Mountain Street Fayetteville, AR 72701 www.fayettevi I le -a r.gov Park Staff Recommendation: Dedicate 3.519 acres adjacent to Bundrick Park and secure public access easement to the land from the street right of way Estimated Annual Maintenance: NA Justification: The expansion of Bundrick Park will provide future access for these residents and potential for single track nature trails. Maxwell asked how many homes were developed in the Bundrick subdivision on the Staff was unsure. Lamb asked if there was any other input. Maxwell mentioned his concern regarding the accessibility and the condition of the park land. The area could potentially be difficult to access and is not feasible for the 150 homes that would be added to the area surrounding. He expressed his concern on how the residents would be able to access the park with no on road parking. It would be more appropriate for the City to take it on in a better, more established condition. Priest asked where the $140,000 money in lieu could be spent. Edmonston replied that it would have to be spent in the NW Quadrant. She noted there were several parks within the quadrant where the money could be possibly be used. She added that according to the park land dedication ordinance, PRAB is responsible for determining if the land is suitable for park land. Staff cannot put any additional requirements to the developers. Priest also expressed his concern regarding the city's responsibility to the park land. There would be need for further maintenance could end up costing the city extra money to maintain the park. Priest asked Edmonston if there was a list of parks within the quadrant that could use the $140,000 money in lieu. Jumper noted that Bryce Davis had additional tree planting that did not take place during the initial phase. There were other amenities with the lams Dog Park proposed, along with other vegetative installments. Lamb asked how staff decided on park land as opposed to money in lieu of. If the land could not be developed, what potential benefits would the land hold? Jumper replied that staff looked at the potential for park land expansion, even if it will not be developed because it is protected green space. Staff also saw that it was adjacent to an existing park which could provide a broader view of recreation. The developer also requested it. Edmonston added that if PRAB decided not to accept the park land, the developer could go before the Planning Commission and make a request for the park land. 2 Lamb commented that he would like to see the land currently in a more functional state, but he did think it was the place of the committee to tell the developer that it would only be accepted if it looked different. Colwell added that the land was too steep. Priest asked if a motion could be made to accept money in lieu. PRAB Motion: McKnight motioned to accept the Park Land Dedication, along with the Easement. Colwell seconded the motion. The motion did not pass, 8-3-5. Priest made a motion to accept Money -In Lieu. Cowell suggested waiting to see what the developer could come back with before taking the Money in Lieu. 5. The acreage requirement is under the two acre minimum adopted by PRAB. PRAB Motion: Maxwell motioned to accept money in lieu, McKnight seconded the motion. Motion passed 8-0-0. 6. 2015 Annual Parks and Recreation Report — Connie Edmonston, Parks and Recreation Director According to Article II, Chapter 33.018 (B) in the Fayetteville Code of Ordinances, Parks and Recreation Advisory Board is to prepare an annual report to City Council. Upon approval of PRAB of the annual report, the document will be forwarded to the City Council. PRAB Staff Recommendation: PRAB to approve the 2015 Annual Report to be presented to City Council. McKnight asked about the drop in attendance at Wilson Pool from 2014 to 2015. Edmonston replied that the weather affected attendance. 3 Maxwell asked if the Greed Goat invasive removal at Wilson Park was an effective program. Humphry replied that it was a great success and generate a lot of PR for the department. The goats were effective in removal the invasive plants. Edmonston noted that Parks did receive a grant of $2,500 to be used for a native vegetative restoration where the goats cleared invasives. PRAB Motion: McKnight motioned to accept the report as provided, Colwell seconded the motion. The motion passed 8-0-0. 7. Regional Park Update: Alison Jumper, Park Planning Superintendent Jumper noted that large detention pond has been constructed, plants have been installed, framing has gone up on the concessions, baseball fields are mainly constructed (minus fence), and the landfill work is progressing. 8. Kessler Mountain Trail Master Plan, Alison Jumper Park Planning Superintendent Eastin noted the written plan for the Master Plan is still in review from staff. This plan is being reviewed by stakeholders and the public for input. Once it is reviewed by staff, it will be drafted by the consultant. Edmonston noted that PRAB needs to set a Special Board meeting to review and approve the Kessler Mountain Trail Master Plan. The Trail Master Plan will then go before the City Council for final approval. This special meeting would serve as the third public meeting. This meeting needs to be held between February 16th - 19th in order to have the agenda packet prepared and submitted for the March 15th City Council meeting. PRAB Motion: Lamb motioned to set 3/16/16 @ 6:00 pm as the date for a Special Board meeting to review the Kessler Mountain Trail Master Plan, location TBD. Happy Hollow Road Fayetteville, Arkansas 72701 RE: Park Dedication — Woodridge Subdivision Ms. Jumper, On behalf of our client we are requesting that the park dedication for the proposed Woodridge Subdivision be put on the agenda for the upcoming City of Fayetteville Parks Advisory Board meeting scheduled for Monday, March 7, 2016. Our client has proposed to dedicate 3.98 total acres of parkland as shown on the attached exhibit. The dedicated land as shown is approximately 0.185 acres above the City of Fayetteville requirement of 3.795 Acres for the 165 lots shown. In addition to the extra acreage being dedicated to the City, the property developer has also proposed to donate a one-time $10,000 sum for initial maintenance and upgrades to the dedicated park property as the City sees fit. The developer will also dedicate a twenty foot (20') access easement from the parkland to the proposed right-of-way. As was discussed at the previous Parks Advisory Board meeting in February, the board was concerned with the invasive species that were present in the area to be dedicated for parkland. Prior to purchasing the property, the developer was referred to a previous preliminary plat from March of 2007 in which the Advisory Board had previously accepted the area to be dedicated as park land. The developer believed that the previous parkland dedication not only fit into the City of Fayetteville long range park plan by abutting an existing park, and also had the blessing of the Park Advisory Board at that time. By donating $10,000 to the City for maintenance and clean-up fees the developer feels as if property dedicated is equivalent to what was already previously approved and accepted by the Parks Advisory Board. The developer of the proposed Woodbridge Subdivision has asked to be added to the agenda for the March 2016 Parks Advisory Board meeting to present the additional land and cash proposal to the members of the board and take the opportunity to address any issues the board may have.
