MINUTES OF A MEETING OF
TECHNICAL PLAT REVIEW
A meeting of the Technical Plat Review Committee was held on Wednesday, January 14,
1998 at 9:00 a.m. in room 111 of the City Administration Building, 113 W. Mountain,
Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Dennis Burrack and Andy Calloway.
STAFF PRESENT: Alett Little, Jim Beavers, Perry Franklin, Dawn Warrick and Heather
Woodruff.
LS 98-3.00: LOT SPLIT (BOBBIE JEAN JANUARY)

The lot split was submitted by Alan Reid for property located at 407 East Lafayette. The request
is to separate the parent tract, containing approximately 1.0021 acres, into two lots containing
0.3851 acres and .6170 acres, respectively. The property is zoned R-1, Low Density Residential.
The following comments were presented.

Sidewalks: A 4' 6" X 11' section of sidewalk along Lafayette at the west

Plat Information: Add plat page 485 to plat. Add flood plain reference to plat. Label all rights
of way from center lines. No easements are shown on plat. Label R-1 setbacks for both
proposed lots.
Proposed & Existing Street rights of way and easements: Lafayette is classified as a collector
on the Master Street Plan requiring a total of 70' of right-of-way; 35' from centerline is required
for this project.
Subdivision of Land: A lot in the R-1 zoning district requires 70' of width adjacent to a standard
city street An application for a variance has been submitted for review by the Board of
Adjustments.

1. Water and sewer are available.
2. There appears to a substantial drainage channel/ditch thru the property and will limit the
buildable area of the proposed lot on Sutton. If the lot split is approved, then a formal grading
and drainage plan will be required prior to any earthwork or building on the proposed tracts.
Mr. Beavers stated due to the topography and the grading and drainage ordinance a formal
engineering grading plan would have to be approved.
Ms. Warrick asked Mr. Allen what the 11.05' strip of land was.
Mr. Allen explained there was a gap in the titles. The land was not on anyone's deed.
UTILITIES

Mr. Burrack asked where the applicant was planning to build on the south side.
Mr.Reid stated there was no plans to build on the lot.
Ms. Little felt the lot was almost unbuildable.
Mr. Reid felt the only buildable location was the southeast corner of the property. The property
was not being split to be built on. There was not a buyer for the land. The cost of the land
within the city made the parcel unsaleable.
Mr. Burrack stated the existing home was being served overhead from the north side of Lafayette
• Street. There were no facilities located on the property other than a service line.

Mr. Calloway asked for a 20' utility easement along Lafayette and Sutton within the setback. He
added there were existing facilities in the area Any relocation of the lines would be at the
owners expense.

Ms. Little stated the lot split was subject to review by the Board of Adjustments for granting of a
waiver for the reduced frontage. She added some the historic district residents would probably
be at the Subdivision meeting.
In response to questions from Mr. Reid, Ms. Warrick stated there was no need to go before the
Board of Adjustments before the lot split was approved by the Planning Commission.
