Mountain, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Dennis Burrack - SWEPCO, Mike Phipps - Ozarks Electric, Rick Evans - Arkansas Western Gas STAFF PRESENT: Alett Little, Perry Franklin, Charles Rutherford, Dawn Warrick, Tim Conklin, Beth Sandeen, Jim Beavers, and Debra Humphrey Item: LSD 98-21.00 LARGE SCALE DEVELOPMENT (LIOUOR TO GO PP 2482 2831 NORTH HIGHWAY 112 This item was submitted by Carter Engineering on behalf of Donna Masterson for property located at 2831 North Highway 112. The property is zoned C-2, Thoroughfare Commercial, and contains approximately .98 acres. This project is located within the Design Overlay District. Glenn Carter, with Carter Engineering appeared on behalf of Donna Masterson. Comments from the following were presented: STAFF: Landscape Administrator- Beth Sandeen-575-8308 1. Need interior parking lot landscaping. 2. The Tree Preservation Plan shall show all trees larger than 6 inches at diameter breast height with the project's boundary. For groups of trees, an edge of tree canopy line is acceptable. The tree ordinance requires that all "rare" trees (trees larger than 24 inches at diameter breast height) be surveyed and shown on all plans. This includes rare trees within 100 feet of the project's limits. If there are no existing trees within the proposed project's boundary, you can obtain a Fee Waiver form from the Landscape Administrator. 3. Landscape proposals for parking lots and/or tree replacement requirements shall include proposed plant species (common names are acceptable) and size. Existing and proposed utility lines shall be shown on the plan. State the method for irrigating the plant material on the plan. When an ordinance requires shrubs or other screening plant material, show the layout of planting beds (it is recommended that shrubs be within defined planting beds for ease of maintenance). 3. On May 26, 1998, a tree ordinance waiver was signed stating no trees within site development. The trees within right of way will be protected. 4. Request that the tree in the right of way be protected. 11- G • • TECHNICAL PLAT REVIEW MINUTES MAY27, 1998 PAGE -2- Sidewalk and Trails Coordinator- Chuck Rutherford -575-8291 A sidewalk exists along Hwy 112. However, the broken sections need to be removed and replaced. At this location Drake Street is a Collector. The requirement is for a minimum 6 ft. sidewalk with a minimum 10 ft. Greenspace. The sidewalk shall be continuous through the driveway. Traffic -Perry Franklin- 575-8228 1. One street light required every 300 feet on Hwy 112 and on Drake Street. 2. Show parking layout dimensions on drawing. 3. ADA space must be van -accessible (8' space and 8' aisle). Planning -Dawn Warrick -575-8262 Overlay District Requirements: 1. Setback from the right of way to the structure with parking between building and right of way would be 50 feet. 2. Greenspace adjacent to the right of way is provided. 3. Parking lots need to be screened adjacent to the greenspace. 4. One tree per 10 spaces are required and 20 sf of unpaved area needs to be provided for each tree. Parking lots require a five foot setback from any property line. 5. Plan reflects one sign located in the center of the lot. In the overlay district, elevations for all proposed signage are required and the existing pole sign shall be removed. Any wall signage proposed for this structure needs to be shown on the elevation of the structure and dimensioned. ❑ Mr. Carter inquired about renovating and using the existing sign and Ms. Warrick noted only if they take it off the pole and use it as a monument sign. The applicant is proposing a wall sign on the one side of the building which is the south elevation monument sign matching the building base 6 foot maximum. The square footage dimensions of the proposed sign would be 2 ft 4x16 foot long, 37.28 sf and the proposed sign is 4 foot x 22 foot, total square footage 88 sf, the wall area is 10 feet x 56 feet or 560 and 20% of that would be 112 square feet. 6. Requirement in the Overlay District that no curb cuts be located within 200 feet of an intersection. 7. Need information regarding utility and mechanical equipment where it will be located and screening. If it is ground mounted or roof -mounted it would need to be screened from public view. 8. Need elevations on ;h► proposed signage. Existing pole sign to be removed. 9. Need additional information regarding distance to intersection which is not shown. 10. Additional building elevations will be needed. This project is in the Overlay District and is very visible. Planning Commission will need to see all side views to determine compliance with DOD and CDS ordinances. 11. Label adjacent zoning. 12. Drake Street is a collector on the Master Street Plan. A total of 70' of right of way is needed. Dedication of 35 feet from centerline is required for this project. 13. Need distance information from proposed curb cut to intersections (DOD requirement) 14. Need written information concerning OHE. • 15. 16. Additional information is needed for Design Overlay District review. All utilities shall be located underground. (15 • TECHNICAL PLAT REVIEW MINUTES MAY27, 1998 PAGE -3- Mr. Carter stated he had talked with the nursery regarding what kind of trees would be required and Ms. Little stated the plants must be at least 18" in height at time of installation and would need to achieve 4 feet within two years. ❑ Mr. Carter noted they had left two openings to allow traffic flow which is currently flowing which still allows for cross access, and would need to be 24 feet in width. Ms. Warrick noted the opening closer to the proposed building would be a concem due to current parking adjacent and abutting the convenience store which is the neighboring development. There is currently asphalt between the parking lots, but when the cars park in that area they would be backing into the drive-thru lane and would cause traffic flow conflicts for the proposed site and the neighboring site. She stated even if those spaces were to remain there would not be enough backup space to achieve the turn around, and therefore, staff does not recommend keeping this space maintained as connection to the adjacent property. Staff's recommendation would be to continue the curb line and landscaping. Engineering -Jim Beavers- 444-3418 General: 1. All designs are subject to the City's design criteria (water, sewer, streets and drainage). Review for plat approval is not approval of public improvements and all improvements are subject to further review at the time construction plans are submitted. 2. All corrections and/or additional information are required to be provided no later than the standard • deadline (June 3 this cycle) to continue to subdivision committee. Water: 1. Fire protection and hydrant locations to meet the Fire Chief's request. Sanitary Sewer: 1. Clarify the service to the existing main - main location and elevation. The main runs along the 71 bypass and all three run their services down to the main, and it is a non -conforming situation. Grading: 1. A vehicular safety rail will be required on the retaining wall. Drainage: • 1. Preliminary - OK 2. Has drainage fee been paid? No record found 3. Drake street will be looking for a contribution and have no estimate at the present time, which would be of the standard street and would be placed into escrow. Mr. Phipps will submit a cost for the relocation of the overhead. 2. Will have to have Air Products put underground and the convenience store service installed underground as well. The street lights would be $1.25/foot and would need one off Drake and one off Hwy 112 at the entrance. They would be 250 kv and wood vs. steel would be allowable. Install a quad crossing at the entrance on to Drake Street. 0 Mr. Carter stated they would be requesting a waiver of the underground utilities. Architect is showing a gas meter in the new driveway on the south side of Drake Street and if it would need to be moved it would be at owner's expense. • This item will be tabled until revisions and additional information can be furnished by the applicant. • IF -1 • • • TECHNICAL PLAT REVIEW MINUTES MAY27, 1998 PAGE -5- FP 98-1.00: FINAL PLAT (DEERFIELD PLACE pp 5711 NORTH OF HUNTSVILLE ROAD AND WEST OF MALLY WAGNON ROAD This item was submitted by Jorgensen & Assoc. on behalf of Gordon Wilkins for property located north of Huntsville Road and west of Malty Wagon Road. This property is zoned R -O, Residential Office and R-1, Low Density Residential, and contains approximately 12.14 acres with 35 lots. STAFF: Landscape Administrator- Beth Sandeen-575-8308 Remove dead oak tree at Northwest corner of Huntsville Road and Deerfield Way - tree is potential hazard. Note: Final plat will not be signed until tree is removed. Sidewalk and Trails Coordinator- Chuck Rutherford -575-8291 1. Deerfield Way, Country Ridge and Mally Wagnon Road are local streets requiring 4 ft. Sidewalks and 6 foot greenspace. 2. Huntsville Road is a principal arterial requiring a minimum 6 foot sidewalk with a minimum 10 foot greenspace. This is shown on the plat. Planning -Dawn Warrick -575-8262 1. Parks fees to be paid prior to sign off of final plat - fees for lots 1 and 35 to be paid at the time of development if residential (add note to plat). 2. Signature block needs to be revised - see attached (PC Secretary and City Planner) 3. Lots 1 and 35 are required to go through LSD approval process. 4. Please discuss results of property line dispute with neighbor to the west (Lane) 5. Iron pins shall be placed at all lot comers - this must be completed prior to sign off on the final plat. 6. A sign shall be placed at the stubbed out end of Country Ridge stating that the road will be extended in the future. Engineering -Jim Beavers- 444-3418 A final inspection was held April 29, 1998, and the contractor is working on the items as noted. Prior to City Engineer signing the fmal plat the following is required: a. All items noted on the punch list and final inspections notes must be completed and approved by the City. b. In accordance with the Grading Ordinance all disturbed areas shall be seeded. c. As -built drawings construction cost data and maintenance bonds must be provided to the Engineering Department. d. The developer must furnish the guarantees as required by ordinance for the sidewalks. e. Require easement extended to lot line of 34 and 35. 2. Lots 11 and 12 and there was a crossing requested conduit across the drainage. At the time it was not covered up and now it has been covered up and they have not been tied in at the back end, and felt gas, phone, and cable tv may need to loop their services together. This may require boring under and installing four quad crossings in there. I�q • TECHNICAL PLAT REVIEW MINUTES MAY27, 1998 PAGE -7- PP 98-3.00: PRELIMINARY PLAT (WEST HAVEN SUBDIVISION PP 280 NORTH OF DOUBLE TREE ESTATES AND WEST OF WHEELER ROAD This item was submitted by Jorgensen & Assoc on behalf of Ruth Turner for property located north Double Tree Estates and west of Wheeler Road. The property is located in the county and contains approximately 52.04 acres with 35 lots proposed. STAFF: Sidewalk and Trails Coordinator- Chuck Rutherford -575-8291 This property is outside the city limits and therefore, sidewalks are not required. Traffic -Perry Franklin- 575-8228 1. One street light recommended every 300 feet at intersections and at the end of the streets. 2. Check sight distance at intersection with county road. Planning -Dawn Warrick -575-8262 1. Add all MSP streets to vicinity map. 2. Add plat page 280 to title block. • 3. Per PC approval of Double Tree Estates, Phase II - the MSP collector was moved to the location of Staci Lane which is extended to the north property line of this new project. 4. Move fire hydrant from lot 33 to the lot line between lots 31 and 32. • Engineering- Jim Beavers- 444-3418 General: 1. Refer to sections 159.31 and 159.32 of the subdivision regulations re: standards for required improvements in "suburban subdivisions." 2. Final designs are subject to the City's latest design criteria (where applicable). Review for plat approval is not approval of public improvements and all improvements are subject to further review at the same time construction plans are submitted. 3. It is my understanding that the County has approved the subdivision subject to a drainage report to certify that there are no downstream problems and also a traffic/street design study to document the required width of the street and the pavement section. Please furnish a copy of (a) the final traffic and street design and (b) the final drainage report (if different than the report furnished in this submittal) which you are preparing for Washington County Roads and Planning. Water -Preliminary: 1. Good layout. 2. Valves will be required at selected tees and crosses as applicable to allow isolation of line segments. 3. Concerning the proposed fire hydrants: a. A formal contract is required with the City of Fayetteville and a rural Fire Department. Sewer -Preliminary: I . Septic to be approved by County/State. Preliminary Grading and Drainage: 1. Please verify that the proposed runoff from 33 does not adversely affect the existing lot 11 (Les Howell 2532 Staci Lane). 2. Please verify that other downstream properties are not negatively impacted. 3. The drainage ordinance states that it applies in the planning area (163.04). However, the development is not adjacent to the City limits and the drainage improvements proposed conform with existing development. Further the county, not the City would have to approve the facilities and accept for maintenance. Therefore, it is my opinion that the County's drainage requirements, along with the legal rights of the downstream properties, should apply. Street -Preliminary: 1. Refer to subdivision regulation 159.32. The 31 foot street with curb and gutter as shown is needed to conform to the adjacent Double Tree subdivision. • 2. Washington County will also review and approve the street widths and pavement sections. 3. The north -south Master Street Plan street which would cross this property must be further discussed. • UTILYI'IES Ozark Electric Cooperatives- Mike Phipps- 521-2900 1. Mr. Phipps indicated where the developer is showing all the 4" crossings they can be made quads. 2. At the entrance off Wheeler Road the developer reflects a 6" for gas, and they only require 3 - 4" and 1- 6". 3. One crossing not shown is between lots 14 and 21 over to 13 and 22 4. Request a 20' easement - 10 foot each side of the property line on Lots 12, 23, 13, 14, 21, 15 and 20. 5. Request another quad crossing at the end of the cul-de-sac of Westhaven Drive on the west side of the property. 6. Request at the end of Staci Lane another crossing. 7. SCHOOL STREET This item was submitted by McClelland Engineers on behalf of Fayetteville Municipal Airport for property located at 4500 S. School Street. The property is zoned I-1, Heavy Commercial, Light Industrial. David Norman with McClelland Engineers and Don Green with the Fayetteville Municipal Airport appeared on behalf of the applicants. STAFF: Landscape Administrator- Beth Sandeen-575-8308 A design for screening the tanks was proposed by Landscape/Tree division. A fee waiver dated May 22, 1998 was signed stating there were no trees on site. Sidewalk and Trails Coordinator- Chuck Rutherford -575-8291 • 1. Hwy 71B is a principal arterial. The requirement is for a minimum 6 foot sidewalk with a minimum 10 foot greenspace. 2. An asphalt sidewalk exists adjacent to the curb. This asphalt sidewalk is in poor condition. Maybe the airport could set up a fund based on a percentage basis of each new project that comes forward at the airport. This set aside fund could be used to build the new sidewalk at the airport. • Planning -Dawn Warrick -575-8262 1. Add plat page 795 to title block. 2. This would include installing two transformers on the pole and dipping down to a pedestal arrangement and then underground from that point. He further stated he had discussed the code requirement for AV gas requirement and these requirements have been met. He further requested that some protection be installed around the pedestal for safety issues. The property is zoned C-2, Thoroughfare Commercial, and contains approximately 4.05 acres. STAFF: Landscape Administrator- Beth Sandeen-575-8308 1. Add trees for perimeter landscaping/commercial design standards (1 per 30 1.f. frontage) along Joyce. 2. Shrubs also required 3. Please specify plant species and size. 4. Joyce Blvd. is classified as a principle arterial on the MSP - a total of 110' of right of way is necessary - dedication of 55' from centerline is required for this project. 8. The number of parking spaces proposed requires a request for a conditional use from the Planning Commission (parking in excess of the 20% overage allowed by ordinance) Provide a cross access to the west and connect to the access in the NW comer of the Circuit City site. 9. An elevation of the proposed free standing sign is required for CDS review. 10. A written description of the request for excess parking is required. 11. All utilities shall be located underground. 12. There is a stub out to the north proposed off of the parking lot on the northeast corner. This should be connected to the existing stub out which connects to Circuit City. 13. Verify all the aisles are 24 feet. 14. Cross access should be 24 feet also. 15. Question concerning dimensioning on parking stalls. The one in the front consisting of 3 rows dimensioned at 18.5 in length and 19 is the standard. • 16. Entry way is dimensioned at 14 and 12 is the standard allowed, this needs to be changed. 17. The drainage and sanitary sewer conflict must be resolved. Is this developer proposing to reroute, or to lower, the existing 10 inch sanitary sewer. • Preliminary Grading: 1. Okay. Preliminary Drainage: • 1. The sanitary sewer and drainage conflict must be resolved 2. The requirements for drainage improvements, including the 48 -inch pipe along Joyce must be further reviewed and discussed. A temporary pipe, similar to the one recently installed by Circuit City may, or may not, be a solution. (I hate to see materials wasted but we do not know when/if the remainder will be corrected). Mr. Burrack stated his points of service have been removed and would not be serving anything on this development at this time. All the house meters got moved out of the building on the other side of the drive. Mr. Burrack requests the existing transformer and underground service going out of primary service be covered by an easement in case of questions of ownership. There is presently a 50 utility easement which also contains the City's 36" water line. Mr. Gallagher stated he had an excess of transformer capacity sitting at this point and would prefer not to invest anymore facilities.
