Ms Little cautioned that the front of the property had a lot of utilities along it. Ms Warrick added they would need addition 5' right-of-way along Stonebridge. • SW Bell- Andy Calloway -442-3170 requested same easements. He added if the right-of-way on the west side along Crossover was changed he asked that the utilities easements be changed accordingly so that they maintain a minimum of a 20' easement parallel to Crossover. TCA Cable- Kevin Leflar- 521-7730 Requested the same easements. Arkansas Western Gas- Rick Evans- 521-1141 No representative present. • • Mr. Calloway asked what the plan was for the property. Ms. Little stated he had wanted to create tandem lots (but he was now adjusting one lot that had frontage.) She did not expect the current configuration and they still had some concerns about it. Add 3 trees to interior parking area; may require reducing number of parking spaces by three. Screen 4 parking spaces fronting Hwy 62. Enhance or increase shrub numbers for screening on east and south property lines (ie. Spaces shrubs 5' on center instead for 10' on center as shown on plan dated November 20,1996. Sidewalk and Trails Coordinator- Chuck Rutherford -575-8291 Sidewalks: Minimum 6' sidewalk with a minimum 10' green space back of the curb is required. The sidewalk shall be continuous through the driveway and this needs to be shown of the plans. A concrete approach is required between the gutter and the concrete sidewalk. Trails: Location of Utilities, Easements, ROW: Comments: Traffic -Perry Franklin- 575-8228 Street Names: N/A Street Lights: One street light required on property if there are no existing lights within 300'. Comments: Ms. Little asked if there was an existing light. Mr. Jorgensen stated he would have to look. Ms. Little asked him to talk with the owner to see if he wanted the driveway lighted. Other Recommendations. ADA van accessible space 8' parking space and 8' painted access aisle. ADA car space- 8' parking space and a 5' painted access aisle ( two spaces can share one aisle). Add lane lines with arrows at entrance and exit. • Mr. Franklin stated they were wondering if the 19 spaces shown for employees were to many. Ms Little asked how many employees there were per shift. She asked them to provide a letter stating the number of employees during a shift. They would probably need three handicap accessible parking spaces. She added there was also a requirement for an island to separate the entry and exit. They had no problems with the island stopping at the right-of-way line and the remainder being striped. She added there was not a place for a bus to park on the site. If there was an excess in employee parking there would be plenty of room to add a bus parking space. She suggested they think about it. Show layout of adjacent property and all curb cuts within 300'. Plans would need to be revised to show the curb cuts. Add sidewalks to the legend. Proposed & Existing Street rights of way and easements: Label right-of-way from centerline Hwy 62 is principle, arterial requiring 110' of total right-of-way and 6' sidewalk with a 10' of green spaces. Ms Little reminded this was the Overlay district, curb cuts must be at least 250' apart. She explained he would have to ask for a waiver for the cur cuts. Mr. Jorgensen stated he had submitted a letter requesting the waiver. Ms. Little asked if they had thought about access to the east. Mr. Jorgensen stated they had, but the owners of the trailer park (Cal -Ark Homes Inc.) did not want to allow it. Subdivision of Land: Site Specific Information: Other requirements: Signage and utility information required for Design Overlay District. Ms. Little stated they would need to need to specify what signage they were planning to put on the building, in front of the building and any entry and exit signs they planned to have. She added the Planning Commission approved signage in the Overlay District and that the plat needed to show Overlay District Boundary. Mr. Jorgensen stated the entire site was in the Overlay District. He would add a note stating that it was Overlay District Requirements: Ms. Warrick stated they needed information concerning the building materials. Mr. Jorgensen thought they would be using Dry -Vit and standing seam metal roof, green. Ms. Little stated they would need a screening elevation. They would need to show how the plantings would screen the building. Mr. Lane asked if they had received the site coverage calculations, green space vs paved space. Flood plain information also needs to be added. Ms. Little suggested they think about a connection to the west to the pet store at least with a • sidewalk. Fire- Mickey Jackson -575-8365 Fire Hydrant Spacing: Fire Hydrant locations: Water Main Sizing: Water Main Looping: Water Main Location: General Street Design. Comments: Suggested the developer sprinkle the restaurant. He added it was not required by code. He added the bigger chains tended to sprinkle their buildings. Engineering- Jim Beavers- 444-3418 1. All improvements shall conform to the City's current criteria and are subject to additional review. 2. Fire protection to meet the Fire Chief's current request. 3. Show on the plat the existing 12" water line along the northern side by the existing fire hydrant. • 4. Show the western leg of the sewer line. 5. As noted in Jorgensen's letter to Engineering, the preliminary drainage report need further design and explanation including: How will the site drain into the proposed culvert? Show proposed final contours. The engineer could add a small detention area int eh green space or parking. How could have a 12' X 4' box culvert drain into an exiting 4' X 4' box culvert? Will there be an overflow at the 4 X 4? Additional information concerning the existing conditions, including flows in the ditch and the 4 X 4 culvert are required. The estimated capacity of the existing 4X4 culvert appears too high. Where does the flow, and overflow go now? Are there downstream limiting factors? Need to see the backup information for the summary numbers provided. This additional information could result in the inlet location of the new culvert being moved further into the Denny's property- the inlet may flood the property to the west of the proposed box doesn't work. • The drainage will be privately maintained, you do not need the easement shown for the box culvert. �2� Mr. Beavers commented his box culvert would be three times bigger than the one down stream. Mr. Jorgensen stated there was a 4X8 culvert new one built south of Payless to take the surcharge. They would be tying into both of them. He added there were more detailed plans coming. Mr. Beavers stated the drainage would be maintained by the developer (an easement to the culvert would not be necessary. UTILITIES SWEPCO- Dennis Burrack-973-2308 Stated there was a conflict with existing poles. There was existing structures that were installed on the highway plans when 6 the street was widened. The free standing pole could be moved to the west, but he did not know what they would do with the easement. He explained the pole was installed on the highway department plans. There was one on the far northeast corner near the fire hydrant. He commented if they were to draw a straight line from that pole to the pole in the middle of drive, the line would continue and turned at an angle to the west side. If he was to relocate the pole it would have to be in line with existing poles. Ms. Little asked if that would be enough for the engineer to change the location of the drive. Mr. Burrack stated they could move the structure easy enough, it would just have to remain in line. They could not change the angle. Ms. Little commented where the utilities were concentration on the east side they would need to bow the sidewalk out around them. Mr. Burrack added they had an existing overhead line going down the east side of the property. He thought they were street lights that had been put in for the drive. Service for the trailer park and the hotel had been brought off the service from the Clarion. There was a small conductor connecting them. He did not see a place to move them into the street right-of-way. They were showing the shrubbery and green space underneath the existing line. He asked if the plants would get tall enough to require trimming. Mr. Jorgensen stated they would be short plants. Mr. Burrack requested a 5' easement across the east side to cover the existing street light. He asked where the permanent service would be Mr. Jorgensen did not know for sure, but thought it would be the southwest comer. Ms. Little stated the Overlay required utilities to be underground if they were going to be in the front. It could be overhead if it was in the rear. Mr. Burrack stated he would have to find a place, possibly the relocated pole, to become an underground dip point. They would have to find a place to sit a pad mounted transformer near the building. He would need the information to relocate the pole. He added the developer would be required to install conduits and transformer pad to the pole. They would sign a contract that would serve as an easement for them to provide the service. Ozark Electric Cooperatives- Mike Phipps- 521-2900 SW Bell- Andy Calloway -442-3170 Along Hwy 62 there was a major feeder facilities buried and any relocation or adjustment of the facilities would be a the owners expense. They were in the existing right-of-way parallel to the • • • north side of the development. It was a major facility route for local and inter -city. There was a fiber cable in the right-of-way. He recommended they use extreme caution and contact one -call. He remained them of the State law prohibiting the damaging of utilities. He requested the same easements along Hwy 62. He also requested along the west side of the property a 20' easement that would tie into the shown easement. He requested that it go from the property line. He asked how much cover the box culvert would have. Mr. Jorgensen did not believe there would be a whole lot. Mr. Calloway then requested a 4" pvc be placed underneath the box culvert be place there for them, unless there is a minimum of 36" cover. He requested a 4" conduit be placed across the drive way. He would also need a conduit from the building out and they would need to work on the exact location. TCA Cable- Kevin Leflar- 521-7730 Asked that the easements asked for by the other companies to be general easements. A 2" conduit near the electrical room, if they wanted TV cable to the pole. They could look at it in more detail then the electrical lines are located. The existing cable was along Hwy 62. Arkansas Western Gas- Rick Evans- 521-1141 requested a 20' easement along the north property line continuous across the front. Ms. Little stated they would have to do their public notification in time for the Subdivision Committee meeting, in January. The revisions would be due December 30 at 10:00 a.m. • • • DISCUSSION CONCERNING LOCATING UTILITIES WITHIN EASEMENTS Mr. Calloway asked if there was anything that would require the existing utilities to be shown on the plat for large scale. He added most of the utilities were subscribing to one -call where all the utilities could be located. Ms. Little stated they asked for all utilities to be shown, but it did not include the off site utilities. Mr. Calloway stated they were running into problems with the builders after the plat went thought they were requesting reimbursements for relocation of utilities. He did not know how they did not know they were there. Somewhere in the process the people who bought the property were unaware that relocation of utilities would require reimbursement. He thought if they were shown on the plat then there would be no excuse that they did not know the utilities were there that may interfere with their driveway or other things. Ms. Little stated the planning department now sent letters to the owners. She did not know if the City was willing to take on the location of utilities on the plat.
