MINUTES OF A MEETING OF
TECHNICAL PLAT REVIEW
A meeting of the Technical Plat Review Committee was held on Tuesday, September 3,
1996 at 9:00 a.m. in room 111 of the City Administration Building, 113 W. Mountain,
Fayetteville, Arkansas.
UTILITY REPRESENTATIVES Rick Evans, Dennis Burrack, Mike Phipps, and
PRESENT: Kevin Leflar
STAFF PRESENT: Alett Little, Rich Lane, Dawn Thomas, Jim
Beavers, and Heather Woodruff.
PP96-7 10 PRELIMINARY PLAT FOR DEERFIELD PLACE
GORDON WILKINS- HWY 16E AND W. OF MOLLY WAGNON RD.
The first item on the agenda was a preliminary plat submitted by Jorgenson and Associates on
behalf of Gordon Wilkins for property located north of Hwy 16E and west of Mally Wagnon Rd.
The property is zoned R -O, Residential -Office, and R-1, Low Density Residential, and contains
approximately 11.72 acres with 31 lots proposed.
Ms. Little stated the park's fees would be $9,120.00. Sshe reviewed the following staff
comments: the street lights between lots 27 and 28 would need to be moved to between lots 3
and 4; Street lights would need to be added to the corner of lot 7 and between lots 10 and 11;
Plat page 571 needed to be added to the title block; Full radius cul-de-sacs would be needed on
the west end of Country Ridge at lots 8 and 9. She questioned Mr. Carter if lot 8 had been made
into two lots or if it was still a duplex lot. She added, if it was a duplex lot, the temperary cul-de-
sacs would not be necessary.
Mr. Beavers stated water and sewer would be subject to final review and a box culvert might be
needed between lots 8 and 9. He recommended improvements be made to Molly Wagnon Road
adjacent to the property.
Ms. Little question if the fire hydrants had been moved.
Mr. Carter responded they had.
Mr. Kevin Leaper, TCA Cable, stated he would need a utility crossing between lots 7 and 8 on
the property line and added all other easements looked fine.
Mr. Mike Phipps, Ozark Electric, requested the 30' building setback along Hwy 16 also be shown
as a utility easement. He would also need crossings at lots 18 and 19 and a 10' easement for
street lights along the property lines to the back lots.

Mr. Rick Evans, Arkansas Western Gas, stated he would need the same crossings and easements.
He added the easement on lot 7 needed to be extended to the road and the utility crossing on the
south end of Deerfield Way would need to be brought into the utility easement and would need to
run from right-of-way to right-of-way.

LSD96-13.10: LARGE SCALE DEVELOPMENT FOR TOWNSHIP SQUARE
DWC COMMERCIAL PROPERTIES -N. OF TOWNSHIP AND W. OF COLLEGE
The next item on the agenda was a large scale development for Township Square submitted by
Jorgenson and Associates on behalf of DWC Commercial Properties for property located north of
Township and west of College Ave. The property is zoned C-2, Thoroughfare Commercial, and
contains approximately 10.09 acres
Ms. Little stated street lights were required at the intersections of Villa, Township and Hwy 71
since street lights, if not existing, were required every 300'. She reviewed the parking as follows:
the parking space on the row south of the Plaza Four which backed into the traffic lane needed to
be removed; the last spaces in each row of five facing the entry drive off Township needed to be
removed.; the last space in the row of six facing the entry drive off of Villa also needed to be
removed; the row of 33 spaces in parcel three actually contained 28 spaces. She advised they
needed to add a parking table so the staff could calculate parking. She added 5' sidewalks would
be required along Township, College and Villa (the sidewalk along Villa could be next to the
curb). She stated Plat page 290 needed to be added to the title block. She added all public roads
needed to be diminsioned from the center line. She asked Mr. Carter to check the ownership and
the zoning of the adjacent properties. She noted the landscaping on the frontage needed to be
shown on the plat and all internal landscaping needed to be submitted on a separate drawing.
She stated street improvements would be required and asked if they had completed a traffic
study.
Mr. Carter replied he did not know if they had completed the study.
Ms. Little stated they would have to go through the process again if they were not ready to build
within a year. She added Nelms was lagging behind in the process and they would have to be
moved before DWC could begin construction
Mr. Beavers stated the parking would change because the right-of-way on Township was 50' not
35' and added improvements to the sheet would be required. Mr. Beavers suggested to Mr.
Carter that he find out about the traffic study and the time line of the project before he proceeded
any further. He added he did not think the water lines were shown correctly.
Mr. Carter stated he was showing all the information he could find from the water department; a
6" water line and an abandoned 20" line.
Ms. Little thought there was water and sewer lines from parcel three which were lot 5 of
Sundridge.

way down to the entrance on Villa. He questioned Sundridge Drive connecting to College.
Ms. Little stated the entry they were proposing from Villa to College was going to be a dangerous
traffic situation and something would have to be done to correct the problem.
Mr. Beavers questioned if this was one of the things that held it up last time.
Ms. Little stated the Villa / College intersection had been a right exit only. She added they were
going to furnish the City with a traffic study. She stated the traffic study would be a requirement
and, until it was done, the staff was not willing to process the project.

LSD96-31.00: LARGE SCALE DEVELOPMENT FOR SUNBRIDGE CENTER
DICK KEATING-E OF GREGG ST. & N OF SUNBRIDGE
The next item on the agenda was a large scale development submitted by Dick Keating for
property located east of Gregg Street and north of Sunbridge. The property is zoned C-1,
Neighborhood Commercial, and contains approximately 2 35 acres.
Ms. Little stated a street light would be required at one of the entrances on the west side of the
development. She commented, when Petromark was approved their entrance on the north side
was to be put on the property line so it could be a shared entry.
Mr. Carter stated Petromark had placed the entry eight to ten -foot from the property line.
Ms. Little stated it should not too difficult to condemn the eight feet, because it had been a
condition of their large scale approval and it would not alievate the requirement for the entrance
to be a shared.
Mr. Carter stated they had clearly marked the area.
Ms. Little stated there would be a street light requirement on Gregg at the entrance.
Mr. Beavers thought the north entrance was to close to the Lakeside entry.
Ms. Little stated there could be another entrance more central, if they could work out the shared
entry with Petromark.
Mr. Jackson stated they would need a fire hydrant on the southwest entrance off of Gregg Street.
Ms. Little clarified on the north side of the south entrance.
Mr. Jackson stated the road travel distance was too great from the existing hydrants on Sunbridge
and Keystone.
Mr. Franklin stated there needed to be a minimum of 18' for a car to back out and stay on the
pavement and according to the parking table, there was not adequate space for backing out.
Ms. Little reviewed staff comments: there needed to be a 5' sidewalk along Gregg and Keystone
Crossing and it needed to be set back; Solid waste requested an increase in the turning radius at
the dumpster pad location stating the street width did not allow for safe collection; Plat page 289
needed to be added. There would be additional right-of-way of 50' on Gregg Street; Joint entry
with Petromark was a requirement, which would leave him with other ingress and egress on

Gregg; There needed to be a chart for parking by use; more utility easements needed to be shown
on the plat; Improvements to Gregg Street would be required.
Mr. Carter asked for the specifics on the street improvements.
Mr. Beavers stated Gregg was a stated highway and he would have to consult with them on the
improvements. He also commented they might be required to run a water line connecting the
lines between Keystone and Gregg and suggested they consider extending a main across the
property.
Mr. Carter stated there was water across Gregg.
Mr. Beavers stated he was going to have to bore underneath the highway for a fire hydrant.
Ms. Little stated there would need to be additional review.
Mr. Burrack, SWEPCO, stated there were single phase and three phase underground going across
north side that turned and the three phase went down Keystone to the property line between
Petromark and the proposed development and to the west there was a three phase transformer for
Petromark. He understood that Doug Hemingway was working on the split of the property and
the property line was going to be very close to the transformers. He advised that, if there was any
possibility of getting service for the retail out of the three phase ,this would be the place to go for
it. He noted easements on the north side were as stated. There was an easement on Keystone,
but he did not know the actual width of it, but it was on the original Sunbridge plat. He also
advised there was a 10' easement on the Petromark side. He asked Mr. Carter to show it as an off
site easement and requested an additional 10' on their property on the north side of the property
line all the way across.
Mr. Carter added he thought there was a 25' setback along Keystone.
Kevin Lelfar, TCA Cable, stated if any of the businesses wanted cable they would need a conduit
placed and to get with him later to discuss location.
Mr. Evans, Arkansas Western Gas, stated he would need the same easements as SWEPCO. He
added, if the parking lot was built before some of the restaurants or retail stores, he would need
some casings underneath the north driveway.
Ms. Little stated he needed to update the vicinity map to show Lakeside. She stated the project
needed a lot of work to stay in the process.

CROMWELL AND ASSOCIATES -S. OF MILLSAP RD. AND E. OF PLAINVIEW AVE.
The fourth item on the agenda was a large scale development for submitted by Cromwell and
Associates for property located south of Millsap Rd . and east of Plainview Ave. The property is
zoned C-2, Thoroughfare Commercial, and contains approximately 3.55 acres.
Ms. Little stated they had talked about moving the building location.
Mr. Kelly stated the owners were willing to relocate and they were in the process of presenting it
to Proctor and Gamble, but it was taking some time to review.
Ms. Little stated the location was important because of the services related to the project.
Mr. Kelly thought it would be approved but he did not know when. He added the building
footprint had not changed the location of the building was the only change.
Ms. Little question what would be in the open space.
• Mr. Kelly stated it would be lawn like the existing building.

Ms. Little stated she would like to see a provision for cross access to lot 17 and added because of
the grade to the east, they would not ask for access there.
Mr. Franklin stated there were existing street lights and they would not need any others.
In response to a question from Ms. Little, Mr. Jackson stated two more hydrants would be
needed; one at the rear entrance off Plainview and one at the east entrance off Millsap placed at
the entry drives. He questioned the use of the buildings.
Mr. Kelly stated it would be used as office space similar to the existing building.
Ms. Little stated the 160 parking spaces shown were allowable.
Mr. Beavers stated water, sewer, and grading would be subject to final design.
Mr. Burrack, SWEPCO, stated there were overhead existing lines behind the existing building
that dipped down on the corner and back to the south. He advised they could connect any place
but the developer would be obligated to provide a conduit and transformer pad. He stated it
would be a large enough loads that they would want to get secondary conductors close. He asked
to have the electrical engineer or electrician to get with them as soon as possible to work out

location. He stated there had been a lot of reworking and rerouting on the piece the southeast
corner. He noted there was a large drainage area and thought it would be hard to get across it,
but they would have to select a spot to get across. He stated they had to relocate some lines
going to the north to clear some of the drainage area.
Mr. Kelly asked about the current transformer.
Mr. Burrack responded it serviced the exiting building but did not think they could get back
through the drainage.
Mr. Lelfar stated if they were wanted cable they would need conduits brought out to the same
area.
Mr. Evans, Arkansas Western Gas, stated they had a line along the south and the east side and
they could service off the east or the south line. He asked for the contractor to get with him.
Ms. Little reminded Mr. Kelly to have his public notification prepared. She questioned if he had
begun with the exterior design and added anything he had would be useful. She thought there
• was a 60' right-of-way dedication off Millsap. She asked him to know the building location
before noon Monday.

FINAL PLAT FOR WEDINGTON PLACE
DEVELOPMENT CONSULTANTS -N. OF WEDINGTON DR. AND W OF HWY 71
BYPASS
The last item on the agenda was the final plat for Wedington Place submitted by Development
Consultants, Inc for property located north of Wedington Dr. and west of Hwy 71 Bypass. The
property is zoned C-2, Thoroughfare Commercial, and contains approximately 32.36 acres with
48 proposed lots.
Ms. Little stated all lots would be subject to large scale development. She noted the
improvements shown were in and asked if they had been inspected.
Mr. Ray stated it was scheduled for this week.
Ms. Little stated the five-foot side walks was installed.
Mr. Beavers stated a private sewer line would not be allowed to connect to a public sewer line
because private service could not cross property lines. He would need to dedicate a 20' easement
over the line.
Mr. Ray stated they did not know exactly how lot 3 would be developed and there was a chance
the line would be shifted one way or the other. He advised he understood the land would have to
be dedicated but they prefered not to do so at this time so they would not have to vacate it at a
later time.
Mr. Beavers stated that Dave Jergens could not maintain the line without the easement.
Ms. Little stated that SWEPCO would like to wait until the site work was complete and permit
power was available for the street lights.
Mr. Burrack stated they had paid the up -front charges. They had been a proposed plat on lot 3
that showed another drive and he was not sure where the other lights would be located and it
would be easier to wait until they knew where the permanent drives were going to be located.
Ms. Little commented they were going to construct the street entering the subdivision, to city
standards so that if there were other subdivisions they could be taken over. She stated that, since
it was a city street there would be sidewalk requirements along the streets.
Mr. Ray stated they would like to construct the sidewalks at large scale or have it done before it
was dedicated to the city.

Ms. Little said she would defer it to the Large scale process.
Mr. Lelfar, TCA Cable, stated that all easements looked fine and questioned if they were going to
be separate buildings.
Mr. Ray did not know, but he thought that lot 1 would be a convenience store and lot 2 would be
a bank.
Mr. Lelfar stated, if they wanted cable, he would need conduit placed.
Mr. Evans, Arkansas Western Gas, stated easements shown were fine.
Ms. Little stated there needed to be a plat page number on the final plat and there needed to be
street addresses as assigned by Jim Johnson on the final plat. The sidewalk needed to be shown
in the legend.
