HomeMy WebLinkAbout1994-06-30 - Minutes• • • MINUTES OF A SUBDIVISION COMMITTEE METING A meeting of the Fayetteville Subdivision Committee was held on Thursday, June 30, 1994 at 10:30 a.m., in Room 326 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: OTHERS PRESENT: Kenneth Pummill and Tom Suchecki Don Bunn, Alett Little, Mandy Bunch, Mel Milholland, Kurt Jones, Sharon Langley, and others FINAL PLAT - CRYSTAL SPRINGS, PHASE I JED DEVELOPMENT -E OF SALEM RD., N OF MT. COMFORT The first was a final plat for Crystal Springs, Phase I, submitted by Mel Milholland on behalf of JED Development, for property located east of Salem Road, north of Mt. Comfort. The property is zoned R-1, Low Density Residential, and contains 38.23 acres with 112 proposed lots. Ms. Little advised the applicant needed to file a grading permit on this development. Mr. Milholland advised the property had originally been in the County when the preliminary plat was filed. Ms. Little also requested the applicant dedicate the 15 acres of park land. Mr. Milholland stated he did not believe there would be a problem in dedicating the entire park land tract at one time as long as the excess land would be "banked" toward future development. Ms. Little explained the land would be banked toward development within the same quadrant. MOTION Mr. Suchecki moved to forward the plat to the full Planning Commission with staff comments. Mr. Pummill seconded the motion. Subdivision Committee June 30, 1994 Page 2 FINAL PLAT - BOXWOOD ADDITION ATLAS CONSTRUCTION - S OF OLD WIRE, E OF AZALEA The next item was a final plat for Boxwood Addition submitted by Kurt Jones on behalf of Atlas Construction, for property located on the south side of Old Wire Road, east of Azalea Terrace. The property is zoned R-1, Low Density Residential, and contains 20.25 acres with 53 proposed lots. Ms. Little stated that, at the Plat Review meeting, staff had requested the entire floodway be shown on the plat and noted as such together with making the entire floodway a drainage easement. Mr. Jones explained the drainage easement was from Creekside Estates subdivision and he believed it was the intent that the easement be the floodway. Me. Little stated the grading plan had been submitted but not approved. She further noted the decision by the Parks Board whether to request money or land was scheduled for July 11. Mr. Bunn explained it was the intent of city staff to ask for the floodway as a drainage easement. He went on to say that any portion of the floodway which was outside of the drainage easement also needed to be shown as a drainage easement. Ms. Bunch advised elevation certificates were required on all lots within the floodway. Mr. Bunn requested a notation on the final plat regarding such elevation certificates being required. MOTION Mr. Suchecki moved to forward the plat to the full Planning Commission subject to staff comments. Mr. Pummill seconded the motion. Subdivision Committee June 30, 1994 Page 3 PRELIMINARY PLAT - WILLINGTON PLACE DON GINGER - N OF MISSION, E OF CROSSOVER The last item was a preliminary plat for Willington Place submitted by Kurt Jones on behalf of Don Ginger for property located north of Mission, east of Crossover Road. The property is zoned R-1, Low Density Residential, and contains 38.88 acres with 28 proposed lots. Ms. Little advised staff had requested a different entrance so Starr Drive could be tied in with the subject subdivision. She stated the developer would need to submit another plat showing the tie in with Starr Drive so the Commissioners would be able see both plans. Ms. Little further noted a question had arisen at the plat review meeting regarding the 2 -inch water line. She stated staff had checked with the fire chief who had expressed his belief there was a need to investigate looping the 8 -inch water line. Mr. Bunn explained there were some areas in the vicinity that, because of elevations, the minimum 1,000 GPM were not attainable. He advised the developer would need to resolve the problem with the fire chief. In response to a question from Mr. Jones, Mr. Bunn advised they would probably have to perform some computer modeling because there was an 8 -inch line going out Highway 45, a 6 -inch line running north off of Highway 45 and tied back into the 36 -inch line, and a 6 -inch line going south off the 8 -inch line and tied into a line to the south. He stated some of the fire flows in the area were in the range of 650 - 700 GPM. He also noted the fire flows taken in the lower terrains did meet or exceed the 1,000 GPM minimum. He advised the city would want an 8 - inch to the north side of the property so it could, in the future, be tied into a water line on Township. He explained that did not answer the fire chief's immediate concern regarding fire flows. In response to a question from Mr. George Faucette, Mr. Bunn explained if the City found, through a study, that it was not reasonable to add any more development in the area until the loop was put in, it would cost either the City, the developer or both to install the loop. Mr. Faucette asked the time frame on the determination of whether a loop would be required. Mr. Bunn stated it would probably be three or four weeks. He further advised that, if computer modeling was used, there was a model in place which would need to be upgraded. Ms. Ginger asked if city staff had reviewed the area where they were asking Starr Road to tie in. She explained there was a sewer easement and a major utility line at that location. Ms. Little advised staff had been on-site. She further stated that, from the aerial, it appeared the driveway would line up with the road. Ms. Ginger stated the drive was slightly to the west. She expressed her belief it would be undesirable to drive into a subdivision with a major utility line at the entrance. She asked the staff and the Planning Commission to take the utility line into consideration. Ms. Little stated they had asked Perry Franklin, Traffic Division, to look at the sight line at various locations. • Subdivision Committee June 30, 1994 Page 4 • • Mr. Faucette asked if line of sight was the reason staff was requesting moving the ingress/egress. Mr. Bunn explained the reason staff wanted the ingress/egress moved was to tie into Starr Road. He stated staff believed a four-way intersection at Starr Road and Willington would be best for traffic flow, especially with the extension of Township. Mr. Faucette stated he did not believe it would be best to promote arterial traffic through a totally residential subdivision. Ms. Little advised the road would not be arterial, but collector. She further stated one of the reasons she liked the lay out of the subdivision was that the curves in the street would discourage people from using the street as a cut through. In response to a comment from Mr. Faucette, Ms. Little advised it was a possibility that the proposed street in Willington would connect into Phase V of Savanna Estates. Mr. Bunn expressed his belief the traffic tie-ins were needed throughout the City. Mr. Faucette asked the plans for Joe Fred Starr Road to the south of the subject subdivision. Ms. Little advised the city had no plans at this time. She pointed out half of the road was still in the county. Mr. Bunn stated he expected that, at some time in the future, Starr Road would be one of the major arteries through the east side of town. Mr. Faucette advised that extension of Starr Road through the subject subdivision might mean the property would not develop. Ms. Little advised the Parks Board had reviewed this subdivision and opted to take money in lieu of land. She also requested the sidewalks be placed on the west side of the street. Ms. Bunch advised she needed further conversation with the engineer regarding the drainage plan. Ms. Little also noted the plat review minutes reflected discussion regarding a 20 -foot utility easement around the perimeter of the subdivision. She pointed out the easement was not shown on the plat. Mr. Jones stated he would determine whether the easement was required. Ms. Little further stated that, on the proposed extension of Township, the school property lined up exactly with the north property line of the subject subdivision. She advised the city had an 80 -foot right-of-way on the school property and requested an 80 -foot right-of-way from the subject property to connect to the existing right-of-way. After discussion, Ms. Little stated she would verify the amount of right-of-way needed. Ms. Elizabeth Williams, an adjoining property owner, wanted to see the location of Township in relation to the subject subdivision. She also expressed concern regarding the R-2 zoning. • • • Subdivision Committee June 30, 1994 Page 5 MOTION Mr. Suchecki moved to forward the plat to the full Planning Commission.
