HomeMy WebLinkAbout1997-12-30 - Minutes• MINUTES OF A MEETING OF THE SUBDIVISION COMMITTEE A regular meeting of the Fayetteville Subdivision Committee was held on December 30, 1997, at 8:30 a.m. in Room 111 of the City Administration Building located at 113 W. Mountain Street, Fayetteville, Arkansas ITEMS REVIEWED: ACTION TAKEN 1. LSD 98-1.00: Sunbridge South Approved MEMBERS PRESENT: Bob Reynolds, John Fomey, and Phyllis Johnson STAFF PRESENT: Alett Little, Chuck Rutherford, Dawn Warrick, and Heather Woodruff. LSD 98-1.00: LARGE SCALE DEVELOPMENT (SUNBRIDGE SOUTH) KEATING ENTERPRISES- W. OF HIRAM DAVIS PLACE & S. OF SUNBRIDGE DR. Large Scale Development (Sunbridge South, pp 289) was submitted by Jorgensen & Associates on behalf of Keating Enterprises, Inc. for property located west of Hiram Davis Place and south of Sunbridge Drive. The property is zoned R -O, Residential -Office and contains approximately 1.32 acres. • Findings: This project is subject to Commercial Design Standards. The proposed development contains three buildings totaling 12,600 square feet. Parking is calculated at 1/200 sq. ft. with 3 additional spaces which will provide for sales office or professional office uses. • Recommendation: Consideration of this project based on staff findings. If the Subdivision Committee chooses to approve this project, staff recommends the following conditions of approval: Conditions of Approval Plat Review and Subdivision comments (to include written staff comments mailed to the applicant or his representative, and all comments from utility representatives - AR Western Gas, SWBT, Ozarks, SWEPCO, TCA Cable) 2. All improvements shall comply with City's current requirements. 3. Staff approval of final detailed plans, specifications and calculations (where applicable) for grading, drainage, water, sewer, fire protection, streets (public and private), sidewalks, parking lot(s) and tree preservation. The information submitted for the plat review process was reviewed for general concept only. All public improvements are subject to additional review and approval 4. Sidewalk construction in accordance with current standards to include a minimum 5' tv\ • Subdivision Meeting December 30, 1997 Page 2 • • sidewalk with a minimum 4' greenspace along Sunbridge Drive and Hiram Davis Place. 5. Large Scale Development approval to be valid for one calendar year. 6. Prior to the issuance of a building permit the following is required: a. Grading and drainage permits b. Separate easement plat for this project c. Completion of all required improvements or the placement of a surety with the City (letter of credit, bond, escrow) as required by § 159.34 "Guarantees in Lieu of Installed Improvements" to guarantee all incomplete improvements. Further, all improvements necessary to serve the site and protect public safety must be completed, not just guaranteed, prior to the issuance of a Certificate of Occupancy. 8. Planning Commission determination of compliance with Commercial Design Standards ordinance. Ms. Little stated the development was subject to the Commercial Design Standards All required information had been added to the plat. The landscaping was shown correctly. The site coverage was 60%. She noted 85% site coverage was allowed. No additional signage was planned on the site other than the white areas on the buildings shown in the elevations. There would be no free standing signage on the site. Mr. Reynolds felt the applicant had done a good job. Mr. Rutherford stated the applicant had met all the sidewalk requirements. Mr. Forney questioned the gravel truck wash near the main entry. Ms. Little explained a truck wash was required for every site, during construction. The wash was not permanent. In response to questions from Ms Johnson, Ms. Warrick stated Hiram Davis was a cul-de-sac which lead to Barbara Gardens. Ms. Little added the drive was a completed private drive with curb and gutter. In response to questions from Ms. Johnson, Ms. Little stated the development had three buildings with a total of 12,600 square feet. The parking had been calculated at 1 space per 200 square feet for a total of 60 parking spaces. The applicant had provided 63 spaces, which did not exceed the 20% overage allowed by ordinance. No compact parking spaces had been proposed. • Subdivision Meeting December 30, 1997 Page 3 • • Mr. Chris Brackett stated there were four PVC pipes under the drive for utility crossings. In response to questions from Mr. Forney, Mr. Keating stated the buildings would be used as office space. MOTION Mr. Forney moved the approve the item. Ms. Johnson seconded the motion. The motion carried by a 3-0-0 vote.
