MINUTES OF A SUBDIVISION COMMITTEE MEETING
A meeting of the Fayetteville Subdivision Committee was held on Thursday, March
2, 1995 at 10:30 a.m., in Room 111 of the City Administration Building, 113 West
Mountain Street, Fayetteville, Arkansas.
MEMBERS PRESENT: Jerry Allred, Jana Britton and Robert Reynolds
MEMBERS ABSENT: Charles Nickle
OTHERS PRESENT: Alett Little, Don Bunn, Tim Conklin, Sharon Langley, and
others.
LARGE SCALE DEVELOPMENT - NORTH STREET APARTMENTS
CARL WALKER - N OF NORTH STREET, W OF GREGG
The first item was a large scale development for North Street Apartments
submitted by Carl Walker for property located north of North Street and west of
Gregg Street. The property is zoned R-2, Medium Density Residential.
Me. Little advised there had been significant revisions to the plat but there
were still other items which needed to be changed. She noted those items
included a listing of adjoining property owners on the plat. She explained to
the Subdivision Committee a decision was made regarding whether it was feasible
to ask that the street within the development be made public. She stated that,
after looking at the street both on-site and via aerial, it had been determined
it was not feasible to make the street public. She pointed out all of the
parking did back out directly on the street but noted that, with the linear
layout of the property, nothing else could be done. She also noted there had
been some question regarding the line of sight and the location of the drive on
North Street. She stated that, after on-site review, it was determined the drive
was at the best location. She pointed out the buildings were set back as far as
possible from the railroad track.
In response to a question from Mr. Conklin, Mr. Walker advised a survey had been
ordered but, due to the weather, he was not sure when it would be completed.
Ms. Little advised the survey would have to be filed with the Planning Division
prior to progressing the plat to the Planning Commission.
Mr. Conklin also advised the legal description would have to be placed on the
plat together with the zoning, required number of parking spaces. He noted trees
would have to be placed in the islands in the parking lot in order to comply with
the new parking lot ordinance.
Me. Britton expressed her belief there was a public interest served by requiring
through access to potential development to the north. She asked if the developer
could not dedicate an access easement to the adjacent property. She expressed
her belief that an access easement would be beneficial for emergency vehicles and
better circulation.
Ms. Little explained the property to the north was a small triangle and the only
way to provide a street would be up the hill and out to Gregg.
Ms. Britton stated she was not referring to a public street but just an access
easement to the adjoining property. She further noted she did believe there
should be street lights on the property as a safety measure.
Ms. Little suggested the building setback could be designated as an access
easement.

because it was currently railroad right-of-way.

LARGE SCALE DEVELOPMENT - SPRING PARR SUBDIVISION, PHASE II
CLARY DEVELOPMENT - N OF JOYCE ST., W OF HWY 71B
The next item was a large scale development for Spring Park Subdivision, Phase
II, submitted by Robert Brown on behalf of Clary Development for property located
north of Joyce Street, west of Highway 71B. The property contains 9.51 acres and
is zoned C-2, Thoroughfare Commercial.
Ms. Little advised one of the main issues discussed at plat review was street
lighting along Joyce Street.
Mr. Jeff Maxwell, representing the developer, advised the street lights were
shown on the plat and had been ordered from SWEPCO. He explained SWEPCO wanted
to wire all of the street lights at the same time.
Mr. Robert Brown advised the plat had been revised and reviewed the changes to
the plat.
Ms. Little stated the parking lot would need to meet the new parking lot
ordinance.
Mr. Brown stated the new ordinance called for a maximum ratio of 4 spaces for
every 1,000 square feet of floor space. He advised the subject tract was figured
at a radio of approximately 5.56. He explained that, as a part of their
agreements with tenants of the entire Spring Park development, the ratio of
parking could not be less than 5 spaces per 1,000 square feet.
Ms. Little stated the ordinance would not affect those large scale developments
which had been approved. She explained he could request a waiver from the
Planning Commission for the existing tract.
In response to a question from Mr. Reynolds, Mr. Brown advised the additional
fire hydrants had been added per Chief Jackson's request.
MOTION
Mr. Reynolds moved to forward the plat to the Planning Commission with staff and
Subdivision Committee recommendations.
Ms. Britton added a provision that the developer would have the landscaping on
the parking lot worked out prior to review by the Planning Commission. She then
seconded the motion.

LARGE SCALE DEVELOPMENT - CENTRAL UNITED METHODIST CHURCH
UNITED METHODIST CHURCH - N OF DICKSON, W OF COLLEGE
The next item was a large scale development for Central United Methodist Church
submitted by Bob Kelly on behalf of the church for property located north of
Dickson, west of College. The property contains 4.72 acres and is zoned R -O,
Residential -Office.
Mr. Conklin advised a variance would need to be requested for the parking lot
setback along Highland Avenue. He explained the requirement was 15 feet from the
street right-of-way since it was R -O zoning.
Mr. Kelly advised there was only one area with a setback problem.
Ms. Little reminded Mr. Kelly the parking area would have to be screened under
the new ordinance.
Ms. Britton stated they would need to be careful to keep the sight lines open.
She stated she believed 2 1/2 feet was the maximum height for screening within
25 feet from the intersection.
There was discussion regarding the type of plant material which could be used.
Mr. Conklin stated the developer would need to contact the Inspection Department
regarding the size and location of their sign.
Mr. Kelly then showed pictures of the existing building and a rendition of the
proposed building.
MOTION
Ms. Britton moved to forward the plat to the Planning Commission with staff and
Subdivision Committee recommendations subject to the Board of Adjustment
approving the setback variance.
Mr. Reynolds seconded the motion.
Mr. Allred asked why the plat had to be sent to the Board of Adjustment prior to
going before the Planning Commission.
Ms. Little advised they could be done at the same time since it was a parking lot
variance.
Ms. Britton amended her motion to forward the plat to the Planning Commission
with staff and Subdivision Committee comments and recommendations.
Mr. Reynolds seconded the motion.

PRELIMINARY PLAT - WILLOW SPRINGS, PHASE III
RALPH WALKER - N OF WEDINGTON, E OF CARLSBAD TRACE
The next item was a preliminary plat for Willow Springs, Phase III, submitted by
Glenn Carter, Jorgensen & Associates, on behalf of Ralph Walker for property
located north of Wedington, east of Carlsbad Tract. The property is zoned R-1.5,
Moderate Density Residential, and contains 70 proposed lots.
After discussion regarding the location of the subject subdivision in conjunction
with Bridgeport Subdivision, the matter was temporarily tabled in order for staff
to get a copy of the Bridgeport plat.

LARGE SCALE DEVELOPMENT - LAFAYETTE-GREGG APARTMENTS
BOB KELLY - NORTHWEST CORNER OF LAFAYETTE & GREGG STREETS
The next item was a large scale development for the Lafayette -Gregg Apartments
submitted by Bob Kelly for property located at the northwest corner of Lafayette
and Gregg. The property contains .64 acres and is zoned R-3, High Density
Residential.
Ms. Little explained there was a problem with fire protection in the subject area
but staff was hoping to put together a project which would go into the CIP so the
water lines could be upgraded. She stated this was an area which they wanted to
encourage in -fill. She advised the Committee she was scheduling a meeting
between herself, Don Bunn and Mickey Jackson in order to provide a comprehensive
list of those areas that did not have adequate fire protection within the City
and attempt to get those areas upgraded. She explained the developer had
requested the project go forward to the Planning Commission with approval subject
to the water supply being upgraded.
Mr. Kelly showed a rendition of the proposed apartment.
Mr. Bunn explained they could fight a fire in the area but the water pressure did
not meet the standard criteria.
Ms. Britton asked if it was standard for the parking to abut next to the property
line.
Mr. Kelly explained he had tried to pull the parking forward rather than have a
large parking lot.
She also asked about the width of the drive on the north side of the building.
Mr. Kelly agreed the drive could be narrower.
MOTION
Mr. Reynolds moved to table the item.

The Subcommittee then reviewed the preliminary plat for Willow Springs, Phase
III.
Mr. Conklin provided the plat for Bridgeport Subdivision, Phase II and showed the
connections between Willow Springs and Bridgeport. He also pointed out the parks
lands for Fieldstone, Bridgeport and Willow Springs adjoined.
Staff verified the streets connected and the sidewalks were placed on the same
side of the street on both subdivisions.
MOTION
Mr. Reynolds moved to forward the plat to the Planning Commission with staff
comments.
Mr. Allred seconded the motion.
