HomeMy WebLinkAbout1994-09-01 - Minutes• • • MINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the Fayetteville Subdivision Committee was held on Thursday, September 1, 1994 at 10:30 a.m., in Room 326 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: Kenneth Pummill and Tom Suchecki OTHERS PRESENT: Klett Little, Tim Conklin, Don Bunn, Dave Jorgensen and Sharon Langley FINAL PLAT - MISSOURI OAKS SUBDIVISION (FORMERLY THE MEWS) LIN -HILL CO. - S OF ZION, E OF OLD MISSOURI RD. The first item was a final plat for Missouri Oaks Subdivision (formerly The Mews) submitted by Dave Jorgensen on behalf of the Lin -Hill Company for property located south of Zion Road, east of Old Missouri Road. The property is zoned R- 2, Medium Density Residential, and contains 8.24 acres with 22 proposed lots. In response to a question from Mr. Pummill, Mr. Jorgensen confirmed there was a stub out to the Sweetser property. Ms. Little asked for copies of the restrictive covenants, explaining the private drainage easement adjacent to lots 1 through 7 would need to be maintained the residents of the subdivision. Mr. Jorgensen advised there would also be maintenance of the easement. Ms. Little also noted she did not believe to be constructed at the present time. Mr. Jorgensen agreed and stated he did not believe it would be as expensive to place the sidewalk after the street had been widened. In response to a question from Ms. Little, Mr. Jorgensen stated the owner would need to decide what would be constructed on Lots 13 and 18. a notation made on the plat regarding the sidewalks along Zion Road needed Mr. Conklin stated he believed he had requested 30 feet from the centerline of Old Missouri Road for right-of-way but the plat only showed 25 feet. He advised he would re -check the amount of right-of-way needed. There was also discussion regarding another easement and Mr. Jorgensen explained he had talked with city staff and had received permission to have a 15 -foot easement rather than a 25 -foot easement. Mr. Bunn agreed and stated 15 feet would be adequate. Ms. Little advised Mr. Jorgensen needed to check the status of the grading plan. MOTION Mr. Suchecki moved to forward the plat to the Planning Commission. Mr. Pummill seconded the motion. • Subdivision Committee September 1, 1994 Page 2 • • FINAL PLAT - STONE BRIDGE SUBDIVISION, PHASE II MELVIN HOLMES - S OF WYMAN RD., W OF STONE BRIDGE RD. The next item was a final plat for Stone Bridge Subdivision, Phase II, submitted by Dave Jorgensen on behalf of Melvin Holmes for property located south of Wyman Road, west of Stone Bridge Road. The property is zoned R-1, Low Density Residential, an contains 3.93 acres with 10 proposed lots. In response to a question from Mr. Pummill, Mr. Jorgensen stated Sherlock would tie-in to another tract of property to the south. He further stated he would put a note on the plat that the cul-de-eac would become permanent after two years. Mr. Bunn explained it would need to be a part of the contract with the owner. Ms. Little requested a copy of the plat at 1 inch equaled 100 feet and a copy of the restrictive covenants. Mr. Conklin requested a sidewalk be shown on the east side of Lot 1. There was also discussion regarding the temporary cul-de-sac and how it would be constructed. Mr. Bunn suggested a roll -type curb to contain the asphalt. Ms. Little requested Mr. Jorgensen contact the City Drafting Division regarding the legal description for the tract. MOTION Mr. Suchecki moved to forward the plat to the full Planning Commission. Mr. Pummill seconded the motion. • Subdivision Committee September 1, 1994 Page 3 • • FINAL PLAT - WILLOW SPRINGS, PHASE II RALPH WALKER - S OF MT. COMFORT, W OF NIPPLE RD. The next item was a final plat for Willow Springs, Phase II submitted by Dave Jorgensen on behalf of Ralph Walker for property located south of Mt. Comfort, west of Rupple Road. The property is zoned R-1.5, Moderate Density Residential, and contains 12.21 acres with 55 lots. Ms. Little requested a copy of the restrictive covenants. She also asked about the temporary cul-de-sac and how soon the adjoining phase would develop. Mr. Jorgensen advised the developer was starting the design on the phase immediately to the west. In response to a question from Mr. Conklin, Mr. Jorgensen advised this subdivision would eventually connect (going through Bridgeport Subdivision) to Mt. Comfort Road. Mr. Conklin requested the off-site easements be dedicated by a separate easement. MOTION Mr. Suchecki moved to forward the plat to the full Planning Commission. Mr. Pummill seconded the motion. • • • Subdivision Committee September 1, 1994 Page 4 FINAL PLAT - SDNBRIDGR CENTER DR MAB NETTLESHIP - E OF GREGG, N OF TOWNSHIP The next item was a final plat for Sunbridge Center submitted by Dave Jorgensen on behalf of Dr. Mae Nettleship for property located on the east side of Gregg, north of Township. The property is zoned C-1, Neighborhood Commercial, and R -O, Residential - Office. There was discussion regarding showing the existing house and The New School buildings on the plat. Mr. Bunn advised he did not believe the buildings needed to be shown on the final plat. Ms. Little asked about access to The New School. Mr. Jorgensen explained they would be currently had a 30 -foot access easement access. He advised the access easement purchasing lot 13 for access but they (shown as the dotted line on lot 13) for was a private easement. Mr. Jorgensen also noted most of the lots within the subdivision would be developed as large scale developments since the majority of the lots were over one acre in size. Ms. Little requested the legal description for the off-site easement and a copy of the restrictive covenants. She also requested the construction of the street to Villa Boulevard be included in the contract for uncompleted improvements. She asked if the grading plan had been submitted and approved. Mr. Jorgensen advised he had written a legal description for the access easement to Villa. He further stated the developer planned on constructing the road in the near future. Mr. Conklin asked if there was a street name for the street going to Lakeside Village. Mr. Jorgensen stated it had been named Keystone Crossing. MOTION Mr. Suchecki moved to forward the plat to the full Planning Commission. Mr. Pummill seconded the motion. The meeting adjourned at 11:10 a.m.
