HomeMy WebLinkAbout1997-03-04 - Minutes• MINUTES OF A MEETING OF TECHNICAL PLAT REVIEW A meeting of the Technical Plat Review Committee was held on Tuesday March 4, 1997 at 9:00 a.m. in room 111 of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: STAFF PRESENT: (Informational item. PROPERTY LINE ADJUSTMENT FOR ROWLAND/WITT ROWLAND/WITT-1101 SOUTH DUNCAN STREET No applicant representative present. Property line adjustment was submitted by Rowland and With for property located east of Hill Street and north of 15th Street at 1101 South Duncan Street. The property is zoned R-2 (Medium Density Residential). Ms. Little stated there was also a lot split along with this item. The lot split was not ready. Mr. Burrack stated that SWEPCO had poles and structures in the area Ms. Little stated Ms. Witt was acquiring the property and had plans to move the poles so she would be able to move the mobile homes more easily. She would be dedicating the radius of the turn into their property to the City. The staff did not have the dedication yet so they were holding the lot split. Mr. Burrack stated he had no objections; the moving of the utilities would be time consuming 4'? • Technical Plat Review March 4, 1997 Page 2 • • Item: LS97-4.00: LOT SPLIT FOR HAZEN Lot split for Hazen was submitted by the applicant for property located south of Mt. Comfort Road and east of Rupple Road at 2160 Rupple Road. The property is zoned R-1 and contains approximately 70.4 acres. The request is for a second lot split creating a parcel containing approximately 0.636. Mr. Rutherford stated the City normally required sidewalks for lot split, however, a sidewalk was not feasible at this time on tract 1 because of the terrain. SW Bell- Andy Calloway -442-3170 Mr. Calloway requested a 20' perimeter utility easement along the east, west, and south proeprty lines, which would be outside of the newly dedicated 4Y right-of-way. TCA Cable- Kevin Leflar- 521-7730 Mr. Leflar requested the same utility easements as SWBeII. Arkansas Western Gas- Rick Evans- 521-1141 Mr. Evan requested the same easements. • Mr. Hazen stated there was an existing easement along the street. • Ms. Little explained the utility easement needed to be moved back because of the widened right- of-way. The property is zoned I-1 (Heavy Commercial/ Light Industrial) and I-2 (General Industrial) the property contains approximately 2.0 acres. Comments: Parks -Nancy Dugwyler- 444-3472 Land Dedication Requirement: Money in Lieu: Vehicle access to Park Land: Pedestrian Access Easements: Drainage through Park: Planning -Dawn Warrick -575-8267 Plat Information: Add plat page 642 to title block, show any curb cuts within 300' (both sides of road), add sidewalk to legend, dimension City Lake Road from centerline, 50' setback from north property line is correct (please remove note which reads "25' setback per final plat"). Proposed & Existing Street rights of way and easements: City Lake Road is a collector street on the Master Street Plan -35' from centerline is the required right-of-way. Curb cut on the south property line must be a minimum of 12.5' from the property line and at least 30' is required between curb cuts (this includes curb cuts on adjacent properties) curb cuts must be a minimum of 40' from any intersection. (10 spaces= the required number plus 20% which is allowable) Please revise chart. Areas within the site where trucks will travel must be paved with a dust free surface. Storage area may be grassed or other. Paved area south of building at entrance is ambiguous. Ms. Little asked what the curb cut on the south property line served. Mr. Lack stated it was a private parking space for the owner. Ms. Little stated the staff would recommend to the Planning Commission that the curbcut not be approved. Mr. Lack stated it was an existing curb cut. • Ms. Little stated the staff recommendation would not change. She explained, the City tried not to create addition curb cuts or additional ways for traffic to flow in and out on major streets 52 • Technical Plat Review March 4, 1997 Page 7 • • because of congestion. She added when she had first visited the site with Mr. Prichard, she had understood there would be circulation behind the building for loading and unloading. Mr. Lack replied it had been his understanding from Mr. Prichard that SB2 would be adequate behind the building. Ms. Little stated as long as the area was used as storage, the City would not have a requirement on it. If it became an area for movement of traffic then it would need to be paved. Mr. Lack stated it would be used for storage. Ms. Little asked him delineate the traffic flow patterns; access and flow would need to be illustrated. In response to a question from Ms Little, Mr. Lack stated they needed nine parking spaces. Ms. Little stated they would not need create an additional space, however, they did need a parking chart added to the plat. All improvements must meet our criteria (the tc calculations, intensities...shown on sheet 2 do not match our requirements; also the minimum pipe size is 18", possible detention erosion control....) Per the Stormwater Management Ordinance, a preliminary drainage report, prepared by a licenced engineer in the format required by the manual is required. If the proper report can not be supplied by the deadline for revisions which are required to proceed to subdivision committee, then this LSD should be postponed until a proper report is received. Water -Preliminary. All water and sewer extensions (which state "per purchase agreement") must be in accordance with the City Engineering's latest criteria including design and inspection by a licenced engineer and approval from the City. The water line must extend to the end of the property line. A fire hydrant is needed towards the end of the water line extension. S3 C+ • Technical Plat Review March 4, 1997 Page 8 Sewer -Preliminary: Preliminary Grading: Preliminary Drainage: Street -Preliminary: Driveways at Highway 156- reconstruct to meet City standards of 24' (2 lane) or 46' (3 lane). Comments: "SB2 holding area"- Verify that the area is not for parking Label the existing right-of-way on Highway 156. In response to a question from Mr. Beavers, Mr. Lack stated drainage would be submitted correctly. He thought they would be able to meet the deadline. Mr. Beavers asked Mr. Jim Crider if the Chamber of Commerce was providing water and sewer extensions. Mr. Crider stated he did not know yet. UTILITIES • SWEPCO- Dermis Burrack-973-2308 Mr. Burrack stated there was an overhead three-phase line on the west side that extended to the Post Office. Any type of service needed would be available. There were no existing easements or locations to get there. He questioned if there had been any thought to where the service should go. Mr. Lack presented a drawing showing the proposed service lines. He was not aware of existing utility easements. Mr. Beavers stated the developer was not required to extend the sewer, but he was required to provide an easement across his property. He added the utility easements needed to be wide enough to include the sewer. Mr. Burrack suggested making the 25' building setback into a utility easement all around the property to provide service to this facility and it would allow them to extend to the property to the east. He asked Ms. Little what was allowed in the building setback. Ms. Little stated nothing over 30" was allowed within any required setback. Mr. Burrack stated the transformer was 6' tall. 1111 Ms. Little stated the property was zoned industrial, the 30" did not apply to utility apperatus. • Technical Plat Review March 4, 1997 Page 9 Mr. Burrack asked to have the electrical contractor contact him as soon as possible to work out locations. The electric woul come across the road then dip underground. The owner would be required to provide conduits and concrete pads for the transformers. There was an existing secondary line crossing the road. It would not be adequate for new facility. There were no existing easements. The previous owners had been serviced by right of subscription. SW Bell- Andy Calloway -442-3170 Mr. Calloway requested a 25' easement around the perimeter of the property. He would need a 4" sleeve under the two entry drives and two conduits for entry into the structure. He would need to know who to work with on the exact location of the terminal inside the building and the risers for conduit and future phone requirements so he could size the local cable and conduits. He added the utility easements that had been requested during the original submittal for the post office and this lot. He did not have an updated record of the easements. He had a problem with where they stood. Ms. Little stated they had a hard time getting the legals and everything else they were wanted. • TCA Cable- Kevin Leflar- 521-7730 Mr. Leflar stated if they wanted cable someone would have to get with lum to decide where to place conduits. • Arkansas Western Gas- Rick Evans- 521-1141 Mr. Evans stated the easements shown and asked for were fine. He would need to know the gas load on the building. Mr. Rutherford stated the sidewalks would be continuous through the driveway and the approaches to the sidewalks would be concrete and not asphalt. Ms. Little stated the adjacent property owner and the zoning needed to be shown on the plat. Mr. Lane asked if commercial design standards would apply to phase II. Ms. Little stated they would require the commercial Design Standards for the office area. r In response to a question from Ms Little, Mr. Lack stated phase II would begin immediately. Ms. Little stated the Commercial Design Standards would apply to the office area. He would have the submit the elevations, landscaping, and signage. PP97-2.00: PRELIMINARY PLAT FOR GOLD MEDAL ESTATES The preliminary plat was submitted by Dave Jorgensen of Jorgensen and Associates on behalf of Mike Conley for property located south of Wheeler Road and west of County road 707. The property is in the county and contains approximately 17.19 acres with 5 lots proposed. Applicant's representative: Dave Jorgensen/ Jorgensen and Associates. Comments from the following were presented: STAFF: Ms. Little stated subdivision layout was to promote good circulation. They were still looking for accommodation for master street plan. Mr. Beavers asked if the City was allowed to disagree with the county. • Ms. Little stated the only thing the county subdivision ruled on was the roads. The city ruled on everything else. The City's subdivision regulations applied. • Mr. Beavers asked if they had the authority to move the common drive to the east. Ms. Little stated as long as the concerns were for public health, safety or welfare. The back lot, #3 had no way to be divided in the future without an additional street being constructed. There needed to be dedication of right-of-way at this time or construction of a street. The lot layout was not acceptable to the City. Streets would have to be built; he could not just use the existing frontage. Mr. Mike Conley stated the lot 3 had a right-of-way that was filed as part of Gilchrist Meadows. He presented an alternate idea for circulation. Ms. Little believed it would be reasonable, but she could not make that decision today, but would look at it further. The property is zoned R -O (Residential Office) and R-1(Low Density Residential) and contains approximately 11.72 acres with 33 lots proposed. Comments from the following were presented: STAFF: Ms. Little stated they had already approved a preliminary plat for Deerfield. Ms. Warrick stated they had changed the lot lines and they were no longer requesting duplex lot. (24' street is limited to a maximum of 300-500 vpd. Comments: All previous comments and recommendations from Engineering still stand. Detention pond extended into utility easement in along the west. TCA Cable- Kevin Leflar- 521-7730 Leflar stated the west utility easement needed to be extended to the north. Arkansas Western Gas- Rick Evans- 521-1141 Mr. Evans requested the same easements and consideration as other utility companies. He stated the canopy along the easement line would need to be cleared.
