HomeMy WebLinkAbout1997-01-21 - Minutes• • • MINUTES OF A MEETING OF TECHNICAL PLAT REVIEW A meeting of the Technical Plat Review Committee was held on Tuesday, January 21, 1997 at 10:30 a.m. in Room 111 of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas. UTILITY REPRESENTATIVES Dennis Burrack, Rick Evans and Ken Lefler PRESENT: STAFF PRESENT: Alett Little, Jim Beavers, Dawn Warrick, Sharon Langley, Chuck Rutherford, Beth Sandeen, and Mickey Jackson. Item. PP96-6.40: CHARLESTON PLACE P.U.D.(pp. 370) The only item on the agenda was submitted by Dave Jorgensen, Jorgensen & Associates, on behalf of Houses, Inc., for property located East of Old Wire Road, south of Elmwood. The property is zoned R-1 (Low Density Residential), contains 12.84 acres with 51 proposed lots. Comments from the following were presented: STAFF: 911 Coordinator - Jim Johnson -575-8380 Cypress Lane needs to be shown as Cypress Circle or Loop. Amber Drive is shown as a 28 -foot street with a 50 -foot right-of-way; a four -foot minimum sidewalk with a minimum of 6 feet of greenspace is required on both sides of the Street. Cypress Lane is shown as an 18 -foot street with a 35 -foot right-of-way; a four -foot minimum sidewalk with a minimum of 5 feet of greenspace is required on one side of the street. Trails: Location of Utilities, Easements, ROW: Comments: Traffic - Perry Franklin -575-8228 Street Names: Street Lights: One street light is required at each intersection; place one at the southeast corner of lot 26, the southwest corner of lot 42; eliminate the light on lot 14, eliminate the light on lot 7; add a light between lots 5 and 6; and move the light located in front o lot 34 to the east property line. Comments: Are the street lights to be standard. • Mr. House stated the street lights were to be the standard lights. Parks -Nancy Dugwyler-444-3472 Land Dedication Requirement: Money in Lieu: Vehicle access to Park land: Pedestrian Access Easements Drainage through Park: Planning - Dawn Warrick -575-8267 Plat Information: Proposed & Existing Street rights-of-way and easements: Subdivision of Land: Site Specific Information: Other Requirements: (1) Add fire hydrant symbols to plat; (2) location of entry signs to subdivision to be added to the plat; (3) public streets require 25 foot front setback; plat is showing 121/2 feet. Mr. House advised he would be requiring a variance to allow the 121/2rfoot setbacks, explaining the smaller setbacks were for affect on the overall design of the subdivision. • In response to a question from Mr. House, Ms Little advised staff would need to research whether the Planning Commission could grant a variance on the setbacks in a P.U.D.. al • • Technical Plat Review January 21, 1997 Page 3 Fire - Mickey Jackson -575-8364 Fire Hydrant Spacing: An additional hydrant is needed between Lots 15 and 16 to meet maximum spacing requirements. Fire Hydrant Locations: Water Main Sizing: Water Main Looping: Water Main Location: General Street Design: Comments: Engineering- Jim Beavers -444-3418 Water -Preliminary: The 8 -inch line on Amber and the 6 -inch loop on Cypress is acceptable; minimum easement (or combination of right-of-way and easement) widths shall be 20 feet. The water line is shown against the easement and, if the setback is left at 12V2 feet, the line would have to be shifted. Sewer -Preliminary: The layout shown is not approved. In the previous versions of the proposed subdivision, comments were made that backyard sewer mains were not approved by the City due to the EPA requirement of City's ability to access and maintain each manhole and line. Clarification/revision required to sewers on Lots 22-25, 26-28, 41/42. How are lots 9-14 to access sewer. Lot 33 needs a 10 -foot easement beyond the manhole. Minimum easement widths (or combination of easements and right-of-way) shall be 20 feet and wider for sewer lines over 10 feet in depth and must allow for trenching at a 1:1 slope within the easements. The layout as shown does not accommodate this, especially at lots 33 and 34. Sewer lines will not be allowed in detention ponds. The existing line cannot be vacated until the new line is in service. Preliminary Grading: Revised grading plan required to show how proposed streets will work with the topography. Preliminary Drainage: Revised drainage report required to show how proposed streets will work with topography. Street -Preliminary: Verify that Amber if public and Cypress is private. The design of Amber does not meet the City's Street Standards. Curves C1 and C2 are both too close together and too sharp (radius is too small). Refer to Section 3-1 of the Street Standards. Minimum horizontal curve radius (residential) is 150 feet. The minimum tangent separation of 100 feet. Curves C1 and C2 must be changed. Is there a sight distance problem at the west intersection of Cypress and Amber? • Comments: Full report required by Monday, January 27, 1997 The revised drainage report is required to show how the drainage sub -basins will work with the revised street layout and should Z2 • Technical Plat Review January 21, 1997 Page 4 include street grades, probable inlet locations and sizes, possible changes in detention pond sizes, additional swales along the south and the effects of the 10- and 100 -year storms. Mr. House explained they had placed the curves in order to slow down the traffic. UTILITIES SWEPCO - Dennis Burrack-973-2308 Mr. Burrack requested the easements and crossings: a 10 -foot easement between lots 5 and 6; a quad crossing from lot 1 to lot 51; a 20 -foot easement from 39 to 40 and 41(to be 5 -foot taken off lot 43 and the balance to be taken off lots 39, 40 and 41); a 10 -foot easement next to lot 34; a 20 - foot easement from lots 26 to 27, 28, and 29. He also noted they would be placing their equipment on the easement adjacent to the walking trail. After discussion, it was determined the street light on lot 34 would be moved to the island and could be served with a sleeve. Ozark Electric Cooperatives - Mike Phipps -521-2900 • SW Bell - Andy Calloway -442-3170 TCA Cable - Kevin Lefler -521-7730 Mr. Lefler requested the same easements and crossings as requested by SWEPCO. Arkansas Western Gas - Rick Evans -521-1141 Mr. Evans stated he would work with the developer on the equipment adjacent to the walking trails. Mr. Beavers stated he had taken it for granted that the one-way street was a private street. Mr. House stated it was a public street. He explained it would have 35 feet of right-of-way with 18 feet of paving so parking could be on one side. Mr. Beavers stated the radius might need to be increased for emergency vehicles. Chief Jackson advised he believed the radius would be adequate for fire emergency equipment. Mr. Beavers advised all of the ponds would need to be shown with drainage easements and they • could not be counted as greenspace. 1.3 • • • Technical Plat Review January 21, 1997 Page 5 Ms. Little requested a plat showing the areas which were going to be counted as greenspace and each of those areas labeled. Mr. Beavers noted there would need to be a 12 -foot paved road between Pond No. 2 and Pond No. 3 so the City could get in to clean out the ponds from time to time and mow the area.
