Mountain Street, Fayetteville, Arkansas. ITEMS REVIEWED: ACTION TAKEN 1. LSD 98-23.00 (Fire Station - Hollywood Avenue) Approved/No further action 2. LSD 98-24.00 (West Side Middle School) Approved/No further action MEMBERS PRESENT: Bob Reynolds, Chairman, John Forney, and Lee Ward STAFF PRESENT: Alett Little, Dawn Warrick, Jim Beavers, Beth Sandeen and Debra Humphrey LSD 98-23.00: LARGE SCALE DEVELOPMENT (FIRE STATION - HOLLYWOOD AVE) SOUTH OF WEST 6TH STREET AND EAST OF HOLLYWOOD AVENUE This item was submitted by Wes Burgess of Wittenburg, Delony & Davidson Architects on behalf of the City of -Fayetteville for property located south of West 6th Street and east of Hollywood Avenue..The property is zoned I-1, Heavy Commercial -Light Industrial and contains approximately 2.99' acres. FINDINGS: This project proposes a new fire station for the City of Fayetteville to be located on Hollywood Avenue behind the existing McDonald's restaurant which is at the intersection of Hollywood Avenue and West 6th Street. The building will consist of living space and two apparatus bays; a total of 5586 square feet, with another apparatus bay planned for future construction. This project is subject to Commercial Design Standards and the Overhead Utility ordinance. RECOMMENDATION: Consideration of this project based on staff findings. If the Subdivision Committee chooses to approve this project, staff recommends the following conditions of approval: 1. Plat Review and Subdivision comments (to include written staff comments mailed to the applicant or his representative, and all comments from utility representatives - AR Western Gas, SWBT, Ozarks, SWEPCO, TCA Cable). 2. All improvements shall comply with City's current requirements. 3. Staff approval of final detailed plans, specifications and calculations (where applicable) for grading, drainage, water, sewer, fire protection, streets (public and private), sidewalks, parking lot(s) and tree preservation. The information submitted for the plat review • • • process was reviewed for general concept only. All public improvements are subject to additional review and approval. 4. Sidewalk construction in accordance with current standards to include a 6' sidewalk with a 10' greenspace along Hollywood Avenue as shonw on the plat. 5. Large Scale Development approval to be valid for one calendar yar. 6. All utilities shall be placed underground. 7. Prior to the issuance of a builiding permit the following is required: a. Grading and drainage permits b. Separate easement plat for this project c. Completion of all required improvements or the placement of a surety with the City (letter of credit, bond, escrow) as required by § 159.34 "Guarantees in Lieu of Installed Improvements" to guarantee all incomplete improvements. Further, all improvements necessary to serve the site and protect public safety must be completed, not just guaranteed, prior to the issuance of a Certificate of Occupancy. STAFF COMMENTS: Little: Staff is requiring a 6' sidewalk with a 10' greenspace along Hollywood Avenue. This item can be approved at the subdivision committee level. There were no further staff comments. SUBDIVISION COMMISSION FINDINGS: Forney: Little: Reynolds: Little: Ward: Burgess: He inquired if this project required any commercial design standard requirements. She responded the ordinance was written according to zone. "In any other commercial, office, institutional, builidings are permitted as a conditional use.." Therefore, she stated it would affect institutional builiidngs. He inquired if the fire station would be laying the utility lines underground. She pointed out on the plat that the "UGE" stood for underground electric. He inquired what the cost of the building would be. He responded approximately'/ million dollars. Commissioner Ward moved to approve LSD 98-23 subject to staff comments. Commissioner Forney seconded said motion. The motion carried on a unanimous vote of 3-0-0. • • LSD 98-24.00: LARGE SCALE DEVELOPMENT (WEST SIDE MIDDLE SCHOOL) NORTH OF MT. COMFORT ROAD AND WEST OF FUTURE RUPPLE ROAD • • This item was submitted by Bob Bryant & Garver & Garver Engineers on behalf of the Fayetteville School District for property located north of Mt Comfort Road and west of the future Rupple Road. The property is zoned P-1, Public and contains approximately 20.0 acres FINDINGS: This project will provide a middle school on the west side of town. The design of the school is identical to the school recently approved for a site on Hwy 45 East. The applicant is requesting reconsideration of several staff comments voiced at the Technical Plat Review meeting of July 1, 1998. These items are detailed in a letter dated July 6, 1998 enclosed in agenda packets for this Subdivision Committee meeting. RECOMMENDATION: Consideration of this project based on staff findings. If the Subdivision Committee chooses to approve this project, staff recommends the following conditions of approval: 1. Plat Review and Subdivision comments (to include written staff comments mailed to the applicant or his representative, and all comments from utility representatives - AR Western Gas, SWBT, Ozarks, SWEPCO, TCA Cable). 2. All improvements shall comply with City's current requirements. 3. The area to the north and west (approx. 200 acres) has been proposed to be a large residential development which could house up to 600-800 houses. 5. The applicant shall provide an access to this site from Mt Comfort road for the purpose of construction as there will be no traffic allowed within the Rupple Road right of way until the City has completed the street construction. 6. Street lights shall be placed at 300' intervals and shall be provided and installed by the applicant. 7. ALL utilities shall be placed underground. 8. Large Scale Development approval to be valid for one calendar year. 9. Any future addition (such as the one indicated on this plat) will be required to go through the Large Scale Development review process for approval • 10. Construction has not yet begun as of this time. After the subdivision is built, a person will be able to turn to the east and then back on to Salem Road. Little: She stated part of the subdivision project will have to be done since the subdivision will provide sewer lines to the school. Once the sewer lines are built, Fayetteville Public Schools will provide a new 8" water main. She noted there was some discussion at Technical Plat Review about the number of curb cuts. She stated the southerly curb cut was a one way curb cut. If the buses were coming from the north to this curb cut, there would be no traffic or safety problem. However, if the buses were coming from the south it would be difficult for the bus to initiate the turn appropriately. She also noted the parking was another issue addressed at Technical Plat Review. The school has increased their parking to 86 spaces which staff feels is still minimal. SUBDIVISION COMMITTEE FINDINGS: Reynolds: He inquired about the width of the throat of the curb cut for the buses. Little: She responded the throat length proposed was approximately 30' wide. Reynolds: He inquired if the developer had measured the length of a bus and the radius it would need in order to make a turn at Ramay Junior High. Amirmoez: She stated the radius has been studied. She said the bus traffic flows from the elementary first, then to the middle school, and then to the junior high school. They separated the bus drop off and angled it after concerns were shown at the last meeting. • Little: She stated staff's concerns were that Mr. Reynolds would not get the subdivision • • built in time. Amirmoez: She stated part of the agreement in the purchase of the school was that the developer, Mr. Reynolds, would provide the access. Sandeen: She had no comments regarding this project. Little: She stated the City would be constructing Rupple Road. There is a requirement for a separate road to provide the school with access from the west for construction. She noted there was a question as to whether the access road woul dneed to be paved, and she said it would not need to be paved. Amirmoez: She stated that the developer has made arrangements for an access road for construction purposes, and the contractors would not have to use Rupple Road during the construction phase. Little: She noted the plat reflects "all new utilities" shall be placed underground and the requirement is that "all utilities on-site" be placed underground. There was a question regarding bringing the line to the site and a line would have to be allowed overhead to the site where it will then be placed underground. The other option the electric company gave the school would be to install a 250 amp line 100% underground which would not be too expensive and would serve their site. Forney: He inquired where would the new electric line be built along Rupple Road. Little: She responded it would come from Mt Comfort along Rupple until it got to the site, where it would then run underground. Reynolds: He inquired what side of Mt. Comfort Road was the present overhead line. Little: They were not sure. Forney: He confirmed there would be no overhead lines on the school project. Little: She confirmed this was accurate. The committee reviewed the elevations presented to them, and there were no comments or requirements regarding the elevations. Forney: He inquired about the throat length and noted it was a very tight spot considering the buses would be backing out into a minor arterial street. • Amirmoez: She recommended that the school could move the parking spaces further to the east which would allow more room for the buses. Forney: He asked if there was not a requirement for a minimum throat length. Little: She responded the minimum requirement for a throat length was a minimum 40 feet. Commissioner Forney moved to approve LSD 98-24 subject to the concerns of the throat width at the southern entrance; the revisions of parking dimension and throat length; and the requirement that utility lines on site be placed underground; and all other staff comments. Commissioner Ward seconded said motion. The motion was unanimously approved on a vote of 3-0-0.
