MINUTES OF A SUBDIVISION COMMITTEE MEETING
A meeting of the Fayetteville Subdivision Committee was held on Thursday, July
28, 1994 at 10:30 a.m., in Room 326 of the City Administration Building, 113
West Mountain Street, Fayetteville, Arkansas.
MEMBERS PRESENT: Chuck Nickle and Tom Suchecki
OTHERS PRESENT: Tim Conklin, Mandy Bunch, Harry Gray, Bill
Rudasill, Sharon Langley, and others
LARGE SCALE DEVELOPMENT & PRELIMINARY PLAT - ROLLIN BARNES DUPLEXES
ROLLIN BARNES - OFF FRANCISCAN TR, E OF CARRIAGE WAY
The first item was a large scale development and preliminary plat for Rollin
Barnes Duplexes submitted by Harry Gray on behalf of Rollin Barnes for property
located off Franciscan Trail, east of Carriage Way. The property contains 2.23
acres and is zoned R-2, Medium Density Residential.
Mr. Conklin explained that originally this document had come in as a large scale
development but, since the developer had agreed to extend Chickadee Avenue to the
south property line, it was necessary to divide the property and add three lots
which would be sold. He advised the remainder would remain as a large scale
development with developer -owned duplexes. He pointed out Franciscan Trail would
be a private drive, running east -west.
Mr. Gray explained the presented plat was a compromise with the city, making
Chickadee a public street running to the south property line but keeping
Franciscan Trail a private drive.
In response to a question from Mr. Conklin, Mr. Gray advised the 12 feet between
the duplexes met the fire code. He explained that, since all of the property
shown in the large scale would be under single ownership, the 16 -foot area was
not required. It was determined the duplexes would not be able to be sold as
separate tracts.
MOTION
Mr. Nickle moved to forward the plat to the full Planning Commission.

FINAL PLAT - BRADLEY ACRES
BILL GRADE - N OF HUNTSVILLE, S OF WYMAN, E OF STONEBRIDGE
The next item was a final plat for Bradley Acres submitted by Bill Rudasill on
behalf of Bill Graue for property located north of Huntsville, south of Wyman,
and east of Stonebridge Road. The property contains 3.90 acres with 4 proposed
lots and is zoned R-1, Low Density Residential.
Mr. Conklin advised the preliminary plat for this tract had been approved earlier
in the year under the name of Graue Subdivision. He pointed out the developer
was dedicating the 50 -foot right-of-way easement along the western boundary line
for lot 1 and then it went to 25 feet. He reminded the Committee the plat had
originally been denied because the Planning Commission had wanted a street
connecting Huntsville and Wyman Road. He explained that, as a compromise, the
right-of-way would be dedicated.
MOTION
Mr. Suchecki moved to forward the plat to the full Planning Commission.
Mr. Nickle seconded the motion.

PRELIMINARY PLAT - MAGNOLIA CROSSING
MAGNOLIA PROPERTIES - N OF 6TH, W OF
DINSMORE TR.
The next item was a preliminary plat

west of Dinsmore Trail. The property
contains 36.58
for Magnolia Crossing submitted by Harry
for property located north of 6th Street,
is zoned R-2, Medium Density Residential,
Mr. Conklin stated this development would consist of 108 single family lots and
39 duplex lots. He advised the developer was appealing to the City Council the
requirement recently approved which provided any development of over 100 units
had to provide a park. He explained the Parks & Recreation Advisory Board had
requested money in lieu of parks lands. He stated the Council would hear the
appeal at their August 2 meeting. He explained that, should park land be
required, the plat would have to be redrawn.
He further advised there had been discussion at the Plat Review meeting regarding
off-site improvements to Dinsmore Trail. He stated there was a low-water bridge
to the south of the site which would need to be improved and the City was
requesting some type of cost sharing for that improvement.
In response to a question from Mr. Conklin, Mr. Gray advised the Reading property
did have access to Dinsmore Trail.
Mr. Gibson, an adjoining property owner, asked where access to Dinsmore Trail for
the subdivision would occur.
• Mr. Gibson and other adjoining property owners reviewed the plat. There was
discussion regarding which access to the subdivision would be used the most.
Mr. Gray explained the city wanted, where possible, two accesses into a
subdivision.

Mr. Billy Ashmore advised he liked the development but was uncomfortable with the
access to Dinsmore Trail. He advised he would like to see the second access line
up to be an extension of Rupple Road. He further noted his gas meter was sitting
on the subject tract with the gas line running barely under ground.
Mr. Gray assured him the meter and line would be moved.
Mr. Ashmore further advised he was happy this tract would stop commercial
development along Sixth and provide a buffer. He pointed out areas that he would
like to see greenspace and advised that had been shown on the concept plat for
the rezoning.
Mr. Gray stated they had proposed park areas together with the easement being a
park area but the Parks Board had wanted money in lieu of park lands.
Mr. Gibson advised the area was essentially rural and asked how much greenspace
there would be between Dinsmore and the duplexes.
Mr. Gray advised that depended on the utility companies. He pointed out there
would be a 20 -foot utility easement.
Mr. Suchecki pointed out access for the duplexes was restricted from Dinsmore
Trail so the back yards would back up to Dinsmore Trail.

Mr. Ashbrook advised he would be much happier with the development if it was
moved 20 feet to the south to provide a natural buffer and preserve a water
course and a forest.
Ms. Jo Sanders, one of the developers, advised they planned on maintaining as
many trees as possible. She stated they did plan to put a landscaped walking
trail on the SWEPCO easement. She further stated the covenants required the
garage entrances for the duplexes be on opposing streets so there would not be
a "duplex row look". She promised the adjoining property owners that, if a tree
did not have to be cut for development, it would not be cut.
In response to a question from Ms. Bunch, Mr. Gray advised Highway 62 would be
bored for the water line.
Ms. Bunch stated she had, investigated the low water bridge but she had not been
able to get a cost for the off-site improvements. She advised she would have the
figures prior to the Planning Commission meeting.
Mr. Conklin stated there had been discussion at the plat review meeting regarding
the subdivision providing right-of-way or stub -outs on Camellia Lane. He asked
if the developer had made a decision.
Mr. Gray stated he believed the developer would be dedicating the 80 -foot right-
of-way. He advised they believed they would have a boulevard type entrance.
Mr. Nickle requested staff review area maps to see how Dinsmore Trail and Rupple
Road would tie together.

Mr. Nickle moved to forward the plat to the full Planning Commission, subject to
the City Council's action, subject to staff comments and recommendations.

The next item was a final plat for Bradley Acres submitted by Bill Rudasill on
