HomeMy WebLinkAbout1994-06-16 - Minutes• • • MINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the Fayetteville Subdivision Committee was held on Thursday, June 16, 1994 at 10:30 a.m., in Room 326 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: Kenneth Pummill and Tom Suchecki OTHERS PRESENT: Don Bunn, Alett Little, Tim Conklin, Dave Jorgensen, Len Edens, Harry Gray, Kurt Jones and Sharon Langley LARGE SCALE DEVELOPMENT - LEVERETT STREET TOWNHOUSES JERRY SWEETSER - E OF LEVERETT, S OF SYCAMORE The first item was a large scale development for Leverett Street Townhouses presented by Dave Jorgensen on behalf of Jerry Sweetser for property located on the east side of Leverett, south of Sycamore. The property contains 1.97 acres and is zoned R-2, Medium Density Residential. In response to a question from Mr. Conklin, Mr. Jorgensen advised he had checked the 100 -Year Flood Plain and floodway and had found the figures on the plat to be accurate. He stated the figures were in agreement with the Dawn Acres Subdivision to the east of the subject development. After discussion, Ms. Little advised the developer did need to install sidewalk on the existing Leverett townhouses. Mr. Bunn noted Mr. Jorgensen would have to certify the elevations. Mr. Jorgensen advised Jim Johnson, 9-1-1 Systems, had requested the road to be private drive. MOTION Mr. Suchecki moved to forward the plat to the Planning Commission. Mr. Pummill seconded the motion. Subdivision Committee • June 16, 1994 Page 2 • • LARGE SCALE DEVELOPMENT - SHILOH PLAZA LEN EDENS - W OF SHILOH & S OF WEDINGTON The next item was a large scale development for the Shiloh Plaza submitted by Dave Jorgensen on behalf of Len Edens for property located on the west side of Shiloh, south of wedington. The property contains 1.53 acres and is zoned C-2, Thoroughfare Commercial. In response to a question from Mr. Conklin, Mr. Bunn advised staff was allowing the developer to tie in the fire hydrant on the 36 -inch water line. Mr. Conklin pointed out Mr. Edens would still have to pursue getting an off-site easement. There was discussion regarding placing asphalt over the waterline easement rather than concrete so that, when the water line was installed, only asphalt would have to be removed rather than concrete. In response to a question from Mr. Jorgensen, Ms. Little advised the developer would be required to get State Highway Department permission to place the sidewalk and for the curb cute. Mr. Edens asked if he planted trees on the Highway Department property if it would suffice for meeting his tree preservation requirements. Ms. Little stated that would not meet City requirements. MOTION Mr. Suchecki moved to forward the plat to the Planning Commission. Mr. Pummill seconded the motion. • • • Subdivision Committee June 16, 1994 Page 3 FINAL PLAT - LYNN -LEIGH HILL ADDITION JIM WHEELER - SOUTHWEST CORNER OF HWY 112 & DEANE SOLOMON The next item was a final plat for Lynn -Leigh Hill Addition, submitted by Dave Jorgensen on behalf of Jim Wheeler for property located at the southwest corner of Highway 112 and Deane Solomon Road. The property is zoned R-1, Low Density Residential, and contains 8.45 acres with 8 proposed lots. Ms. Little pointed out the changes on the plat, noting on the preliminary plat the entrance had been on Highway 112 but that it had been redesigned. She advised she preferred the new design. Mr. Jorgensen advised Chief Jackson had requested the fire hydrant be moved to between lots 7 and 8 but he was going to ask that it be moved to between lots 6 and 7, per the owners' request. He also requested that lot 5 be a tandem lot. He explained the owner wanted to give more property to lot 3 which would not give the adequate frontage on lot 5. Ms. Little asked what physical characteristics of the lot would qualify the lot as a tandem lot. Mr. Bunn explained the tandem lot ordinance required justification by having presence of physical features of land which made it impossible to subdivide in the normal way. Mr. Jorgensen advised the cul-de-sac could be moved to the south. He did, however, point out the cul-de-sac fit much better at its present location due to the steep grade on the tract. Me. Little suggested adjusting the setback line on lot 3 and 5, which would adjust the frontage to Lot 5, giving adequate frontage. Mr. Bunn pointed out there was currently 60 feet of frontage at the present time and, if they moved the lot 3 line 5 feet to the east and the lot 6 line 5 feet to the west, lot 5 would have adequate frontage. Ms. Little requested access for lots 1, 2 and 8 be restricted to Honey Lane. MOTION Mr. Suchecki moved to forward the plat to the Planning Commission. Mr. Pummill seconded the motion. Subdivision Committee • June 16, 1994 Page 4 • • PRELIMINARY PLAT - SAVANNA ESTATES, PHASE V BUDDY PEOPLES & MARE FOSTER - S OF SEILLERN, E OF CROSSOVER The next item was a preliminary plat for Savanna Estates, Phase V, submitted by Dave Jorgensen on behalf of Buddy Peoples and Mark Foster for property located on the south side of Skillern, east of Crossover Road. The property consists of 49.65 acres with 95 proposed lots and is zoned R-1, Low Density Residential. In response to a question from Ms. Little, Mr. Jorgensen advised he had discussed the subject subdivision with the Parks staff. He stated the cross -hatched area on the plat was a proposed walking trail. Ms. Little asked Mr. Jorgensen to have the Parks Department write the Planning Commission a memo approving the walking trail. Ms. Little also discussed providing an access to the east side of the property since there were only 2 large lots between the subject property and Highway 265. She pointed out that, at the present time, there was only one ingress/egress for the subject property. Mr. Jorgensen stated there would be an ingress/egress to the south which would connect into the extension of Township. Me. Little also noted there were cul-de-sacs that were over 500 feet in length so Mr. Jorgensen would need to request a waiver for each of those cul-de-sacs. Ms. Little asked if the developer planned on putting in the same type of wall as they had on the other portion of the development. Mr. Jorgensen stated he was not sure but did believe there would be a nice entrance at Skillern. Ms. Little asked if there was some reason the roadway curved away from the property line. Mr. Bunn stated he believed the intent was to prevent access from the east. He further pointed out the adjoining property did have access to the north. Ms. Little advised the City Attorney had stated a developer could not stop access from a public street. She stated the developer could either move the street or provide the adjoining property owners a stub out. Mr. Jorgensen pointed out the adjoining property had access through Skillern. He advised there was an existing structure on Skillern and they wanted to keep the road away from that structure. Mr. Conklin advised that structure needed to be shown on the plat. Mr. Suchecki suggested the entire Planning Commission could review the location of the street. Mr. Bunn requested the utility easements and drainage easements be shown as separate easements. MOTION Mr. Suchecki moved to forward the plat to the Planning Commission. Mr. Pummill seconded the motion. Subdivision Committee • June 16, 1994 Page 5 PRELIMINARY PLAT - NORTHWEST ACRES, PHASE V ROLLIN BARNES - OFF CARRIAGE WAY, N OF BLUEBIRD The next item was a preliminary plat for Northwest Acres, Phase V, submitted by Harry Gray on behalf of Rollin Barnes for property located off Carriage Way, north of Bluebird. The property consists of 3.69 acres with 14 proposed lots and is zoned R-2, Medium Density Residential. Mr. Conklin advised the developer would be responsible for putting in the sidewalks per the new city ordinance. Mr. Bunn advised this property would contribute to the new pump station. Mr. Gray stated he had not met with the Parks Board on this tract but believed they would want money in lieu of land. Ms. Little advised the Master Sidewalk Plan did show sidewalks on both sides of Carriage Way. MOTION Mr. Suchecki moved to forward the plat to the Planning Commission. Mr. Pummill seconded the motion. • • • • • Subdivision Committee June 16, 1994 Page 6 PRELIMINARY PLAT - ASHBROOK HILL ADDITION JERRY SWEETSER - S OF OLD WIRE, E OF AZALEA TERRACE The next item was a preliminary plat for Ashbrook Hill Addition submitted by Kurt Jones on behalf of Jerry Sweetser for property located south of Old Wire Road, east of Azalea Terrace. The property consists of 3.8 acres with 12 proposed lots and is zoned R-1, Low Density Residential. Ms. Little asked if Mr. Jones knew when Magnolia would be extended. Mr. Jones replied it would be within the next few months. MOTION Mr. Suchecki moved to forward the plat to the Planning Commission. Mr. Pummill seconded the motion. • • • Subdivision Committee June 16, 1994 Page 7 FINAL PLAT - PINE CREST ADDITION, PHASE I BMP DEVELOPMENT - E OF SALEM RD., N OF TIMBERLINE The next item was a final plat for Pine Crest Addition on behalf of BMP Development for property located east Timberline. The property consists of 16.03 acres with zoned R-1.5, Moderate Density Residential. Ms. Little advised staff was requiring payment of $16,200 into an escrow account for the Salem Road bridge. She further noted there was also dedication of land for the parks department. Mr. Bunn stated the developer would need to enter into a contract with for the uncompleted improvements, including street lights.
