HomeMy WebLinkAbout1997-04-22 - Minutes• • • • MINUTES OF A MEETING OF TECHNICAL PLAT REVIEW • A meeting of the Technical Plat Review Committee was held on Tuesday, April 22, 1997 at 9:00 a.m. in room 111 of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Dennis Burrack, Rick Evans, Mike Phipps, Andy Calloway, and Kevin Leflar. STAFF PRESENT: Alett Little, Jim Beavers, Dawn Warrick , Tim Conklin, Beth Sandeen, Chuck Rutherford, Mickey Jackson, Perry Franklin, Randy Allen, and Heather Woodruff. Item: Easement plat for Denny's (informational item) The easement plat was submitted by Dave Jorgensen of Jorgensen & Associates on behalf of Steve Mitchell for property located south of Hwy 62 W and west of Shiloh Drive. The property is zoned C-2 (Thoroughfare Commercial) and contains approximately 1.32 acres. Note: LSD96- 41.00 Large Scale Development (Denny's) was approved by the Planning Commission 1/13/97. Comments from the following were presented: STAFF: Ms. Little stated the easement plat was present for the utilities to comment to see if all the easements requested were noted on the plat. The property contains 8.95 acres and is located in the City of Fayetteville Planning Area. Mr. Bunn's concerns for the existing (abandoned) water line by a septic field should be discussed. Comments: Mr. Beavers stated there was a letter from Mr. Bunn stating he was concerned about septic getting into the old abandoned water line. Mr. West thought it would be unlikely, because the property sloped steeply south of the abandoned line. Mr. Beavers requested he notify the buyer of the lot. The request is to split a 4.43 acre tract into two lots. The property is located in the City of Fayetteville Planning Area. The property is zoned C-2 (Thoroughfare Commercial) and contains approximately 0.66 acres. The request is to split this lot into two tracts. The newly created lot must come through the large scale development process for review of all public improvements, drainage... 2. Water is available but sewer may be more difficult (water and sewer are on Green Acres Road, water on both sides, sewer on a segment of the east only). 3. Need a description of the parent tract. Ms. Warrick stated the staff was needing information on what was existing on lot 1A. Mr. Beavers asked why there were lot lines going through two buildings. Mr. Elsass stated all the buildings were constructed on two lots. The owner still owned lot 1A Technical Plat Review April22, 1997 Page 15 and 2. All four buildings were constructed on two lots What the owner was doing was taking a piece out of lot 1 and making it available for sale. Ms Warrick stated the property lines needed to be adjusted, so they did not go through the buildings. Mr. Beavers stated they would need to show all the water and sewer services to see if any of them were crossing property lines. Ms. Little stated they needed to make sure water and sewer services could reach each of the buildings. Mr. Elsass stated he had placed easements on each of the lines to connect them with the buildings. Mr. Beavers asked how the existing building on lot 1 A near lot 1B received sewer. Mr. Keating stated he had sold the lot a long time ago. The sewer service on the corner building ran straight east to the street and connected. Ms. Little asked if there were any other curbcuts to Green Acres Road that lot 1B shared. Mr. Elsass stated there was a curbcut on Green Acres Road. He added all the parking was shared. Ms Little asked if there was an agreement between them that allowed them to have common access and parking, because by cutting off the other lot and making separate ownership some of their right of access would change. Mr. Elsass stated the property owners were satisified as long as there was adequate parking meet the city regulation. Ms. Warrick asked Mr. Elsass to note the square footage of the building on lot 1B.
