HomeMy WebLinkAbout1996-08-20 - Minutes• • • MINUTES OF A MEETING OF THE PLAT REVIEW COMMITTEE A meeting of the Plat Review Committee was held on August 20, 1996 at 9:00 a.m. in the City Administration Building, 113 W. Mountain, Room 111, Fayetteville, Arkansas. MEMBERS PRESENT: Rick Evans, Dennis Burrack, Tom Mcllroy, STAFF PRESENT: Alett Little, Jim Beavers, Dawn Thomas, Rich Lane, and Heather Woodruff. LS96-39.00 WAIVER OF SUBDIVISION REGULATIONS S. OF BRIDGEWATER RD. AND EAST OF OLD WIRE RD. The first item discussed was submitted by Jorgenson and Associates on behalf of Shelby Rogers for property located south of Bridgewater Road and east of Old Wire Road. The property is in the county and contain approximately 10.00 acres. The request was for one split creating a total of two lots. Ms. Little stated the site was in the county and there would not be a lot of City comments. She asked for the area maps to be shown on the survey. She also requested plat page 217 and the legal description for both the parent tract and the tract to be split off be added to the plat. She questioned if the County had approved the split. Mr. Jorgenson replied it had been approved by the county. UTILITY Mr. Tom McIlroy, Southwestern Bell, stated he would need a 15' easement across the north and west property lines. He added, if he wa going to share with the power company, the easement would need to be 20'. Mr. Rick Evan, Arkansas Western Gas, no comment. Ms. Little stated the split would be handled administratively. She added she would need the plat showing the easement and the parent tract legal description. • • • Plat Review Minutes August 20, 1996 Page 2 EP96-1.00 EASEMENT PLAT FOR HANK'S FINE FURNITURE DEVELOPMENT CONSULTANTS -N. OF WEDINGTON DR. & E. OF 71 BYPASS The second item on the agenda was submitted by Development Consultants, Inc., on behalf of the applicant for property located north of Wedington Dr. and east of 71 bypass. The property is zoned C-1, neighborhood Commercial, and contains approximately 2.00 acres. Mr. Beavers requested the water and sewer lines be shown on the plat. UTILITY Mr. Burrack, SWEPCO, stated the existing easements needed to be shown on the plat. Mr. Mcllroy, Southwestern Bell, stated the easements shown were fine. He requested a 4" pipe under the driveway entrance. Mr. Evans, Arkansas Western Gas, stated the easements shown were fine. Ms. Thomas added she had comments from TCA Cable. They commented all was okay, but if the applicant wanted cable, a 2" PVC would need to be provided which the cable company would help locate. Mr. McIlroy added he would need 2" pipe also, if they wanted service inside. CITY Mr. Beavers stated there should be a note added stating where the off site sewer easements were. \ti0 • • Plat Review Minutes August 20, 1996 Page 3 LSD96-30.00 LARGE SCALE DEVELOPMENT FOR LEWIS COLLISION CENTER LEWIS BROTHERS LEASING CO. -N. OF LONGVIEW DR. & W. OF COLLEGE AVE. The last item on the agenda was a large scale development for Lewis Collision Center submitted by Development Consultants, Inc. on behalf of Lewis Brothers Leasing Co. for property located north of Longview Drive and west of College Ave. The property is zoned C-2, thoroughfare Commercial, and contains approximately 14.59 acres. Ms. Little stated a 5' sidewalk with a 4' green space between the curb and sidewalk would be required on both sides. She commented their address would be 3368 N. Plainview. She added plat page 213 would need to be added to the title block along with the adjacent zoning of properties; sidewalks and street lights needed to be added to the legend; all easements needed to be dimensioned; and all setbacks needed to be shown. Mr. Ray responded he had not included the easements and setback because they would not be working near them. Ms. Little stated there would be some screening required adjacent to residential areas. Mr. Evans questioned if there were any accesses other than off Milsap. Mr. Burrack stated there was an existing gravel drive between two buildings to the storage area off Longview. Mr. Beavers questioned if it belonged to a separate owner. Mr. Ray stated most of the land was owned by the Lewis Brothers with the exception of the small piece of land in the middle. Mr. Beavers commented, since it was the same owner, he would recommend the drive go all the way through. Ms. Little stated she would recommend the same. Mr. Ray stated he had discussed extending the drive to connect to the other street with the applicants; however, they had a use for the existing building and were not willing to remove it in order to construct a road. Ms. Little stated the Planning Commission would make the decision about the road, but the Planning Department and engineering recommending the construction of the road. She questioned the use of the buildings. Mr. Ray stated about 2,000 square foot of the building would be office space and 10,000 square foot would be shop facilities for painting and body work. Ms. Little questioned if there would be any wrecked cars towed down Milsap. Mr. Ray responded it would depend on if the cars were being towed or if they were being driven to Lewis. Mr. Burrack stated there was a drive into gravel storage area. Ms Little stated they would have to look at the parking again, since staff had not been aware of the uses and were unable to calculate the parking requirements. She added there would be one tree and three shrubs per 40' parking frontage. Mr. Ray questioned if they could consider the parking area screened, since it was 15' above the road and would not be visible from the road. He also stated planting trees and shrubs would be difficult on the steep slope. Ms. Little stated she would need his request in writing and questioned how he planned on stabilizing the bank. Mr. Ray replied they would plant grass and maintain it. Ms. Little stated there needed to be a street light at Longview and Plainview and one light 300' down Plainview. Mr. Franklin commented he had made recommendation believing that the street would be taken through the property. Mr. Ray responded the Lewis did not want to build the road. Since it would cost an extra $100,000.00. He understood it would help solve a lot the neighborhood problems, but now it was not necessary for this project. Mr. Lane stated that when the rezoning went through, there had been discussion regarding extension of the street. \tit • • Plat Review Minutes August 20, 1996 Page 5 Mr. Ray explained the street would be extended in the future. Mr. Lane responded it had been understood that the road would be a timely development. He felt that was how it had been advertised when the building was constructed. Mr. Ray requested more information and minutes from the meetings. Ms. Little stated there would be a light 300' from Plainview at their driveway. She also noted one ADA space had to be van accessible. Mr. Beavers expressed confusion regarding the elevations shown. He commented the detention looked to shallow and it was at the same elevations as the parking lots. Mr. Ray stated it would not be the same elevations noting the drawings were at 5 foot contours. He stated that ideally they preferred to have detention pond in the corner, but it had taken to much space. He advised most of the runoff would go through the drainage basin with the water on front being collected in a box and brought into the existing drainage system without being detained. UTILITY Mr. Burrack, SWEPCO, stated there were no utility easements shown on the property. He stated he believed there were existing easements on the north and the east sides. Mr. Ray commented Mr. Burrack was probably correct, but stated they were not working or changing anything in that area and he did not think it would be necessary to show the easement. Mr. Burrack stated there was a 20' easement on the north side. Mr. Ray stated there was also an easement on the other side. Mr. Burrack agreed and added there was an existing easement covering the overhead line that fed Proctor Gamble. He stated on the east side there was an existing line going from the north property south to the point that served the existing Cryster Dodge, which was covered by a 20' easement. He added there was an existing easement on the west side which he believed was a 10 and 10. He noted he might ask for an additional 20'. Ms. Little questioned if there were existing services in the easement. • Mr. Burrack answered it was their main circuit to feed northeast Fayetteville. • • • Plat Review Minutes August 20, 1996 Page 6 Mr. Ray questioned if he had a problem with the proposed parking and fence. Mr. Burrack stated the location of the parking and fence did not create a problem; he could get access from the opposite side of the property. He questioned the kind of grade work they would be doing around poles. Mr. Ray stated there would be some filling and grading but very little near the utilities. Mr. Burrack stated that if there was going to be any change in elevation at the base of the pole, they should contact the electric company. He cautioned OSHA and Arkansas statutes they can not be within 10' of any equipment. He noted an additional easement might be needed across the south side if the property was subdivided. He added it would be easier to go ahead and setback 20' for the easement. He stated the service for the building would come off the over head line to the north and they could go underground from the line. Mr. Mcllroy, Southwestern Bell, requested the same easements. He explained he would prefer to serve the property from the west side. Mr. Evans, Arkansas Western Gas, requested existing 50' gas easement be shown. Mr. Ray stated the 25' easement on either side of the gas line would cover most of the 20' easements the others were asking for. Meeting adjourned at 10:15. 1L/
