TECHNICAL PLAT REVIEW
A regular meeting of the Technical Plat Review Committee was held on Wednesday, July 14,
1999 at 9:00 a.m. in Room 111 of the City Administration Building, 113 W. Mountain,
Fayetteville, Arkansas.

This item was submitted by Tim Sorey of Sand Creek Engineering on behalf of Connolly Inc. for
property located on Highway 62 South east of Government and west of South. The property is
zoned I-1, Heavy Commercial/Light Industrial and contains approximately 1.079 acres.
Tim Sorey and Lee Myane were present on behalf of the request.

Please double check your vicinity map against your legal description. Your vicinity map shows
the property to be between S. School Avenue and Government Avenue while the legal
description places it between Government and Hill.

The container location, container pad, number of containers, and screening of containers were all
adequate.
Kim Hesse, Landscape Administrator
Commercial Design Standards required 15 feet of landscaping adjacent to the right of way. Note
on the plan concerning an automated irrigation system. If this will not be included, make
provisions to place hose bibs at 100 feet diameter spacing throughout the lot for landscape
maintenance. Screening is required adjacent to residential uses. Note that trees within the
parking area may obstruct the proposed location of the parking lot light. Existing vegetation on
neighboring lots may need to be protected if grading on site will effect their root zone.
Warrick: I think the one comment that affects the project more than anything else is the 15
feet of landscaping along the front property line. This required to be exclusive of right of way
and as we work through some of these other comments, the existing right of way on Highway 62
doesn't meet the requirement of the Master Street Plan.

Because of the stairs on the sidewalk, both ADA spaces should be van accessible. ADA space
aisle on east end of building should be moved out of the lot and to the front of the building.
Parking spaces in front of the building should be 19 feet deep because of the sidewalk.

No park land fee will be assessed since this is zoned I-1, Heavy Commercial/Light Industrial.

Submittal requirements were adequate with the exception of a preliminary grading and drainage
plan, tree preservation plan, and color rendered elevations. Refer to additional comments
concerning landscape, engineering, and commercial design standards requirements.
Regarding plat requirements, label adjacent zoning and property owners; add plat page 522 to the
title block; show the layout of adjoining property within at least 300 feet; correct the project
location on the vicinity map; dimension the right of way from centerline; label all existing and
requested easements; and, include the name and contact information for the owner on the plat.
Warrick: Specifically, we need to see the curb cuts on the adjoining properties to discuss
cross access.
Regarding street requirements, Sixth Street of Highway 62 is classified as a principle arterial on
the city's Master Street Plan. The total right of way required is 110 feet. This project required
55 feet from the centerline and should be indicated on the plat. A maximum of 1 curb cut shall
be permitted on this lot. See the file for a detailed suggestion of curb cut configuration.
Warrick: If this is not existing, which we don't believe it is, a dedication by warranty deed
will be necessary to bring that into compliance with the Master Street Plan. That changes your
front property line. That changes all of your setbacks. It's going to shift your site significantly.
You're not quite on the setback line in the back so there maybe some makeup in that area but
that's something that you're going to re-evaluate.
Conklin: You might have to reduce your building down.
Warrick: The highway department will have to review your curb cut and approve it. You
curb is wider than the standard 40 foot cut because of the island in the middle. That is what we
prefer to see on the site.
Sorey: What about the existing curb cuts on the site?
Warrick: We're expecting you to eliminate those. Your parking spaces are in the range
allowable by ordinance and were calculated at 1 space per 250 square feet and that is the
appropriate calculation. You are allowed to have up to 20% over that number.

Regarding parking requirements, the comments concerning street right of way will cause
significant changes to the proposed parking layout on this site.
Lot requirements were adequate.
Regarding other requirements, screening is required between commercial and residential uses. If
a freestanding signs is proposed, elevations are required All new utilities shall be located
underground.
Sorey: I don't have anything from the architect at this time regarding the one
freestanding identification sign for the center.
Warrick: There are 2 things that govern sign requirements. The first is the sign ordinance
and the second is our commercial design standards. The Planning Commission on several sites
has wanted a monument sign in lieu of the pole sign. They do have the authority to do that.
This project must be resubmitted for the review process due to substantial revisions to the plans.
Regarding commercial design standards review, all mechanical and utility equipment must be
screened including transformers, condensers, etc. What materials are proposed for the dumpster
pad screening? The site coverage calculation for the building and pavement need to be indicated
on the plat. Please submit information the east and west elevations indicating materials to be
used. Planning Commission will want to see all 4 elevations. Provide additional information on
the proposed freestanding sign.
Sorey: I am assuming that the dumpster screening will be some type of block that will
match the building.
Warrick: The maximum coverage allowed by commercial design standards is 85%.
Conklin: I will advise you at this time that if you are planning just metal side walls, most
likely that will not be acceptable.
No variances are requested.
Ron Petrie. Engineering
Petrie: I talked to the fire chief this moming and he does not require additional hydrants.
You show a 2 inch extension across that main. Is that correct?

Petrie: That is acceptable.
In general, all designs are subject to the City's latest design criteria Review for plat approval is
not approval of public improvements and all proposed improvements are subject to further
review at the time construction plans are submitted. All corrections and/or additional
information is required to be provided no later than the standard deadline to continue to
Subdivision Committee which is July 21 for this cycle All work within the Highway 62 right of
way must be approved by the AHTD.
Regarding grading, add the information that is lacking on the preliminary grading plan as shown
on the attached grading plan checklist. A final grading plan must be submitted before approval
of the construction plans.
Regarding drainage, the preliminary drainage report was reviewed for general compliance and
cannot be accepted until all item are submitted in accordance with Section 1.2 of the City of
Fayetteville Drainage Criteria Manual. A separate meeting is recommended to discuss these
deficiencies. Provide a concrete trickle channel in the bottom of the detention pond for low
flows. The proposed detention pond and the associated storm pipes will be private and privately
maintained.
Submit a copy of the storm water management, drainage and erosion control permit application
and the appropriate review fee. Show the grade of the detention pond side slopes. The grading
ordinance states, "cut or fills shall have a finished grade no steeper than 33% unless approved by
the City Engineer." Cut and fill slopes are required to be setback from property line 5 feet for a
3:1 slopes and 8 feet from slopes 3:1 to 1.1 unless written approval is granted by the adjoining
property owner. Show the adjacent property owners. Provide existing soil types according to the
unified soil classification system. Additional information such as construction schedule,
description of fill and compaction materials, and dust control measures must be provided by the
engineer or contractor on the construction plans or at the preconstruction conference.
Petrie: I understand, the detention pond may be history so the side slope information may
not be necessary. We'll meet separately, after this meeting, to work out the drainage issues. We
don't have all the required information.
Utility Comments

We will follow the electric company onto and through the property. Provide 1 4 inch conduit
from each building out to the green space with the electric company. Have your electrical
contractor contact me for placement of your in house wire.

It looks like we will be able to utilize the proposed route from underground electric service on
the west property line. We will need a 20 foot utility easement dedicated there. We will need 4
inch conduit from the underground dip pole on the northwest to the transformer pad. We will
provide the transformer and the underground wire. Contact us with the load and metering
arrangement. We have an overhead distribution line in the front and your sign will have to
maintain all clearances from that line. I can provide you the spec in regard to that.

Bob Falk, Southwestern Bell
I need a 4 inch conduit going back there as it's shown. Do we know how many stores we're
going to have in there?
Sorey: Right now, I think the max is 4. Half of the building might be taken by one user.
The 20 foot easement for SWEPCO -- is that general utility?
Conklin: Yes. Any curb cut on a state highway has to be approved by the District Engineer
down in Fort Smith. You need to contact him prior to construction of that curb cut and get their
permit.
Warrick: Are 2 dumpster going to be enough to serve this structure?
Sorey: That is what was requested by the client.
