HomeMy WebLinkAbout1996-03-19 - Minutes• • • MINUTES OF A MEETING OF THE TECHNICAL PLAT REVIEW COMMITTEE A meeting of the Technical Plat Review Committee was held on Tuesday, March 19, 1996 at 9:00 a.m. in Room 111 of the Fayetteville City Administration Building, 113 W. Mountain, Fayetteville, Arkansas. MEMBERS PRESENT: Mike Phipps and Rick Evans STAFF PRESENT: Jim Beavers, Mickey Jackson, Rich Lane, and Janet Johns PP96-3 - WESTFIELD ADDITION TIM & JENNIFER MOORE - CRN OF VELMA AND LIERLY (COUNTY) (PP234) The first item on the agenda was the preliminary plat of Westfield Addition submitted by Northwest Engineers on behalf of Tim & Jennifer Moore for property located at corner of Velma Avenue and Lierly Lane (in the county.) The property contains 23 acres. Mr. Jones stated access would be from Lierly Lane. Mr. Phipps with Ozarks Electric requested a 4" crossing from the SE corner of lot 6 (from the adjoining subdivision) to the NW corner of lot 12. He requested a 4" crossing from lot 9 to the NW comer of lot 8 and a 4" crossing across Velma from the NE corner of lot 12 to the NW corner of lot 1. He stated the lines would be 36" deep from the subgrade. Mr. Evans with Arkansas Western Gas requested the same crossing. He requested the 25' setback on the south side of Lierly be designated as setback/utility easement. By memo, Mr. Leflar with TCA cable requested the same crossings as phone and electric. Mr. Lane requested the plat reflect right of way dimensions, i.e., 30' from centerline on Lierly. He requested plat page 234 be added to the title block. Discussion ensued regarding the acreage of the lots. Mr. Beavers stated the city would approve septic on lots less than 1 acre if the Health Department approved same. Mr. Jones stated he had initiated the perk test process and expected determination of same prior to Planning Commission meeting of April 8, 1996. Mr. Beavers stated he had requested investigation on drainage and Mr. Jones stated if applicable, they would provide a detention area on the SE comer of the site. Mr. Beavers stated the 4" water line was adequate but he reserved the right to request a 6-8" line. Further he requested the line be extended to the southern property line. Discussion ensued regarding fire protection. Mr. Jackson stated he did not want a contract to provide fire protection and suggested that Mr. Jones investigate who would provide fire protection to determine if hydrants would be required. By memo, Ms. Sandeen stated she had no problem with the subject plat. Mr. Lane stated the plat would be forwarded to Subdivision Committee meeting of March 28, 1996, and he requested 28 copies by noon on Monday, March 25, 1996. Csi Technical Plat Review March 19, 1996 Page 2 LS96-7 - RUTH TURNER RICK OSBORNE - W OF MT COMFORT (COUNTY) (PP280) The last item on the agenda was the lot split request submitted by Rick Osborne on behalf of Ruth Turner for property located west of Mt. Comfort Road (in the county) and contains 28 acres. Mr. Beavers inquired as to how many splits were requested and Mr. Osborne stated the survey provided by Mr. Reid reflected 4 divisions to be deeded to the Turner heirs. Further he stated the current request was for one split (lot 1) at the SE corner. Mr. Beavers stated the survey, as submitted, was confusing and he stated he would reevaluate based on the clarified information. Mr. Lane requested 37 new survey accurately depicting the proposed project. Discussion ensued regarding the water line. Mr. Beavers stated he would provide a determination as to whether or not the water line would need to be extended 10' or the full 200' to the property line. Mr. Lane requested a revised vicinity map and plat page 280 should be added to the title block. Discussion ensued regarding the Master Street Plan which depicted a collector street running through the center of the tract. Utility representatives agreed the point of service would be from Staci Lane. Discussion ensued regarding resubmittal of the project and the time frame involved with the approval process. Ms. Johns stated the earliest the plats could be reviewed by the technical plat review committee would be on April 23, subdivision committee on May 2, and planning commission on May 13.
