MINUTES OF A MEETING OF
TECHNICAL PLAT REVIEW
A meeting of the Technical Plat Review Committee was held on Tuesday, February 25,
1998 at 9:00 a.m. in room 111 of the City Administration Building, 113 W. Mountain,
Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Mike Phipps, Dennis Burrack and Andy
Calloway.
STAFF PRESENT: Alett Little, Jim Beavers, Tim Conklin, Dawn Warrick, Chuck Rutherford,
Beth Sandeen, Perry Franklin, and Marie Mitchell.
The following comments were presented.
PLA 98-2.00: PROPERTY LINE ADJUSTMENT (Spring Park Lots 4R & 7, pp 173)
Presented by Jeff Maxwell with Clary Development Corporation and Roger Trotter with
Development Consultants, Inc for property located south of Joyce Boulevard and at the south end
of Mall Avenue. The property is zoned C-2, Thoroughfare Commercial and the combined lots
contain approximately 7.91 acres.

Comments:
Mr. Beavers advised that the easements do not cover the water line as submitted on the utility
plan; that a fire hydrant was required in front of the buildings, but not on the east.
Mr. Trotter stated he had spoken to Mickey Jackson and that Mickey said either spot would be
fine.
Ms. Little queried Mr. Beavers' approval of the easement plat.
• Mr. Beavers responded that the plat needed to be revised to pick up the fire hydrant location.

Ms. Warrick asked Mr. Trotter as to whether or not he wanted to discuss the grading situation as
the City needed to be able to ensure that Mall Avenue could be extended to the south.
Mr. Beavers advised they get with Milholland at which time Mr. Trotter responded a meeting
was set for next Tuesday.

responded "no". Mr. Burrack had no further comment.

Mr. Calloway had two comments: (1) we have existing facilities running E/W parallel to the
South easement; any changes to this property that would require readjustment or relocation of
those facilities would be at developers' expense; (2) at the appropriate time, we would certainly
like to coordinate and work with whoever as far as placing conduits, or however they want the
buildings served.

with lot configuration and traffic flow pattern. Any curb cuts shall be from Mitchell or Venus
and not accessed off of Eastern Street.

Mr. Burrack queried changing the orientation of the lot line from N/S to E/W.
Ms. Warrick responded, "right".
Mr. Burrack continued requesting a 20' easement northeast and South for placement of any
facilities. No further comments ensued.

Mr. Calloway stated the only additional comment he had was he'd like to see the 8' building set
back between proposed lots B & D on each lot to be designated to be set back and utility
easement. No other comments were made.

Presented by Geoffery Bates, Northwest Engineering, for property located north of Wedington
Drive and west of Salem Road. The property is zoned R-2, Medium Density Residential, R -O,
Residential Office and contains approximately 9.97 acres. Request is to create two lots (8.36
acres and 1.61 acres). This is the first lot split request.

Wedington Drive is a principal arterial and Salem Road is a collector street. Sidewalks shall be a
minimum 6' wide and the green space between the curb and sidewalk shall be a minimum of 10'.
Sidewalk and driveway approaches shall be built to Ordinance Number 4005, Section 98.67, of
the Code of Fayetteville. An inspection is required prior to the concrete pour. Driveway
approaches shall be constructed of Portland Cement Concrete. These are the requirement oat the
time of development.

The amount of footage was asked pertaining to ROW; 40' or 50'.
Ms. Warrick responded that 55' from centerline was required along Wedington Drive.
Ms. Little asked if street lights were needed at this time or wait until LSD.
Mr. Franklin responded that it would be Ozarks' responsibility.
Ms. Little further queried the subject of overhead electric, stating it perhaps would be better done
now.
Ms. Warrick interjected it would affect the entire development; therefore, whatever utilities are
above ground may be buried at this point for the entire 9 9 acres.

Ms. Little queried the location of the overheads. She was advised they were located on the south
side of Wedington Drive, which closed the topic of discussion.

Plat Requirements: Label adjacent zoning. Add plat page 401 to Title Block. Add flood plain
reference to plat. Label building setbacks.
Street Requirements: As a principle arterial, Salem is a collector and requires 35' from center
line. Curb cuts per Planning Commission approval Dedication of 40' ROW is requested across
the top of Tract "B" and to the west property line to accommodate future development.
Planning requests there be a dedication of ROW along the north side of Tract "B" running
basically along that zone change line. It can run 20' above and 20' below.
Comments:
Ms. Little initiated discussion regarding development for Tract "B, stating they may want to run
the entire thing on their lot so that they can develop their drive. She further stated the City didn't
have a preference; that they wouldn't mind a curve in it so long as it meets City Street standards
for public streets.
Ms. Warrick stated there are a restricted number of cuts allowed on this overall tract due to
Planning Commission requirements at the rezoning level.
Ms. Little stated she had spoken with John Honeywell of CEI Engineering who is designing the
LSD about the matter; that he was planning to make a curb cut off Salem Road at the north part
of their lot. As well, he was planning on centering the cub cuts for Wedington Drive and
bringing his access road to it. She closed the comments by stating it needed to be shown on the
LS Plat so that it would not be up for future discussion.
Other Requirements: Large Scale Development submittal is required for this lot - Commercial
Design Standards compliance is also required at that time (uniform, compatible theme).
Screening is required between commercial and residential uses. All utilities shall be placed
underground at the time of LSD. Signage needs to be addressed for this parent tract at this time.
Ms. Little stated the subject of signage needed to be discussed along with design standards. She
advised Commercial Design required that commercial developments will be designed with a
uniform and compatible theme, so the owner needs to decide now what them he wants on the
entire RO Development.

1. Comments concerning drainage, grading, water, sewer, streets ... will be made when the
tracts are presented for LSD and/or future development.
2. Show, or note, the existing water lines (8" on Salem Road and 8" on Wedington).
3. Add a note that sanitary sewer is not currently available on this property (per our atlas) and
any extension of sanitary sewer shall be at the developer's expense.
4. The ROW along Wedington needs to be upgraded to 55' from centerline.
5. One detention facility per basin not one per lot or development.

Mr. Phipps stated a 20' easement was requested for the eastern property line of Tract "B", going
all the way up to Tract "A".
Ms. Little asked if he was willing to have the 20' of easement concurrent with that 5' ROW or
would he need 20' more for a total of 25'.
Mr. Phipps responded, "No, we just need the 20 ft". He also stated there was an existing
easement on the south property line they'd like shown.
Ms. Warrick interjected there was a 40' existing ROW and that the City would be requiring an
additional 15' along Wedington.
Mr. Phipps added that there would need to be a building setback outside the ROW; that the
additional 20' should go in there.
Mr. Calloway stated, "It doesn't matter ... bottom line, we need 20' off either side ...".
Mr. Bates queried of a potential road bore.
Mr. Phipps responded, "Possibly ... to get three phases we would have to bore the highway".

LS 98-10.00 & 98-11.00: LOT SPLIT (Wanda Sims, pp 568)
Presented by Glenn Carter, Carter Engineering, on behalf of Wanda Sims for property located at
4015 East Huntsville Road The property is zoned R-1, Low Density Residential, and contains
approximately 2.0 acres. Request is to create three lots (0.66 acres, 0.70 acres and 0.73 acres).
This is the second lot split request for LS 98-10.00 and the third lot split request for LS 98-11.00.

A 4' sidewalk with a 6' green space is required on River Meadows Drive. A 6' sidewalk with a
10' green space is required along Huntsville Road. These need to be done at the time of street
construction of River Meadows Drive in Stonebridge Meadows Subdivision. Carter Engineering
and Jorgensen & Associates shall be responsible for this coordination. An inspection is required
prior to the concrete pour Any sidewalk work close to trees will have to be approved by the
Landscape Administrator.
Comments:
Ms. Little commented that the sidewalk will be required in the subdivision construction; that it
will be applicant's responsibility.
Mr. Beavers stated that numerous compromises have been made to save some trees by building
retaining walls and sidewalks.
Ms. Little responded that the construction should be done now, but that this subject could be
discussed separately. She contended requirement was to be done at the time of street
construction of River Meadows Drive; that Carter Engineering and Garver & Associates shall be
responsible for coordination.
Ms. Dugwyler stated when the item was approved, the applicant would be billed for $1,125.00
for Parks Fees associated with the two new residential lots.

Findings pertaining to this proposal related to park land and the Green Space Ordinance:

Mr. Beavers stated that Fire Chief, Mickey Jackson, had not made any comments; that a fire
hydrant may or may not be required.

Mr. Carter stated he had been working with Dave Jorgensen on that as well as the sewer service.
Mr. Beavers advised it would have to be a main and manhole; that payment could be discussed
later. He also stated he was amenable to requesting the Mayor that the City pay for it and at the
time of development, the City could get reimbursed, but that it must happen before the street is
paved. As well, the sanitary sewer would also need to be stubbed across the street before it was
paved.
Ms. Little closed the comments by stating the matter of fire hydrants and street light coordination
would require discussions with the Fire Chief; that the locations would need to be on the plat by
the revision date.
General:
All designs are subject to the City's latest design criteria (water, sewer, streets, and drainage).
Review for plat approval is not approval of public improvements and all improvements are
subject to further review at the time construction plans are submitted.
Water:
1. Provide an additional hydrant if requested by the Fire Chief.
2. Provide service lines and meter sets to the new lots prior to completion of new River
Meadows Drive.

Sanitary Sewer:
1. New line must extend to the north property line of Lot 1 and Becton property.
2. Provide a main extension and crossing to the adjacent property to the east (Hunt) prior to the
paving of the new River Meadows Drive. It is not my intent that Sims alone pays for this
item. Costs and payment for this item need further discussion with Hunt, Meadows, Sims
and the City. It does not make sense to construct and pave a new street and cut it in the near
future for sanitary sewer.
3 Any new sanitary sewer easements (or combination of accessible ROW and easement) shall
be a minimum of 20' in width and wider as necessary for sewers deeper than 10' or sewers
offset in the easement, to provide a 1:1 trench slope.
4. The pump/lift station must be on property deeded to the City. Refer to previous comments for
Stonebridge Meadows.
Grading:
1. Verify that drainage slopes to the west of the river.

Mr. Phipps needed his memory refreshed as to why the easement couldn't be taken to Hwy 16.
Ms. Little informed that it is a separate property that had been transferred.
Mr. Beavers apologized for speaking out of turn, but interjected the effort the City is making to
save the tree although located on approximately 20% of City easement and 80% on private
property.

LSD 98-6.00: LARGE SCALE DEVELOPMENT (Richard Mayes Auto, pp 405)
Submitted by Chris Brackett of Jorgensen & Associates on behalf of Richard Mayes for property
located at 1641 North Leverett. The property is zoned C-2, Thoroughfare Commercial, and
contains approximately 0.68 acres.
STAFF:

Does not show container locations for Solid Waste. Needs to show dumpster pad for a 4-6 cubic
yard dumpster.

Ms. Sandeen asked if Mr. Brackett was aware that two trees had been removed; that to remove a
rare tree in Fayetteville required proper authorization. However, due to the condition of the
trees, all could be removed except for the two located on the far western side of the site. She
stated 100% replacement would be required, but that count could include the parking lot trees.
She asked also that an island be placed to break up the expanse of parking and that proper
screening would be required and that shrubs were to be set 2-1/2 ft on center. Ms. Sandeen also
stated that small growing trees would be required, but not Bradford Pears. She advised also that
Mr. Mayes would have to post a bond with the City and perpetual maintenance would be
required at Mr. Mayes' expense.
Mr. Beavers added additional comments (see Engineering).
Ms. Little asked Ms. Sandeen if she wanted the drawing revised.
Ms. Sandeen responded that it would be a good idea and to indicate Just the two trees to be
preserved.
Sidewalk & Trails Coordinator - Chuck Rutherford - 575-8291
Leverett is a collector street. This requires a minimum 6' wide sidewalk with a minimum of 10'
wide green space between the curb and sidewalk. The plan shows a 6' sidewalk; however, the
green space is shown as 6'. Sidewalks and driveway approaches shall be built to Ordinance
Number 4005, Section 98.67 of the Code of Fayetteville. An inspection is required prior to the
concrete pour. Driveway approaches shall be constructed of Portland Cement Concrete.

Ms. Warrick stated an elevation of the proposed signage would be required.
Ms. Little stated the building has very good spacing opportunity for signage.
Ms. Warrick commented on the screening requirement between residential and commercial
usage.
Ms. Little asked if the electric was overhead.
Mr. Beavers stated yes and that the City was planning to leave it such.
Mr. Burrack advised Leverett was built upon a Southwestern Gas & Electric easement with a
69kv line.
Commercial Design Standards Reviews:
Ms. Little asked if there was going to be any roof -mounted equipment and stated that would be
critical because of the roof would not be easily screened. She added that designation of signage
would also be required. She stated all that would be needed would be to draw in the area of
signage. Also discussed was the height of the brick and the dri-vit vs brick. Ms. Little further
stated that if the materials on the other two elevations are different than shown, the Planning
Commission would definitely want to know.
Ms. Warrick stated concerning CDS Compliance locate and provide screening for all utility
equipment and trash dumpster.

Please"hurry". The agreement between Mays and the City states that Mayes should be off the
ROW by September 18, 1998; (2) All on-site drainage will be privately maintained; (3)
Preliminary drainage o.k. as final, even though not exactly per Amendment #2 & Criteria
Manual; (4) All future developments/reports must be per Criteria Manual; (5) Computer print-
outs o.k., but tables Chapters 7 & 8 also required (do not just submit HEC -12).

Mr. Burrack stated the existing service on the existing building is being served from a
transformer stationed north of the (old) property. The voltage is the same as requested for the
new structure. Service could be fed to the new structure while leaving the service to the old for a
limited time, or until owner wanted it moved. The status of easement was mentioned; that the
City had agreed to live with the existing ROW.

Mr. Calloway requested that a 10' utility easement be within the 25' building setback along the
East and North boundaries. That he would like 4" PVC placed across the entrance. Also stated
was the fact that if the existing pedestal has to be relocated that the expense would be at owner's
responsibility. It was decided that determination of exact location at a more appropriate time.

PROPERTY LINE ADJUSTMENT (Baggett, pp 529)
Presented by Mike Tooley on behalf of Ray and June Baggett for property located at 3393 East
Huntsville Road. The majority property is zoned R-1, Low Density Residential, a portion of the
property is located in the City Planning Area. The parent tract contains approximately 5.17
acres. The request is to create two lots (0.58 acres and 4.59 acres).
Comments:
Ms. Warrick made a brief statement concerning Mr. Bagget's LS request at the last Plat Review,
but since he owns the adjoining property, it was determined to adjust the lot line between his two
pieces of property. The property line running N/S is 500.55 ft which is being adjusted to an
"L -shape" on Tract "A" which will incorporate Tracts "B" and "C" into one tract.

The way this is shown doesn't really show that this is going to be a PLA ... it would help if this
were somehow labeled that the original lot line is located at this location and that the adjusted lot
line will be surrounding the house .... because it does look like a split the way it's shown there.

Mr. Calloway requested that the easement along State Hwy 16 be 20' utility easement rather than
the 15' as shown. Also, request a 20' easement parallel the E property line, the S property line and
the W property line of Tract "B" up to Tract "A". However, they prefer to do it, the S property
line, the S and E property line of Tract "A" 20' utility easement could be 10' on either side or it
could all be off Tract "B" ... then this 10' building setback that runs along the W property line of
Tract "A" show that as set back in utility easement. No other comments.
