Chairman Nickle. Welcomed the new Airport Board Members. Introduction of new Airport Board Members. Bill Corley: Spent the last twenty years in the creative side of marketing, working with the EAA, and as a commercial pilot. He is our pilot representative. Ken Haxel: Been active in aviation. since the mid 1970's, has flown for the University of Arkansas for thirty-one years and have flown at Drake for thirty-six years. He is our U. of A. representative. Introduction of the new General Manager for Million Air Fayetteville. Pete Mastroianni: Said he had spent the last twenty-four years in the Air Force and recently retired, spent ten years overseas in Airfield Operations. ITEM #2: Election of Officers Janice volunteered to be the Secretary if they could get someone to replace her as Vice Chairman. Josh Mahony nominated Mike Gibbs as Secretary. Ken Haxel seconded the nomination. The vote was unanimous to elect Mike Gibbs as Secretary. ITEM #3: Approval of the Airport Board Minutes of December 8, 2011 meeting. A motion to approve the minutes was made by Rick Bailey and seconded by Bill Corley. The motion carried. ITEM #4: Receiving of Reports. Wayne Jones' report (#D) was moved to be first. D. Wayne Jones, McClelland Engineers, Construction Report. Stated the exterior equipment for the security project is in place. The City is working on the VIFI equipment so the equipment on the east side of the airfield can communicate with the equipment on the west side of the airfield. The project is a 95/5 grant. McClelland Engineers is working with the architect team on the plans for the former school hangar and will be meeting with the new tenant tomorrow morning to go over the plans for the hangar. We hope to advertise the project after the Tuesday City Council Meeting, and hope to have the construction contract approved at the first City Council Meeting in March. We are working on the updated Airport Layout Plans for the Airport Certification Manual, showing the new runway safety area, and the re-routed airport access road/Emest Lancaster Drive and Highway 71. A. Director Boudreaux, Aviation Director. Welcomed the new Board Members. The End of the Year Report is in the agenda and could be used for the Chairman's Report to the City Council. Reported the corporate hangar is still vacant and we are looking for an aviation tenant. We had 300 more aircraft operations in 2011 than in 2010. It is good to show growth. The Arkansas State Aeronautics Commission now has less money available than is typical for grants. They get their money from aircraft and aviation fuel sales in Arkansas and sales have been down. We don't think there will be any problem receiving the grant for the repair of the old school hangar. It is an economic development and aviation project. The new tenant will be here tomorrow for a meeting with staff and the architects. The pavement re-hab project is complete. The wildlife assessment project is complete and we will hear their presentation later. B. James Nicholson, Financial Coordinator, Budget Report. James gave a power point presentation discussing aircraft operations, fuel sales, local fuel prices and the current U.S. fuel averages by region. He stated that operations and fuel sales peaked in 2006, then declined. There was a 1.2% increase in operations in 2011, but fuel sales decreased. Military was the only type to show an increase. Million Air is trying to work the marketplace to get more traffic into Drake Field, but currently we have the highest price on fuel in the surrounding 50 miles, even with Million Air lowering their price last week. Regarding the Airport Budget, not all Journal Entries are in so the slide is not a true representation. A line item was added to the Revenue side: FEMA, which we did receive 100% funding by the City giving the Airport 12.5 %. Million Air is behind about $11,000 in their fuel flowage fees due to the Airport. If we receive that amount in the near future, we will be close to breaking even for the fourth year. He explained that under the Capital Expense, that shows the loan payments to the City for the two corporate hangars we had constructed. One of those hangars is empty. The Airport Cash Fund Balance is about the same as last month. Chairman Nickle stated we had paid down the hangar loan by $300,00 to help our cash flow. Director Boudreaux said the interest we were paying was 5% and now is 3% and by doing that we were able to stretch out the payments at a reduced rate. C. Louise Powers, Senior Secretary, T-Hangar Report. Reported there are four smaller T-Hangars available to rent. By the Board's decision, two could be rented for storage. Director Boudreaux said the T-Hangar rent is important to our budget. Those renting for storage all know that the last one in will have to be the first out if the hangar is needed for aircraft. Mentioning the RV storage, they will have to move out when the corporate hangar construction begins, but we can put them in the empty corporate hangar south of the terminal until we rent that hangar. E. Warren Jones, Arkansas Air Museum Director. Reported the two museums are still working on the merger. Ray Boudreaux is the Chairman and Josh Mahony, Janice Stanesic and Rick Bailey are all on the Air Museum's Board. ITEM #5: New Business. 2 .r A. Presentation: By Loomacres on Wildlife Management. John Watterson gave a power point presentation. He stated they had worked with six on-site locations and seven off-site locations. The peak months had been December and January with migrating birds, at dawn and dusk. Their report/book was sent "overnight" on Monday, but it still hasn't arrived. A more aggressive harassment of birds on the airport would help, and working with landowner at Site #1 to try and decrease the Canadian Guess. Site #1 is the Walker Family and they have a plane based here. For animals, an electric fence was suggested, it is cheaper and very effective. Also noted was to not allow birds to nest at the airport, because they will come back each year. Director Boudreaux said he would send the electronic report to the Board. B. Visibility for Instrument Approach. Project is on-going and the item should be placed on the agenda next month. ITEM #6: New Business. A. Review Minimum Standards Update. Discussion followed with the Board Consensus that wording should be changed on Page 5 under General Use Agreements to reflect: "this does not apply to transient aircraft operations". A motion to submit the Airport's Minimum Standards as revised to the City Council for approval was made by Janice Stanesic and seconded by Josh Mahony. The motion carried. ITEM #7: Other Business. A. Items from the Public. Discussion followed regarding the new corporate tenant: They will start with six employees and eventually have twenty, he buys and.sells aircraft. Lease is for two years and may be renewed for two years. They are leaving their paint shop in Helena. His son is in the U. of A. and they have already bought a home here. The lease item is on the City Council's consent agenda. Chairman Nickle said even if they only remain here for a couple of years, the hangar will be a better building than it is now. B. Items from the Airport Board. Discussion followed regarding developing a web site for the Airport, reporting it is hard to find the airport for Fayetteville. It was also suggested looking up Fayetteville, North Carolina, and see what their site looks like, as to not let the two Fayetteville websites be confusing to the public.
