MINUTES OF A MEETING OF
TECHNICAL PLAT REVIEW
A meeting of the Technical Plat Review Committee was held on Wednesday, December 10,
1997 at 9:00 a.m. in room 111 of the City Administration Building, 113 W. Mountain,
Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Andy Calloway, Mike Phipps, Dennis
Burrack, and Rick Evans.
STAFF PRESENT: Alett Little, Jim Beavers, Tim Conklin, Chuck Rutherford, Randy
Allen, Perry Franklin, Dawn Warrick and Heather Woodruff.
INFORMATIONAL
LSD 97-5.00: LARGE SCALE DEVELOPMENT (FAYETTEVILLE WAREHOUSE)
FAYETTEVILLE WAREHOUSE -N. OF CATO SPRINGS RD & W. OF GARLAND
The large scale development was submitted by Northwest Engineers on behalf of Fayetteville
Warehouse Co., LLC for property located north of Cato Springs Road and west of Garland
Avenue. The property is zoned I-1, Heavy Commercial -Light Industrial) and contains 8.10 acres.
Jeff Bates, Northwest Engineers, represented the item.
Mr. Calloway stated he had meet with the applicant's electrician and worked out many of the
service problems. He stated the 20' utility easement running along the north property line needed
to cross to the west property line and run along the west side of the property. The utility
easement along the rear of the lot could be reduced to 10'. The easement across the north
property line, intersecting with the 20' diagonal easement, needed to be 15'. He requested a 20'
utility easement behind the right-of-way along the east property line.
Mr. Rutherford asked if the sidewalk on the north side of the creek would be constructed.
Ms. Little replied the sidewalk was shown on the plat.
Mr. Bates stated the sidewalk would be constructed.

PLA 97-27.00: PROPERTY LINE ADJUSTMENT (C&S CUSTOM HOMES)
C & S CUSTOM HOMES- W. OF TOY ST. & N. OF JANA PLACE
The property line adjustment was submitted by Daniel Wright of Wright & Baker Law Firm on
behalf of C & S Custom Homes for property located west of Toy Street and north of Jana Place.
The property is in the County but within the City Growth Area The existing tracts contain
approximately 3.44 acres and 1.48 acres. The proposed tracts will contain approximately 3.14
acres and 1.73 acres.
Mr. Phipps, Ozark Electric, stated there was an existing transformer along the original lot line
between lots 31 and 32. If the transformer was relocated, he would work with the owner on the
cost of the relocation. If the transformer was not in the way of a drive or an addition, it did not
have to be moved.
Mr. Calloway stated Mr. Phipps comments would also apply to Southwestern Bell. If the owners
wanted the telephone pedestal relocated, it would be at the owner's expense.
• Mr. Evans stated the same comments would apply to Arkansas Western Gas. If the gas line
needed to be relocated, it would be at the owner's expense.
Ms. Warrick read comments from TCA Cable requesting a 20' utility easement around the entire
perimeter of Tract A for future service.

PLA 97-29.00: PROPERTY LINE ADJUSTMENT (LANCASTER/ ORLT)
OZARK REGIONAL LAND TRUST- 3076 NORTH LANCASTER
The property line adjustment was submitted by Mel Milholland of Milholland Engineering on
behalf of Ozark Regional Land Trust. The property is located at 3076 North Lancaster.
Mel Milholland represented the item.
Mr. Milholland stated there was an existing overhead electric line on the property, which did not
have an easement.
Mr. Phipps replied the line had existed for 35 to 40 years.
Mr. Milholland noted SWEPCO had a 100' blanket easement to the west which did not affect the
property.
In response to comments from Mr. Milholland, Ms. Little replied the property being adjusted
would need to go into the conservation easement.
Mr. Melholland stated the owners were aware of that.
Ms. Warrick asked if the owners knew that the property being adjusted was within the City
Limits. She cautioned there might be tax problems.
Ms. Little added it took a vote of the people to deannex property from the city.
Mr. Beavers asked if the land could be developed in the future.
Mr. Melholland replied the owners had planned to leave the property as natural as possible.
Mr. Calloway requested a 20' utility easement along Skillern Road and Rom Orchard Road.
Mr. Melholland commented there was a existing water line along Rom Orchard Road that did not
have an easement. He asked if the 20' easement could include the water line.
Mr. Beaver replied the phone line could be placed on top of the water line.
Ms. Warrick stated 28 revised copies wre needed. The easements would be conveyed when the
plat was filed at the court house.

LSD 98-1.00: LARGE SCALE DEVELOPMENT (SUNBRIDGE SOUTH)
KEATING ENTERPRISES- W. OF HIRAM DAVIS PL. & S. OF SUNBRIDGE DRIVE.
The large scale development was submitted by Jorgensen & Associates on behalf of Keating
Enterprises, Inc. For property located west of Hiram Davis Place and south of Sunbridge Drive.
The property is zoned R -O, Residential Office, and contains 1.32 acres.
The following comments were presented.
STAFF:

Landscape Administrator- Beth Sandeen-575-8308
Comments: Need to specify tree and shrub species. Must be 2" caliper trees at time of planting.
Guarantee must be provided prior to or at time of building permit request for landscaping.
Contact Beth Sandeen if assistance is needed with landscape cost estimates.
Ms. Warrick noted the Landscape Administrator had approved the waiver from the tree
preservation fee.
Sidewalk and Trails Coordinator- Chuck Rutherford -575-8291
Sidewalks: Existing street is a 31' wide street with a 50' right-of-way. The requirement shall be a
minimum 5' sidewalk with a minimum 4' greenspace. The sidewalk shall be built to City
Standards. An inspection is required prior to the concrete pour.

Street Lights: Street lights are already in place.
Comments: Show ADA ramp locations on drawing.

Plat Information: Signage information is needed. Add plat page 289 to title block; dimension
right-of-way from centerline; note the 10' required setback for the west and the south sides of the
property.
• Other requirements: Need additional information concerning proposed signage (including
elevations) utilities shall be located underground.

Commercial Design Standards: Need additional trees in the landscaped area to meet the 1 per 30'
requirement. Please call out proposed screening for the dumpster. Site coverage + 60%. No
information provided on signage- please provide dimension elevations of any proposed signage
(wall mounted or free standing); adjoining developments -Barbara's Gardens, Whistle Stop Playa,
Keystone Crossing, Sunbridge Business Center (approved but not constructed).
Ms. Little stated all the signage needed to be noted on the plat.
Mr. Chris Brackett stated there would not be any free standing signs.
Ms. Little replied the size and the location of the signs needed to be shown.

General:
1. All designs are subject to the City's latest design criteria (water, sewer, streets, and drainage).
Review for plat approval is not approval of public improvements and all improvements are
subject to further review at plat review, subdivision committee meeting, and at the time
construction plans are submitted.
Water
1. Available-ok.
Sanitary Sewer:
1. Extension proposed-ok
2. Sanitary sewer easements shall be a minimum of 20' in width and wider as necessary for
sewer deeper than 10', or sewers offset in the easement, to provide a 1:1 trench slope.
3. Trees will not be allowed within 10' of the new sewer line.
Grading and drainage:
1. The preliminary submittal meets the ordinance requirements. Also see attached checklist.
2. Should the swale to the west go south instead? What is proposed when the lot to the west
develops?
UTILITIES
SWEPCO- Dennis Burrack-973-2308
Mr. Burrack stated the electric transformer symbol on the plat was actually a 15KV switch that
was fed underground. There was a 15 KV, 3-phase underground circuit from the south which ran
into the switch then ran along the southern property line. The switch has 3-phase or single-phase
primary capability. The development could be service with either single phase or 3-phase. The
property was commercial, the developer would need to furnish conduits and a transformer pad.

Ms. Warrick added the transformer would need to be screened. All other services were in place.
Easements were established when the property was developed.
SW Bell- Andy Calloway -442-3170
Mr. Calloway stated there was an existing underground telephone line running north and south
along the west property line. There was an above ground pedestal adjacent to the power
transformer Any relocation or adjustment of the lines would be at the owners expense. Conduit
would need to be provided to each of the buildings. Exact routing and location of facilities could
be worked out later.
TCA Cable- Kevin Lefler- 521-7730
Mr. Lefler requested a 20' utility easement around the property. Conduit needed to be placed
under proposed entrance. He advised cable was not built along Sunbridge
Arkansas Western Gas- Rick Evans- 521-1141
Mr. Evan stated there were existing gas lines along the south property line running east and west.
The line dead ended at the west property line.
Mr. Conklin asked if the new flood plain information had been used in determining the elevation
of the flood plain elevation.
Mr. Brackett replied they had used the new information.
Mr. Randy Allen asked who would be responsible for repairing the parking lot if the utilities
were ever dug up for service.
Mr. Jorgensen replied the owner would be responsible.
Ms. Warrick stated 37 revised copies were due a week from today on Wednesday at 10:00.
