China, pp 520) was submitted by Andy Feinstein of Engineering Design Associates on behalf of Jennifer Lee for property located at 1740 W. 6th Street. The property is zoned C -2/R-2, Thoroughfare Commercial/Medium Density Residential and contains 1.86 acres The request is for a restaurant. Conklin: Welcome to the December 27, 2000, meeting of the Technical Plat Review. Due to the inclement weather conditions, I am the only one here today. I will read the staff comments. Kim Hesse - Landscape Administrator Hesse: Utility easements may not be counted as tree preservation areas, please revise numbers as needed. Please note that an overhead utility line is shown at the southwest portion of the tree preservation area and no easement is indicated. A landscape plan is required as you know, please submit a plan directly to the Landscape Administrator for review prior to the Subdivision Committee meeting. Please provide a written report describing the reason behind the amount of tree removal required for this development. Be aware that rare trees, as defined by the ordinance, are to be removed with this site plan and describe the reason why this is necessary. Please show the site plan, utilities and grading overlaid on the tree preservation plan so that I may cross reference the impact of construction with the location of tree canopy. Tree protection fencing must be indicated at the limits of construction on the grading and utility plan, please provide a detail for fencing. A tree easement will be required for the tree preservation area. Please see the Planning Department for specific requirements. Chuck Rutherford - Sidewalk & Trails Coordinator Rutherford: Sixth Street is a principal arterial which requires a minimum six foot sidewalk with a minimum ten foot greenspace. The sidewalk needs to be shown to the west property line. The sidewalk needs to be shown in the legend. The curb and gutter needs to be removed through the sidewalk. The curb and gutter shall start and stop on each side of the sidewalk. If you have any questions, please give me a call. Perry Franklin - Traffic Superintendent Franklin: Employee parking on west side of parking lot requires a twenty-four foot backing aisle, see attached. At least one ADA space must be van accessible, eight foot aisle and at least an eight foot space. Sidewalk should be at least six feet to allow for vehicle overhand and wheel chair passage. Plat Review Minutes December 27, 2000 Page 3 Kim Rogers - Parks Operations Coordinator Rogers: No comment. This development is zoned C -2/R-2, therefore the Park Land Ordinance does not apply to this restaurant. Sara Edwards - Development Coordinator Edwards: Please provide west side elevations. Please submit twelve color renderings of all three sides as well as the monument sign with dimensions. Add project owner/developer to site plan. Add site coverage note. If the tree preservation area is acceptable to the Landscape Administrator and to the Planning Commission, this area will be required to be dedicated as a tree easement to be dedicated on the easement plat. Highway 62 is a principal arterial which requires that 55 feet from centerline be dedicated by warranty deed. Mitchell Avenue has 40 feet of existing right-of-way. A conditional use has been submitted for an additional 20 parking spaces and for a parking lot in an R-2 district. Must show proposed plantings in landscaped islands and in the required 15 feet along front property line. Must submit a letter requesting a variance from the standard 12 foot aisle width for one-way aisles to the requested 18 feet. 37 copies of the revised project must be submitted to the Planning Division no later than 10:00 a.m., January 3, 2000. Ron Petrie - Staff Engineer Petrie: • General comments: All designs are subject to the City's latest design criteria (water, sewer, streets and drainage). Review for plat approval is not approval of public improvements and all proposed improvements are subject to further review at the time construction plans are submitted. All corrections and/or additional information are required to be provided no later than at the standard deadline to continue to the Subdivision Committee, January 3, 2000. Water and Sewer comments: Fire protection shall meet the more stringent of the written water standards or the Fire Chief's request. Will this building have a sprinkler system? Grading comments: The preliminary grading plan cannot be accepted as submitted for review. Find attached a copy of grading plan checklist and revise plans accordingly. Why will the existing retaining wall on the Burger Kin property remain if the elevations on both sides of the wall will be the same? Drainage comments: In accordance with Section 1.2 of the City Drainage Criteria Manual, provide pre- and post -development flows that leave the site. The flows should be computed at all pre- and post -developed discharge locations. The AHTD must approve the proposed drainage flows into the AHTD drainage structures. This approval is needed to insure that detention will not be required for this project. • • • Plat Review Minutes December 27, 2000 Page 4 Approval must be granted prior to this project proceeding to the Subdivision Committee meeting.
