the subject lots are single-family lots; directly in front of the subject lots, across Mountain
Ranch Boulevard, are four-story apartment buildings. Other developments in the area include the
Rupple Row Subdivision, Cross Keys, the Boys and Girls Club, and Owl Creek School.
On May 7, 2013 the City Council approved R-PZD 12-4284 (Park Hill at Mountain Ranch). The
approval granted zoning and preliminary plat approval for development of a residential subdivision
with 13 single-family lots and one undevelopable lot for a park area. The final plat was approved
administratively by City Planning Division staff on March 12, 2014.
Current Proposal: The applicant proposes a slight modification to the previously approved site
plan for the Park Hill at Mountain Ranch PZD. The lot layout will generally remain the same but
will only have 10 lots and the overall acreage will be reduced from 2.23 to 1.80 acres.
The proposed PZD modification would be consistent with the previously approved layout that
promotes walkability and traditional urban design. While the new layout does not have a
contiguous alley, the homes will all be accessed off of shared driveways and will be side- or rear -
loaded as depicted on Exhibit "A".
DISCUSSION:
On January 11, 2016 the Planning Commission forwarded this item to the City Council with a
recommendation for approval with a vote of 8-1-0 (Commissioner Hoskins voted `no'). No

members of the public spoke at the meeting. Commissioner Hoskins voted `no' on the item
discussing that he preferred the previous layout with an alley. Staff and the Planning Commission
recommend the following conditions of approval associated with this request:

Attached please find information pertaining to a revision to the PZD on the above referenced project. The
reason for the revision is because the original plan included portions of lots 80-87 which for various reasons
cannot be obtained. This revised plan will now run along the original back lot lines of lots 80-87. The lot layout
will remain the same but will only have 10 lots. Also we propose four shared drives as shown by the attached
drawing. All utility services will be as proposed in the original plan. All setbacks will remain the same.
We believe this new plan will have less impact on the surrounding area (less hard surface drives and less lots and
also no public improvements).
Please place this on the Planning Commission agenda.
