MINUTES OF A MEETING OF THE
SUBDIVISION COMMITTEE
A meeting of the Subdivision Committee was held on February 15, 1996 at 9:00 a.m. in Room 111 of the City
Administration Building, 113 W. Mountain, Fayetteville, Arkansas.

MEMBERS ABSENT: Charles Nickle and Bob Reynolds

The first item on the agenda was the large scale development for Campbell Soup Company Expansion submitted by
McClelland Consulting Engineers on behalf of Campbell Soup Company for property located at the northeast corner
of Razorback and 15th Street. The property contains 61.95 acres and is zoned 1-2, General Industrial.
Mr. Shireman requested that the right of way dedication be discussed. His concern was that there was only 35'
between the dedication and an existing structure (Hatchery.) He stated if the dedication was made, the right of way
would be in the parking lot. He expressed concern regarding the locations of landscape screening and fire hydrants
and he further expressed concern regarding truck traffic circulation issues. Additionally, he inquired who would
bear the expense in relocating the hydrant. He requested that all the right of way be dedicated on the south side of
the highway. Mr. Shireman stated that at present, he did not have Campbell Soup's Board of Directors approval.
Mr. Shireman stated that the additional hydrants as requested at Plat Review were a problem and would require
boring (2 borings at a cost of $3,500.) He requested that the hydrants be waived until October which was the
intended occupancy date.
Mr. Allred stated that no certificate of occupancy would be issued until the hydrants are functional and this
condition should be included in the staff report.
Discussion ensued regarding the access points and truck traffic. Mr. Shireman stated they would develop an
emergency vehicle access drive.
Regarding the right of way dedication, Mr. Beavers stated that the request for right of way dedication did not
require that widening of the highway be constructed. Mr. Lane requested the dedication to be 40' on either side of
the center line of the highway.
Mr. Beavers commended McClelland for their submission of an above average drainage and grading plan.
Mr. Shireman stated they would provide documentation regarding the private maintenance of the on-site drainage
system. Mr. Beavers stated this would be required prior to issuance of a certificate of occupancy.
Ms. Sandeen stated they applicant proposed to remove one tree. Regarding the parking lot, she stated city ordinance
required that they bring a percentage of the parking lot up to current standards and the landscape plan reflected
additional trees. Ms. Britton requested that particular attention be paid to assuring that the view triangle remain
open and unhindered. Mr. Arnold stated he had requested that Campbell Soup hire a professional landscaper.
Discussion ensued.
Mr. Lane requested that the applicant contact Ed Connell in the land department regarding a legal description of the
requested right of way.

MOTION
Ms. Britton made a motion to forward the large scale to the Planning Commission subject to staff comments and
conditions with the recommendation of the Subdivision Committee.
Mr. Allred seconded the motion.
