The request is to split the property into two tracts of 4.03 acres and 1.02 acres. Dan Wolfenbarger was present on behalf of the project. Kim Rogers - Parks & Recreation No Comment Kim Hesse - Landscape Administrator No Comment Chuck Rutherford - Sidewalk and Trail Coordinator This is outside the city limits where sidewalks are not required. Dawn Warrick - Development Coordinator The plat should reflect plat page 140 to the title block. The flood plain reference must be added to the plat. The vicinity map needs to be larger and more clear. A correction is needed to the Tract A legal description. There is a wrong call. Your surveyor will need to fix that. Gulley Road is classified as a collector on the Master Street Plan; therefore, a total of 70 feet of right of way is required which necessitates a right of way dedication of 35 feet from the centerline from this project. This request was approved by Washington County Planning on November 24, 1998 and a copy of same is on file in the Planning Office. Finally, septic sewer should be shown on the plat. Little: All corrections will be due by Thursday, January 7, 1999 at 10 a.m. Where is the septic tank and the septic field? Wolfenbarger: The septic tank is behind the house to the north and all the lines run to the north and east Little: What we are concerned about is to make sure all the septic is 100% contained. I want to make sure that none of the septic is out in what is to be deeded over. How do we know that? Little: We need to know that so your deed reflects septic system containment. What is this 30 feet road easement? Wolfenbarger: We have given easement to the property behind us because my sister in law lives there. Little: She also has access to the east Utility Comments David Chance - Southwestern Bell No comment. Little: We don't have any representatives from the electric companies or the cable • companies but we do have a representative from the telephone company. If you have any questions about getting utilities since all these are existing structures I'm going to assume those questions are answered. • Wolfenbarger: It has all utilities. Little: You don't have to contact them. You must get the above notedchanges made and get this back to us. • Plat Review Minutes December 30, 1998 Page 4 LS98-50, 51: LOT SPLIT GERSHNER, PP 143 This lot split request was submitted by Greg and Janet Gershner for property located east of Co. Road 355 and north of Co. Road 92. The property is in the planning growth area and contains approximately 20.65 acres. The request is to split the property into three tracts of 7.18 acres, 6.26 acres and 7.2 acres Janet and Greg Gershner were present on behalf of the project. Staff Comments Kim Rogers - Parks & Recreation No comments. Kim Hesse - Landscape Administrator No comments. • Chuck Rutherford - Sidewalk & Trail Coordinator This is outside the city limits where sidewalks are not required. • Dawn Warrick - Development Coordinator The legal description is erroneous and does not close. This must be corrected by your surveyor. There will be no further lot splits permissible on this tract of land. Ron Petrie - Engineering They have recently put in a water line in this area. This line has not been approved by the State or the City. We do not have the as builts or a final inspection. You cannot tie in until that is done. Milholland Engineering did the project and you may contact him to coordinate when you will be able to make a connection. You need to ask him when it will be complete and when will the final inspection be done. Utility Comments David Chance - Southwestern Bell No comment. Little: This is Ozarks Electric territory. You will need to contact Mike Phipps, and make sure that they have the easements that they need. You will need 37 revised copies by Thursday, January 7, 1999 at 10 a.m. Plat Review Minutes December 30, 1998 Page 5 LS98-52: LOT SPLIT BENARD PP 717 This lot split request was submitted by Al Benard for property located at 708 West Whillock Street. The property is zoned R-1, Low Density Residential, and contains approximately 0.47 acres. The request is to split the tract into two tracts contains 0.24 acres and 0.23 acres. Staff Comments Kim Rogers - Parks and Recreation There are two parks fees due. One is for the new tract 1 and one for the new tract 2. The fee is $375 per lot and the fee is based upon the present park land formula in accordance with Ordinance 159.30(k). The Ordinance requires the formula base to be updated every two years to the current average market price. Therefore, the actual park land fee will be determined on the date of Planning Commission approval, unless it is approved at the Subdivision Committee level. Kim Hesse - Landscape Administrator No comment. Chuck Rutherford - Sidewalk and Trail Coordinator Sidewalk, driveway approaches and access ramps shall be constructed to Ordinance. An inspection is required prior to the concrete pour. Driveway approaches shall be constructed of Portland Cement Concrete. The terrain along the north side of Whillock Street will not allow for a continuous sidewalk at this time. However, at the time the concrete approach is put in, the sidewalk will need to be continuous through the driveway approach. An inspection is required prior to the concrete pour. Little: Call Rutherford if you have questions about that. Ron Petrie - Engineering All designs are subject to the City's latest design criteria. Review for plat approval is not approval of public improvements and all proposed improvements are subject to further review at the time construction plans are submitted. Separate service lines will have to be provided for each new lot. These service lines will not be allowed to cross over adjacent lots An overall Grading Plan and Drainage Study will be required before a building permit will be issued because of the adjacent drainage. Dawn Warrick - Development Coordinator The plat must reflect the adjacent zoning and property owners. Add plat page 717 to the title block. Add a floodplain reference to the plat. The property line needs to be moved to reflect the right of way dedication by deed to be 20 feet from the centerline of the road. Little: Your survey does not reflect a parent tract but we went through the file and found one and that is being checked now. The property is zoned R-1, Low Density Residential and contains approximately 2.83 acres. The request is to split the property into tracts of 1 acre and 1 83 acres. Staff Comments Kim Rogers - Parks & Recreation Parks fees are due in the amount of $375 This fee is based upon the present park land formula in accordance with Ordinance 159.30(k). The Ordinance requires the formula base to be updated every two years to the current average market price. An individual Grading Plan will be required before a building permit will be issued because of the existing grade of the lot. The property is zoned R-1.5, Moderate Density Residential, and Phase II contains approximately 17 36 acres. Roger Trotter was present on behalf of the project. Staff Comments Cheryl Zotti - Solid Waste The Solid Waste Division will not provide collection services in the alley. Kim Rogers - Park & Recreation All requirements have been met for Phase I and Phase II. The deed has been received for 4.25 acres dedicated as park land. Driveway approaches shall be constructed of Portland Cement Concrete. The 4 feet sidewalk and 4 feet green space needs to be shown on the plat. The sidewalks shall be completely around all cul de sacs. The sidewalk needs to be added to the plat's legend. Ron Petrie - Engineering The final inspection for the subdivision has been held and the developer is working on the punch list items. The following were conditions of approval of the preliminary plat by the Planning Commission. A. Add a note to the plat that lot 105 shall not be built on. Provide the City a letter explaining how lot 105 will be maintained. Provide a copy of the protective covenants. The covenants must include the duplex units and the single family homes. Requirement that the applicant pay off site sewer improvements costs in an amount to be Plat Review Minutes December 30, 1998 Page 10 determined by the City Engineer (approximately $200 per lot.) The construction plans for this project were approved subject to the following: the method of showing the required final floor elevations, one foot above your calculated 100 year WSE needs to be further evaluated prior to the final plat Because there are several of these lots that have swales in between, we will have to rectify that. Due to the slope of the lots in the drainage area it may be better to give spot elevations and not the finished floor elevations Show the water and sewer on the final plat. A bond of guarantee will be required for the sanitary sewer pump station which must be deeded separately and be approved by the Planning Commission prior to sign off of the final plat. Also, a final inspect for this pump station will be required before the bond or cash guarantee is returned. Prior to the City Engineer signing the final plat the following is required: A. Resolution of the comments listed above. B. All items noted on the punch list and final inspect notes must be completed and approved by the City. C. In accordance with the Grading Ordinance all disturbed area shall be revegetated. D. As built drawing, construction cost data and maintenance bonds must be provided to the Engineering Department. E. The survey requirements and concrete monument should be checked by Jim Petty. The applicant must also pay off site sewer improvement cost in an amount to be determined by the City Engineer. There must be an estimate for the lift station submitted prior to sign off on the final plat. Dawn Warrick - Development Coordinator There are a total of 48 units with 25 single family and 23 duplex unit. Planning must be provided a draft copy of the Protective Covenants. (These are on file.) Plat page 397 must be added to the title block. The vicinity map must be oriented in the same direction as the project on the plat. You can get approval of a final plat at the Subdivision Committee if all the revisions are done. The sidewalks need to be designated more clearly. Add the setbacks on all the lots and signatures must be on the plat. Lot 105 must be designated as an unbuildable lot. Trotter: I'll correct that. We will have a lot 105 but it will be reduced in size Little: The graveyard will be lot 105. David Chance - Southwestern Bell We have conduit in the alley • • Plat Review Minutes December 30, 1998 Page 12 LSD98-37: LARGE SCALE DEVELOPMENT KRAUFT PP 290 This large scale development was submitted by Neal Albright on behalf of Virginia Krauft for property located at 118 East Sunbridge Drive. The property is zoned R -O, Residential Office, and contains approximately 1.24 acres Mr. Neal Albright was present on behalf of the project. Staff Comments Cheryl Zotti - Solid Waste Plat should indicate solid waste container location. Albright: They told me they don't generate much trash and they would like curb side pick up. Vinson: You will need to talk to Solid Waste about that. Kim Rogers - Park & Recreation No comments. Kim Hesse - Landscape Administrator Commercial design standards require that one tree shall be planted every 30 feet along Sunbridge Drive. Please indicate on the plans which existing trees you plan to preserve. No grading is permitted within the drip -line of any trees to be preserved. The 24 inch Oak and the 36 inch Oak shown on the plans shall be preserved and tree protection fencing shall be shown on the grading plan in the location of the drip line of those trees. A detail of tree protection fencing shall also be shown on the grading plan. Chuck Rutherford - Sidewalk & Trails Coordinator Sidewalks, driveway approaches and access ramps shall be constructed to Ordinance. An inspection is required prior to the concrete pour. Driveway approaches shall be constructed of Portland Cement Concrete. The 5 feet sidewalk needs to be shown continuous through the driveway. The curb radius lines need to be removed through the sidewalk. The 4 feet green space between the curb and sidewalk needs to be shown. The sidewalk needs to be added to the legend. Albright: I would like to request that the sidewalk requirement be waived since there is a • sidewalk on the other side of the street. I believe the ordinance only requires sidewalk on one side. • • • Plat Review Minutes December 30, 1998 Page 13 Little: We have changed the ordinance to include sidewalks on both sides but they may request a waiver from the Planning Commission. That would cause this large scale to go before the full Planning Commission to ask for the waiver but if they don't ask for the waiver it can be approved at the Subdivision Committee. Ron Petrie - Engineering All designs are subject to the City's latest design criteria. Review for plat approval is not approval of public improvements and all proposed improvements are subject to further review at the time construction plans are submitted. All corrections and/or additional information are required to be provided no later than 10 a.m. January 7, 1999 to continue to Subdivision Committee meeting. Fire protection and fire hydrant locations shall meet the more stringent of the published water standards or the Fire Chief's request. Is an additional hydrant needed for this proposed LSD? A minimum easement or combination of right of way and easement width for sanitary sewer lines shall be 20 feet with the sanitary sewer centered. The minimum distance from the edge of the sanitary sewer line to the easement will be 10 feet. Therefore, additional utility easements are needed to be dedicated. Further, the easements must be usable and coordinated with the setbacks required in the Grading Ordinance. The preliminary grading plan does not contain all of the information required by the ordinance and the grading plan check list was included with the staff report. A preliminary drainage report is required to be submitted for large scale development in accordance with Section 1.2 of the Drainage Manual. Petrie: Call me later if you have any questions. Little: The preliminary drainage report will be required by Thursday, January 7, 1999. There is a fee that goes along with that in the amount of $200. We need a tree preservation plan and the fee that goes along with that is $120. This plat needs to show the trees that are going to be preserved. Dawn Warrick - Development Coordinator The property owners must sign original project application and this must be returned to the Planning Office. (Original application page provided to Mr. Albright and copy without signature is on file.) This project was hand drawn and therefore no disc was submitted. Label the adjacent zoning and add plat page 290 to the title block. Add the flood plain reference to plat. Add legal description to plat - even if it is a lot/block description, dimension all right of way from centerline. The code requires a 30 feet setback in R-0 therefore, the 40 feet setback will only be enforced by covenants. Seven parking spaces are required by ordinance; therefore, if 8 parking spaces are shown a parking waiver must be requested and determined by the Planning Commission. Zoning to the north is A-1. Will the existing vegetation provide the required screening? No signage is shown on the plat or on the walls of the elevations. What signage is proposed, if any? Please provide signage information. All utilities will located underground. In accordance with design standards, landscaped areas require one tree every 30 Plat Review Minutes December 30, 1998 Page 14 feet along the front property line. The plat must locate and show screening for all mechanical/utility equipment including the dumpster. The plat needs to reflect the amount of site coverage using calculations to verify that no more than 85% of the site is built on or paved over. Cross access is required and must be reflected on the plat. Albright: We are showing 10 parking spaces. Little: You can have 8 without that waiver request. If you want 10 then you will have to go the full Planning Commission and ask for a waiver. Just ask the owner whether she wants 8 parking spaces or whether she wants to go to Planning Commission and request a parking waiver for 10 spaces. Regarding the screening to the north, how much vegetation is there at that location? Albright: There are brambles and it's a drainage area Also, there is a hedge row. Little: We'll look at that Monday. Under Commercial Design Standards we have a requirement for cross access. The site needs to be graded in such a way that cross access could be provided to both of the lots on the sides. Please have a look at that and designate an area that would be allowed for cross access. Albright: I have a swale area in there and I'll take that out. Little: Try not to cut down any trees when you make that designation. Albright: They want to save those trees. Utility Comments Dennis Burrack - SWEPCO We have underground service serving the Sunbridge Development. Our service ends right beside Dr. Ryan's lot which is Lot 2 as you have noted here on the east side. We do have conduit under the road and I've got the plan on how to serve the rest of this development. I would appreciate getting with your electrical contractors when this building is built. We have a limited number of voltage that will be available because it is an underground loop in this situation. I also would like to have an additional easement on the east side measuring 7.5 feet so that we would have 15 feet when the next lot develops. We have the 7.5 feet easement on the west already. On the north, as I was listening, what did the City ask for in additional easement? The bottom underneath that line is solid rock. That is why the drainage couldn't go back in there and we have to try and go across. As you come further south it becomes more dirt. I would like to have an easement on the south side of whatever the City is requiring. • • • Plat Review Minutes December 30, 1998 Page 15 Petrie: I would request that five feet be added to the easement. Little: We need the easement 15 feet from the center of the sewer line. Burrack: Street lighting is existing. Did Perry make any comments? Little: Mr. Franklin is out of town. Please contact Mr. Franklin at the Street Department for his comments. Burrack: Have the electrical contractor contact us because of the limited number of voltages that are available. There is an underground 3 phase loop that I have established to service all of Sunbridge and there is a very limited number of voltages available on 3 phase underground. If they use single phase for this and the building is that size, we would require some additional switch gears and that would be an additional expense on the part of the developer or owner. Contact us on that. David Chance - Southwestern Bell I haven't checked to see how we are going to serve this. Please have your electrical contractor contact us, we will work it out. We probably will require 2 inch conduit at the owner's expense in one of the easements. Albright: There is a telephone pedestal at the northwest corner. Chance: Normally, we place the cable in there but require the owner to furnish us conduit to where the power goes in. Kevin Lefler - TCA Please contact Mr. Lefler if you will require cable service and provide the planning office with their requirements.
