HomeMy WebLinkAbout1995-06-01 - Minutes• • MINUTES OF SUBDIVISION COMMITTEE MEETING A meeting of the Fayetteville Subdivision Committee was held on Thursday, June 1, 1995 at 10:30 a.m., in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: Robert Reynolds and Jana Britton OTHERS PRESENT: Alett Little, Janet Johns, Kerry Coburn, and others. LARGE SCALE DEVELOPMENT - NORTH STREET APARTMENTS (FORMERLY CARL WALKER APARTMENTS) DAVE JORGENSEN - E OF RR TRACKS, N OF NORTH ST, W OF GREGG The first item was the large scale development for North Street Apartments formerly submitted as Carl Walker Apartments by Walker Construction now represented by Dave Jorgensen for property located east of the railroad tracks, north of North Street and west of • Gregg Street. This property is zoned R-2, Medium Density Residential and contains 2.15 acres. • Ms. Britton inquired as to the reason this item had been brought back to the Committee and Ms. Little stated that the project had been tabled at the Subdivision Committee Meeting on March 2, 1995. Further she stated that it had been to Plat Review Meeting on May 4, 1995, and Subdivision Committee on May 1, 1995, and was again tabled. Ms. Little distributed additional Minutes due to the fact that this was not on the agenda for the last Plat Review and was not included in Minutes contained in the agenda packet. Further she stated that the trail issue and dumpster matter had been resolved and that a tree preservation plan had been submitted. Mr. Hennelly explained the tree preservation plan started that the total existing canopy was 27%. He stated that 1% of the canopy at the north and west sides would be preserved and that replanting of 26 white pines would be provided to meet the 20% preservation of the canopy per Tree Ordinance requirements. Ms. Little stated that 100% preservation of the canopy would be achieved. • • • Subdivision Committee Minutes June 1, 1995 Page 2 Ms. Britton requested that the 10 -foot access and utility easement be clearly identified on the plat. Mr. Hennelly stated that it was 10 feet from the boundary to the edge of the pavement and further stated he would show same on the plat. Discussion ensued regarding the redesign to provide adequate turnaround for the dumpster. Mr. Reynolds inquired as to whether or not the fire protection issue had been resolved. Mr. Hennelly stated a fire hydrants had been added to the south and north. Ms. Britton inquired as to whether or not they would add another dumpster and Mr. Hennelly stated they were not planning to add one but if the need arose they could add one on the south end and provide screening for same. Mr. Reynolds inquired as to whether or not the Trails Advisory Board was satisfied with the plan. Ms. Little stated that it had not been to the Trails Advisory Board but that it had been to Parks Department which took money in the amount of $5,040 in lieu of land dedication. Discussion ensued regarding the easement being dedicated as access and utility. Ms. Britton inquired as to the effect the railroad right of way might have on the trees in the easement. Mr. Hennelly responded that the tree line was 25 feet from the centerline of the railroad tracks. Discussion ensued. Mr. Reynolds made a motion to forward the plat to the Planning Commission with staff comments and the recommendation of the Subdivision Committee. Ms. Britton seconded the motion. • • • Subdivision Committee Minutes June 1, 1995 Page 3 LARGE SCALE DEVELOPMENT - PETROMARR MARK CRANDEL - N OF SUNBRIDGE, E OF GREGG The next item was the large scale development for Petromark, Inc. submitted by Mark Crandel for property located north of Sunbridge Drive, east of Gregg. This property is zoned C-2, Thoroughfare Commercial and contains 2.42 acres. Ms. Little distributed Minutes of Plat Review dated May 4, 1995 and Minutes of Subdivision Committee Meeting dated May 11, 1995, where the item was tabled for additional site work. She also distributed a sheet detailing a peak traffic count of a similar facility as supporting data for excess parking requested. Ms. Britton expressed concern with the site plan's access point's proximity to the intersection and additionally stated that the subject plat showed three exit points and two entrances. Discussion ensued regarding various access options and safety concerns with traffic flow. Ms. Britton stated that she recommended the curb cut be placed further from the corner. Ms. Little stated staff would support additional curb cut to Gregg only if it were shared access with the lot to the north as reflected on the plat. Further, she noted the development plat was in conflict with the landscaping plan dated 5-20-95. Discussion ensued regarding notations on the landscape plan which reflected a tree in the designated curb cut of the development plan. Mr. Turner stated that the landscape plan was in error and no trees were at that location. Discussion ensued regarding resolution of the access issue. Mr. Crandel stated the original plan was to locate the curb cuts as close as possible to the intersection but staff had requested that those be moved back and the current drawing reflected same. Mr. Turner expressed his concern regarding the movement of traffic on the parking lot and asked the Committee to consider the importance of ease of access to their business. Further, he stated that expected store traffic was in the range of 700-1100 per day, car wash traffic generating a minimum of 100 cars per day, and additional traffic congestion associated with drive through food • • Subdivision Committee Minutes June 1, 1995 Page 4 service window, thus the request for a shared access exit to allow ease of traffic flow. Discussion ensued regarding the number of exits and Ms. Little stated under the parking lot ordinance all out going exits required two striped exit lanes (one turn and one straight.) Ms. Britton expressed concern regarding safety and the potential for accidents. Regarding the car wash exit, Ms. Little stated the same had been located on the property line to provide shared access. Mr. Crandel stated they had made every effort to accommodate the staff's requests. Discussion ensued regarding various other stores operated by the developer and the expertise same afforded him in dealing with traffic concerns and expectations. Ms. Little inquired as to the location of the sidewalk and requested same be set back 4 feet from the curb. Further, she inquired as to whether or not they were planning to curb to the from of the walk. Mr. Crandel stated the plan was to construct the walk and provide a grass area. Ms. Little requested extension of the throat and curb and noted same on the plat. Mr. Reynold inquired as to whether or not a sidewalk would be constructed along the a designated line of property and Mr. Crandel responded it would be done at a later time. Ms. Little requested that the plat reflect correct green areas and curb location. Further, she stated that Gregg would be widened in the future but that no off site improvements were being required for this project due to the fact that Gregg at the subject location was a stated highway. Ms. Little inquired as to whether or not the canopy and pumps had been relocated. Discussion ensued and Ms. Little stated that the canopy could be within 25 feet. Discussion ensued regarding changes to approved plats and the effect same had on issuance of building permits, the scale of the subject plat. • Discussion ensued regarding the location of the pumps and canopy. Mr. Crandel stated there would be 15 feet to the edge of the canopy • • • Subdivision Committee Minutes June 1, 1995 Page 5 which would allow ample room for maneuvering and access to the front door. Ms. Little requested the tree plan needed to remove a tree from the drive and reflect which trees were to be preserved. Mr. Reynolds made a motion to forward the plat to the Planning Commission without a recommendation from the Committee and subject to staff comments. There was no second to the motion. • Subdivision Committee Minutes June 1, 1995 Page 6 PRELIMINARY PLAT - DOUBLE TREE ESTATES, PHASE II LES HOWELL & EUGENE TOY - W OF MT COMFORT, E OF DOUBLE SPRINGS The next item was the preliminary plat for Double Tree Estates, Phase II, submitted by Jorgensen Engineering on behalf of Les Howell and Eugene Toy for property located west of Mt. Comfort Road, east of Double Springs Road. This property is zoned R-1, Low Density Residential and contains 27 lots within 57.01 acres. Ms. Little stated there no tree preservation was required because the subject tract was in the county. Further, she stated that fire hydrants were in place but were not required under county standards and since the project was close to city standards she inquired as to whether or not the developer would consider installing streetlights. Discussion ensued regarding the location of the subject area and • stub outs with asphalt curbs. • Mr. Hennelly stated that he would provide a letter of approval from the county which met to discuss the matter on June 1, 1995 at 3:00. Ms. Little stated in the event the project failed at the county level, the project would not be accepted as a matter before the Planning Commission. Ms. Britton inquired as to whether or not fire hydrants were in place and functioning and Ms. Little stated they were under fire protection contact. Mr. Reynolds inquired as to whether or not the sidewalk issue had been taken care of and Ms. Little stated it had and added that the streets were city standard 31 feet. Discussion ensued regarding the county standard for curb and gutter streets done with a 50 feet right of way and 30 feet streets. Mr. Reynolds requested that the streetlight issues be resolved prior to Planning Commission meeting and Mr. Hennelly stated he would discuss same with the developer. Mr. Reynolds inquired as to whether or not the drainage issues had • • • Subdivision Committee Minutes June 1, 1995 Page 7 been resolved and Mr. Hennelly explained the drainage plan and stated that there would not be any off-site drainage released. Mr. Reynolds made a motion to forward the plat to the Planning Commission with recommendation and subject to staff comments. Ms. Britton seconded the motion. Subdivision Committee Minutes June 1, 1995 Page 8 PRELIMINARY PLAT - EMERALD SUBDIVISION, PHASE II J.B. HAYS - N OF TOWNSHIP, N OF WESTVIEW The next item was the preliminary plat for Emerald Subdivision, Phase II, submitted by Jorgensen Engineering on behalf of J.B. Hays for property located north of Township, north of Westview Drive. This property is zoned R-2, Medium Density Residential and contains 3 lots within 2.13 acres. Ms. Little stated there were three issues needing resolution with the project which were: fire protection, parks, and street failure. Mr. Hennelly stated a static pressure and flow test was schedule for the hydrant during the first week of June. Further, he stated in the event flows were inadequate they would correct same. Ms. Little asked for notification to the planning office by June 7, 1995. Further, Mr. Hennelly stated if needed the developer would add an additional hydrant. Discussion ensued regarding problems with fire flow pressure in the subject area. Ms. Britton expressed concern regarding connected access to the subdivision and safety issues. Discussion ensued regarding a proposed access vacation, private drives, and slope of lots on the property. Ms. Little requested that the slope of each lot be noted on the plat. Ms. Little expressed concern regarding the lateral failure of Emerald Road. Discussion ensued regarding whether or not the developer should be required to improve said road and the fact that to correct the problem the entire street would need to be taken up. Ms. Little requested that the Parks Board make a decision prior to the item being brought to the Planning Commission. Discussion ensued regarding protocol. Mr. Reynolds made a motion to table the matter until a decision was made at Parks Board. • • Subdivision Committee Minutes June 1, 1995 Page 9 Subdivision Committee Minutes June 1, 1995 Page 10 FINAL PLAT - WINDY HILL HENRY & LORITA SIMMONS, N OF JOYCE, W OF OLD WIRE The next item was the final plat for Windy Hill submitted by Landtech Engineering on behalf of Henry and Lorita Simmons for property located north of Joyce Street, west of Old Wire Road. This property is zoned R-1, Low Density Residential and contains 8 lots within 51.31 acres. Ms. Little stated the subject area was located in the county and further she stated the city had agreed to participate in a water line project to upgrade the 2 inch water main with a 6 inch line. Discussion ensued. Ms. Little stated that the project reflected common drives and requested that the grades be noted on the plat. Ms. Britton suggested water and sewer lines be located in the street right of way instead of dedicating additional utility easements. Discussion ensued regarding the ravine abutting the street right of way, the general conflict involved between utility easements and tree preservation requirements, limiting easement size and the affect of grades on same, and clearance to grade of the entire 50 feet street right of way. Mr. Reynolds made a motion to forward the plat to the Planning Commission with recommendation and subject to staff comments. Ms. Hammons stated that she would forward a letter of approval from the county. • Subdivision Committee Minutes June 1, 1995 Page 11 PRELIMINARY PLAT - COYOTE TRAIL (FORMERLY DEANE SOLOMAN PLACE) E.H. SONNEMAN & SARA SONNEMAN AGEE - S OF LORI, E OF DEANE SOLOMON The final item was the preliminary plat for Coyote Trail formerly Deane Soloman Place submitted by WBR Engineering on behalf of E.H. Sonneman and Sara Sonneman Agee for property located south of Lori Drive, east of Deane Soloman Road. This property is zoned R-1.5, Moderate Density Residential and contains 16 lots within 5.65 acres. Mr. Reynolds inquired as to the reason for requiring off-site improvements for one-half of Deane Solomon Road and Ms. Little stated that the church adjoining the subject property was required to provide additional off-site improvements for the other side of Deane Solomon Road. • Ms. Little requested that notice to adjoining property owners be provided to Planning by Monday, June 5, 1995. • Mr. Rudasill presented two separate plats with different orientations; one with entrance to the north and the other with entrance to the south. Discussion ensued regarding prior issues with extension of Moore Lane and Coyote Trail and problems in crossing fairways, greens, and tee boxes on Razorback Golf Course. Ms. Britton stated that Coyote Trail was private access. Ms. Little noted that if the entrance was on Coyote Trail that it would be made public and Mr. Rudasill stated that right of way had been obtained to provide same. Discussion ensued regarding alignment of Moore Lane. Ms. Little stated that an entrance on the south would provide a future connection. Mr. Rudasill stated the project was geared to attract golf enthusiasts and further stated a cart path was planned for access to the golf course. Discussion ensued duplexes and landscaping. Mr. Reynold requested that the plat reflect a 5 feet cart path with a 10 feet easement. Ms. Britton expressed concern regarding the fact that the back of • Subdivision Committee Minutes June 1, 1995 Page 12 the lots faced Deane Solomon and Mr. Rudasill stated that screening would provided. Discussion ensued regarding the tree preservation plan. Mr. Rudasill stated that there was an existing tree row (25 trees) on the west side of the property and an additional tree row along Coyote Trail. Further he stated the existing canopy coverage was 7.5% including shrubbery and all of the canopy would be preserved and additional trees would be planted to equal a 20% canopy. Ms. Little requested a name for the new street to the south. Mr. Rudasill requested "Township" due to the fact that same was in line with current existing Township. Ms. Little requested that Deane Solomon be shown to be dimensioned as 40 feet, cart path reflected on the cart path, and the street name be noted on the plat. 111 Mr. Rudasill requested to present two plats to the commission. Ms. Britton made a motion to recommend the south entrance plat to the Planning Commission subject to staff comments. Discussion ensued regarding the ravine abutting the street right of way, the general conflict involved between utility easements and tree preservation requirements, limiting easement size and the affect of grades on same, and clearance to grade of the entire 50 feet street right of way. • Mr. Reynolds made a motion to forward the plat to the Planning Commission with recommendation and subject to staff comments. SONNEMAN & SARA SONNEMAN AGEE - S OF LORI, E OF DEANE SOLOMON The final item was the preliminary plat for Coyote Trail formerly Deane Soloman Place submitted by WBR Engineering on behalf of E.H. Sonneman and Sara Sonneman Agee for property located south of Lori Drive, east of Deane Soloman Road. This property is zoned R-1.5, Moderate Density Residential and contains 16 lots within 5.65 acres. Mr. Reynolds inquired as to the reason for requiring off-site improvements for one-half of Deane Solomon Road and Ms. Little stated that the church adjoining the subject property was required to provide additional off-site improvements for the other side of Deane Solomon Road. • Ms. Little requested that notice to adjoining property owners be provided to Planning by Monday, June 5, 1995. • Mr. Rudasill presented two separate plats with different orientations; one with entrance to the north and the other with entrance to the south. Discussion ensued regarding prior issues with extension of Moore Lane and Coyote Trail and problems in crossing fairways, greens, and tee boxes on Razorback Golf Course. Ms. Britton stated that Coyote Trail was private access. Ms. Little noted that if the entrance was on Coyote Trail that it would be made public and Mr. Rudasill stated that right of way had been obtained to provide same. Discussion ensued regarding alignment of Moore Lane. Ms. Little stated that an entrance on the south would provide a future connection. Mr. Rudasill stated the project was geared to attract golf enthusiasts and further stated a cart path was planned for access to the golf course. Discussion ensued duplexes and landscaping. Mr. Reynold requested that the plat reflect a 5 feet cart path with a 10 feet easement. Discussion ensued regarding the tree preservation plan. Mr. Rudasill stated that there was an existing tree row (25 trees) on the west side of the property and an additional tree row along Coyote Trail. Further he stated the existing canopy coverage was 7.5% including shrubbery and all of the canopy would be preserved and additional trees would be planted to equal a 20% canopy. Ms. Little requested a name for the new street to the south. Mr. Rudasill requested "Township" due to the fact that same was in line with current existing Township. Ms. Little requested that Deane Solomon be shown to be dimensioned as 40 feet, cart path reflected on the cart path, and the street name be noted on the plat. • Mr. Rudasill requested to present two plats to the commission. • Ms. Britton made a motion to recommend the south entrance plat to the Planning Commission subject to staff comments.
