MINUTES OF A MEETING OF
THE SUBDIVISION COMMITTEE
A regular meeting of the Subdivision Committee was held on Thursday, August 31, 1995 at 10:30 a.m. at the
City Administration Building at 113 W. Mountain, Room 111, Fayetteville, Arkansas.
MEMBERS PRESENT: Jerry Allred, Jana Lynn Britton, and Robert Reynolds
MEMBERS ABSENT: Charles Nickle
STAFF PRESENT: Don Bunn, Janet Johns, Rich Lane, and Beth Sandeen.
LARGE SCALE DEVELOPMENT - GYNETECH OFFICE & WAREHOUSE
DENNIS BECKER - 3421 S. SCHOOL AVENUE
The first item on the agenda was the large scale development submitted by Dennis Becker on behalf of Gynetech,
Inc. For property located at 3421 S. School Avenue which is south of Sunrise Mountain Road and west of S. School
Avenue. The property is zoned C-2, Thoroughfare Commercial and A-1, Agricultural and contains 15.84 acres.
Ms. Britton inquired as to the location of the subject tract and Mr. Becker stated it was off Highway 71.
Mr. Bunn stated the plat review comments were reflected on the subject plat.
Ms. Sandeen requested that the plat reflect fencing around the trees to be preserved, designation of the concrete
washout location and equipment storage location.
• Mr. Becker noted the city had removed 6 trees along the street right of way.

Mr. Allred inquired as to the disposition of the large vacant area of the tract and Mr. Bunn responded that if the
property was to be developed at a later date, requirements for either subdivision, large scale, or lot split would be
applicable. Discussion ensued.
Discussion ensued regarding a option to pave both sides of the street as suggested by Ms. Britton. Mr. Bunn stated
one-half of the road would be required to be paved at development of the subject tract and the remaining would be
provided under a bill of assurance. Further, Mr. Bunn stated if they wanted to consider an option of paving both
lanes of the required paving, Mr. Becker should contact Mr. Allen and Mr. Crosson to see if the City might offer to
participate.
Mr. Becker stated he had contact Mr. Wade Jones with the Airport Commission and presented an air easement
which the project was in compliance with.
MOTION
Mr. Reynolds made a motion to approve and forward the large scale development subject to staff recommendations.
Mr. Allred seconded the motion.

PRELIMINARY PLAT - PINE CREST ADDITION, PHASE III
BMP DEVELOPMENT - E OF SALEM, N OF WEDINGTON
The last item on the agenda was the preliminary plat of Pine Crest Addition, Phase III submitted by Northwest
Engineers on behalf of BMP Development for property located east of Salem Road, north of Wedington Drive. The
property is zoned R-1.5, Moderate Density Residential and contains 1.97 acres with 5 proposed Tots.
Mr. Jones stated the park land would be correctly shown on the final plat. Further Mr. Jones stated they were in
contact with the Parks Department on granting of the park land deed.
Ms. Britton inquired as to the status of the street connection and Mr. Jones stated an agreement had been reached
with Ms. Little and Mr. Bunn to accept the curb as the north edge of the street and BMP would dedicate 30 feet of
right of way. Discussion ensued.
Mr. Reynolds inquired if street names had been approved and Mr. Jones stated the entire street would be named
Pinecrest.
Ms. Sandeen requested the plat reflect fencing around trees and further inquired if any fill would be used on the
subject area. Mr. Jones responded no fill would be used and stated there could be changes to the tree preservation
plans until they get the final construction plans drawn. Ms. Sandeen stated he should coordinate with her at the time
they submitted a grading plan.
Mr. Jones stated there would be sidewalks on both sides of the street and Mr. Reynolds requested that the same be
reflected on the plat.
MOTION
Mr. Reynolds made a motion to approve and forward the preliminary plat subject to staff comments.
Mr. Allred seconded the motion.

OTHER BUSINESS
Mr. Bunn stated FEMA studies were scheduled to begin in the recent future. Further he gave an overview of the
Cato Springs Branch Corp of Engineers' project stating there had been a larger discrepancy between the bids
received and the Corp's estimated cost of the project resulting in a postponement of the improvements.
