Mountain, Fayetteville, Arkansas. The property is zoned C-1, Neighborhood Commercial and contains approximately 2 acres. The request is to split the property into three tracts containing 0.936 acres, 0.395 acres, and 0.665 acres Committee Discussion Odom: First item on the agenda is a lot split for Yogi & Boo Boo. Conklin: This property contains about 2 acres and was approved as large scale development July 12,1999. Bronson is requesting to split the property into 3 lots in order to finance structures separately. Tract 1 will contain 2 structures. The other 2 tracts will contain 1 structure each. Staff is recommending approval One thing we need to add on there is to show 20 - 25 ft. utility easements along the east side of the property as access easements that should be on there. Staff is recommending approval basically for financing purposes over all the project. Odom. We've already approved it - so we don't have to worry about something being left undone. Conklin: We've already approved it - that's correct. O.K., Commissioners, any questions? Other Staff Members, any questions? Comments? Rutherford: I have some comments. I'd ask them to remove that line - the gutter line - needs to start and stop on each side of that trail. Odom: That's what he tried to do. He just didn't do a good job of it. Rutherford: I would ask that change be added to the legend. Conklin: That'll be done. Odom: Any members of the audience like to address us on this issue? Ward:: I recommend approval of LS00-7 for a lot split for Yogi & Boo Boo. Odom. Any questions, Bob? Estes: No, Mr. Chair, I second. Odom: Then that stands approved, with staff comments. You all will work all those other little issues out. Thank you, Boo Boo. Motion passes 3-0 • • • • Subdivision Minutes March 30, 2000 Page 4 PP 00-2.00: PRELIMINARY PLAT (QUAIL CREEK PHASE III, PP 250) This item was submitted by Dave Jorgensen of Jorgensen & Associates on behalf of Sam Mathis & Bleaux Barnes for property located west of Quail Creek Drive. The property is zoned R -I.5, Moderate Density Residential and contains approximately 6.65 acres with 13 lots proposed. Chris Brackett was present on behalf of the request. Commission Discussion Conklin: This is a preliminary plat phase III with 6.65 acres. 13 lots are proposed, connecting to Appleby Estates, which was approved 2 or 3 months ago as a preliminary plat by Dorchester Drive and east by Ripple Creek Drive. The final plat for Quail Creek phase II was approved July, 1993. The overall density of the subdivision is 2 units per acre. Staff is supporting this and asking the Subdivision Committee to approve this and forward to the Planning Commission. The condition to address is this development must coordinate street light placement with Appleby Estates and Quail Creek phase II. Therefore, there will need to be 3 lights along Dorchester Drive within this development. The first one could be placed at either the northeast corner of lot 13 or the northwest comer of lot one. The second will need to be located 300 feet south of the first light. The third will be located 300 feet south of the second along either lot 5 or 6. We have standard conditions of approval. Brackett: I added the street lights in different positions than mentioned above - actually I think it's a better idea..Who should I talk to about this change? Conklin: Perry Franklin. Odom: Would any member of audience like to address us on this issue? Bring it back before the Planning Commission? Estes: Motion to approve preliminary plat 00-2.00 for Quail Creek Phase III Ward: I'll second that, with the idea that street lights are all approved by Perry Franklin. Conklin: Once that's done before the Commission. Ward Yes. Motion passes 3-0 • • Subdivision Minutes March 30, 2000 Page 5 • • LS 00-6.00: LOT SPLIT (WEDINGTON PLACE LOT 3R, PP 401) This item was submitted by Robert Brown of Development Consultants on behalf of Clary Development Corporation for property located at Wedington Place. The property is zoned C-2, Thoroughfare Commercial and contains approximately 7.15 acres. The request is to split the property into two tracts containing 5.9 acres and 1.25 acres. Commission Discussion Odom: The next item on the agenda is a lot split submitted by Robert Brown on behalf of Clary Development Corporation for property located at Wedington Place - Tim - Conklin: Similar situation as with the first item - large scale - we have a large scale development approved on the property. They are requesting to split the property into two tracts containing 5.9 acres and 1.25 acres. A large scale development was approved December, 1999 for lots 3R and 8. This is the grocery store and the shopping center.A declaratioon of restrictions and grant of easement has been filed that grants lot 3RB an access easement that assures parking and adequately addresses all staff concerns regarding access. This is coming up more and more with regard as to how we look at our commercial design standards and district standards with regard to green space and parking. There seems to be a trend of trying to split property in shopping centers. My interpretation of that which was with last Monday night's with regard to Kohl's is when you have no real shopping center I think that's where the ordinance applies - not to an individual lot in this situation because you wouldn't be able to get your 85 or 15% of open space dust on this one lot. You have to look at it in its entirety and that goes along with the first item we looked at today - so I'm comfortable with approving this property with their declaration of restrictions and grant of easements for parking. I think it can be approved. Hesse: No Comment Petrie. My only comment was on #2 - extend that water line. Green: Butch Green - from Spectrum Engineering - sitting in for DCI - We have a plan now that does have that water line extended run that's going in on that. Odom: Comments from the audience? Estes: What is the purpose of the lot split - what is the reason for the request? Conklin: Financing, basically. The tenant in this building wants to be able to have ownership.(Lot 8 tenant) Estes: Mr. Chairman, I move that we approve the lot split LS 00-6.00 for Wedington Place. Ward: Second.
