Mountain, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Dennis Burrack, SWEPCO, Rick Evans with Arkansas Western Gas Company Andy Calloway with Southwestern Bell, and Kevin Leflar with TCA Cable STAFF PRESENT: Alett Little Jim Beavers, Dawn Warrick, Chuck Rutherford, Perry Franklin, Ed Connell, Mickey Jackson, Tim Conklin and Debra Humphrey ITEM NO. Osborn, Jr) would not be dealt with at this meeting at this time. ITEM NO. LSD 98-9.00: LARGE SCALE DEVELOPMENT (LOTS 14 & 15 SUNBRIDGF EASTDISBMIDAILSILACE Submitted by Jorgensen & Associates on behalf of Keating Enterprises for property located east of New School Drive and west of Hiram Davis Place. The property is zoned R-1, Residential Office, and contains approximately 2.10 acres. Comments from the following were presented: STAFF: Solid Waste Division- Cheryl Zotti-443-3400 None at this time. Landscape Administrator- Beth Sandeen-575-8308 Waiver has been completed for no trees on lot dated March 10, 1998. Sidewalk and Trails Coordinator- Chuck Rutherford -575-8291 Sunbridge Drive, New School Place and Hiram Davis Place are local streets. They have 50 feet of right-of-way with a 31 foot street. This leaves 9 '/z feet of right-of-way on each side of the street. Here, the 5 foot sidewalk with a 4 foot greenspace as shown is appropriate. The sidewalks are shown through the driveways, however, the curb through the sidewalk needs to be removed. The curb will start and stop one each side of the sidewalk. 51 • • • • Technical Plat Minutes April 1, 1998 Page 2 Traffic -Perry Franklin- 575-8228 None Planning -Dawn Warrick -575-8262 Plat Information: Other requirements: Add a plat page to the title block No. 290. The buildings must conform with the uses allowable by the R -O zoning district, and all utilities shall be placed underground, existing and proposed. Mechanical and utility equipment must be completely screened from all public rights-of-way. Engineering- Jim Beavers- 444-3418 General: 1. All designs are subject to the City's latest design criteria (water, sewer, streets and drainage). Review for plat, or LSD approval is not approval of public improvements and all improvements are subject to further review at the time construction plans are submitted. Water: 1. "OK" as a preliminary - will be reviewed further at the time of construction plans for. a. The line needs to be 8 not 2 across lot 17. b. The water meter locations needs to be reviewed by Don Osbum. c. Check for conflict with the private drainage Swale. 2. Fire protection and fire hydrant locations to meet the Fire Chiefs request. 3. Water line easements and/or combination with ROW shall be a minimum 20 feet in width. Sanitary Sewer: 1. "OK" as long as there is one owner. If the property is ever split then a public main extension will be required so that private lines are not combined across property lines. 2. Sanitary sewer easements shall be a minimum of 20 ft. in width and wider as necessary for sewers deeper than 10 feet, or sewers offset in the easement, to provide a 1:1 trench slope. Grading: 1. "OK" as a preliminary plan. Some additional information required as a final plan - refer to 161.08. Drainage: Please clarify the design of the system - is it the intent for the Q10 in the pipes with larger storms overland? Is it the intent for Q100 in the pipes? Check your flows in the system design including the total flow in pipe 7 and 8. Is the Q100 in pipe "8" 34 cfs and capacity 28 cfs? 5Z Technical Plat Minutes April 1, 1998 Page 3 2. Concerning the proposed improvements to the downstream swale: a. Is this swale public? private? b. You will need permission from the nursery and work with/around any plantings. 3. All new drainage outside of public street right-of-way must be private and privately maintained. Streets: 1. Are we getting too many driveways on the culdesacs. Shouldn't the drives be on property lines and shared? 0 Ms. Warrick noted an easement vacation had been turned in for the easement running north/south of the center lot. Therefore, for approval of LSD would need to be contingent on approval of the vacation. UTILITIES SWEPCO- Dennis Burrack-973-2308 Mr. Burrack stated the plat reflects an existing switch box which is actually a 3-phase padlock transformer 120208 3-phase service available at this location. The number of connections that would need to be made at the transformer would be in excess of what are on secondary pads. Have the electrician notify Mr. Burrack when ready for installation. SW Bell- Andy Calloway -442-3170 Mr. Calloway stated there is a hub adjacent to the transformer that Mr. Burrack identified, and therefore, would need conduits from each of the buildings to the hub. TCA Cable- Kevin Lefler- 521-7730 Presently there is no service on the lot, but if the developer wants future service, contact him. Arkansas Western Gas- Rick Evans- 521-1141 Mr. Evans stated there was an existing line on the 20 -foot easement on the south side. o Ms. Warrick informed the developer revisions will be due by Wednesday, April 8, 1998, (37 copies), and go ahead and prepare the public notice for the Subdivision and Planning Commission meetings. Technical Plat Minutes April 1, 1998 Page 4 • LS 98-12.00: LOT SPLIT (CITY OF FAYETTEVILLE) SOUTH OF MILLSAP ROAD AND WEST OF PLAIN VIEW AVENUE EXTENSION • Submitted by the City of Fayetteville on behalf of Lewis Brothers Leasing Company for property located south of Millsap Road and west of Plainview Avenue extension. The property is zoned C-2, Thoroughfare Commercial and contains 1.00 acre. This is the first lot split. Solid Waste Division- Cheryl Zotti-443 3400 No comments. Landscape Administrator- Beth Sandeen-575-8308 No comments. Sidewalk and Trails Coordinator- Chuck Rutherford -575-8291 Plainview Avenue is a local street, a minimum 6 foot sidewalk with a minimum 6 foot greenspace is the requirements. The sidewalk shall be continuous through driveways. Planning -Dawn Warrick -575-8262 All utilities (existing and proposed) shall be located underground. The newly created 1 acre lot is required to go through the Targe scale development process for approval. Additional comments will be made atthat time. Ms. Little noted Tract D and E which is the west end of the Lewis Brothers property, and Tract D is what is being split for the fire station. Engineering- Jim Beavers- 444-3418 Mr. Beavers stated he would hold his comments until the project came through LSD. UTILITIES SWEPCO- Dennis Burrack-973-2308 Mr. Burrack stated there is overhead electric on the north side and west side of the subject tract. The north side is smaller wire and the cost estimate to bury would be $25-$30 per foot. ❑ Mr. Connell inquired if this would be on the Lewis Brothers property or outside. Mr. Burrack stated it was on the Lewis Brothers property in a private easement owned by SWEPCO which runs north and west. The circuit running north and south is the same circuit Mr. Brewer had to bury on Millsap. There is an underground dip at the northwest corner of Tract D which would require a metal -enclosed switchgear installed at North Hills turning east and west. The approximate cost would be in excess of $40,000.00. The wire is 20 amp circuit and would have to be parallel underground into these switches and approximately $100 per foot. • An unexpired life left in the circuit which have to be purchased. ❑ Ms. Warrick inquired if the line on west side of the property run to the south property line of Tract E. 54 • Technical Plat Minutes April I, 1998 Page 5 Mr. Burrack responded it did. Mr. Burrack stated if the cables had to be run underground, SWEPCO would place additional gear out of that switch on the northwest corner and come out which would be the point of service as 3-phase. SW Bell- Andy Calloway -442-3170 Request a 20 foot perimeter easement around Tracts D and E and between D and E. 0 Ms. Warrick stated there was an off-site 20 foot easement on the north property line. She further noted it was on the south lot line of the business park. Mr. Calloway stated if the 20 foot easement was there, then that requirement along the north property line would not be necessary. He further stated if he did not have the easement between the two lots due to the reason not sure what the future development would be. O Mr. Connell stated there would be an utility easement along the west side of the road which would be outside of the right-of-way. TCA Cable- Kevin Lefler- 521-7730 No comments. Arkansas Western Gas- Rick Evans- 521-1141 • Have an existing line on North Hill and have two high pressure lines on the Washington Regional Medical's property parallel to the subject property. • O Ms. Warrick noted the comprehensive revised drawings turned in by Wednesday, April 8, 1998. 55 Technical Plat Minutes April 1, 1998 Page 6 • PLA98-5.00: PROPERTY LINE ADJUSTMENT (JOHN B. WEISS1 968 E. TOWNSHIP • • Submitted by Karen K. Wood on behalf of John B. Weiss for property located at 968 E. Township. The property is zoned R-1, Low Density Residential and contains 0.72 acres. There were no staff comments. UTILITIES Ozark Electric Cooperatives- Mike Phipps- 521-2900 Applicant will need to locate Mike Phipps regarding their requirements at the above number. SW Bell- Andy Calloway -442-3170 An easement attachment was in the file with the application. Mr. Calloway reviewed and stated since there were off-site existing easements he had no further comments. TCA Cable- Kevin Lefler- 521-7730 None. Arkansas Western Gas- Rick Evans- 521-1141 None. 0 Ms. Warrick stated since this was a property line adjustment and no revisions had been requested, it will be approved administratively, and once the applicant has contacted Ozark Electric and bring the quit claim deeds to our office to be stamped before filing, and provide our office with file -marked copies for our records 56 Technical Plat Minutes April I, 1998 Page 7 • LSD 98-10.00: LARGE SCALE DEVELOPMENT (BILL LAZENBY) 4OUTH BRECHWOOD • • Submitted by Glenn Carter on behalf of Bill Lazenby for property located at south Beechwood Avenue. The property is zoned I-1, Heavy Commercial/Light Industrial and contains 8.98 acres. ❑ Mr. Carter informed the committee Mr. Lazenby stated the location would only consist of warehouse and no offices. STAFF: Solid Waste Division- Cheryl Zotti-443-3400 This plat does not show solid waste containers. Buildings of indicated size will use large container. Therefore, they need to show dedicated space at this time. Landscape Administrator- Beth Sandeen-575-8308 1. Please show landscaping required for parking lots. 2. Prior to getting building permit for project (new warehouse -3) guarantee will have to be posted and must include landscape requirements. 3. Trees required for other parking lot areas must be installed before certificate of occupancy for new buildings are issued. Sidewalk and Trails Coordinator- Chuck Rutherford -575-8291 Beechwood Avenue is a local street. A minimum 6 foot sidewalk with a minimum 6 foot greenspace is required. The sidewalk needs to.be shown on the plat and also in the legend. The sidewalk shall be continuous through driveways and needs to be shown as such. o Ms. Warrick stated staff was not sure where sidewalk stopped from the last development and if south of north property line they would need to continue to the property line. o Mr. Rutherford confirmed Mr. Carter would be overseeing the curbing and gutters. He stated the driveway was started before the concrete to the driveway and asked him to make sure it was as requested. He further asked Mr. Carter to eliminate the curb where the sidewalk would be continuous. Traffic -Perry Franklin- 575-8228 Street Lights: Street lights are required every 300' on Beechwood Avenue. Please show existing locations and new locations. Comments: Two ADA spaces are required. One must be Van -accessible (8' parking & 8' aisle). Both spaces can share the same aisle. Planning -Dawn Warrick -575-8262 Plat Information: Dimension rights of way from centerline (Beechwood Avenue). Other requirements: Parking in addition area should not back directly into the access road. Are any free-standing signs proposed? If so, locate on plat. ❑ Ms. Warrick stated if these are warehouse only, parking ratio would be 1/2000 sf, and therefore, have excess parking, and change the location of parking. ❑ Mr Carter stated they were going to rearrange the parking and have greenspace between the street and parking lot for landscaping. It is my understanding from your letter that the site has already been graded. If that is not accurate then provide a grading plan at the scale required by ordinance (1:50) and that meets the requirements of section 161.04. • O Mr. Beavers stated if the site had been graded then the requirement above has been met. Drainage: 1. Subject to further review. The original LSD and detention pond included this drainage. 2. All new drainage outside of public street right-of-way must be private and privately maintained. Streets: 1. Improvements to the east side of Beechwood to match the previous improvements (warehouses immediately south) will be requested. Fire - Mickey Jackson 1. Need to identify the location of the fire hydrant on the plat. 2. Request to have some restrictive agreement with what would be in the building, not to include ba7ardous material. UTIIITIES SWEPCO- Dennis Burrack-973-2308 There is an existing pad -mount transformer centered between the building on the north and this would be the point of service for these buildings. All facilities are in place, and there was currently an overhead line on the right-of- way for street lighting. Have the electrician get with SWEPCO when running lines to the transformer, due to installation and obtain conductors needed. 53 • • • Technical Plat Minutes April 1, 1998 Page 9 SW Bell- Andy Calloway442-3170 Already have cable existing behind the north line and come across with a couple of 2" conduits, in case they ever need service. TCA Cable- Kevin Lefler- 521-7730 Do not have service on Beechwood. If developer requests, then contact him. Arkansas Western Gas- Rick Evans- 521-1141 Can work with easement shown just be sure to let them do their work prior to installation of the parking lot. ❑ Ms. Warrick stated to provide Planning with 37 copies of revisions by Wednesday, April 8, 1998, at 10:00 a.m. Also, the adjoining property owners would need notification prior to Subdivision and Planning Commission. 59 Technical Plat Minutes April 1, 1998 Page 10 FLA 98.00-6.00 PROPERTY LINE ADJUSTMENT (L. CARL YATESI 1121EAND323151ULLERN Submitted by Tom Webb on behalf of L. Carl Yates for property line adjustment on 3420 and 3482 Skillern Road in which the applicant's proposal was to change configuration of the two lots. STAFF: No Comments. UTILITY COMPANIES: Contact Mike Phipps in reference to any electrical requirements. ❑ Ms. Warrick informed Mr. Webb to bring the deed to planning to be stamped before filing at the courthouse, and provide us with a file -stamped copy for our file.
