HomeMy WebLinkAbout1994-04-28 - Minutes• 1• MINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the Fayetteville Subdivision Committee was held on Thursday, April 28, 1994 at 10:30 a.m., in Room 326 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: Kenneth Pummill, Chuck Nickle, and Tom Suchecki OTHERS PRESENT: Mandy Bunch, Tim Conklin, Harry Gray, Todd Troyer, George Faucette, and Sharon Langley FINAL PLAT - ROSEWOOD HEIGHTS ADDITION ALEXANDER -HOUSE REALTY VENTURES - N OF PROSPECT, W OF FRITS The first item on the agenda was a final plat for Rosewood Heights Addition submitted by Harry Gray on behalf of Alexander -House Realty Ventures for property located north of Prospect, west of Fritz. The property is zoned R-1, Low Density Residential, contains 2.5 acres with 9 proposed lots. Ms. Bunch advised Mr. Gray had made all requested changes to the plat. In response to a question from Mr. Suchecki, Mr. Gray advised he did not believe the turnaround was a problem; that the turnaround was standard. Mr. Conklin advised he would need to check to see if a sidewalk was required on Prospect. MOTION Mr. Suchecki moved to forward the final plat to the Planning Commission. Mr. Nickle seconded the motion. • • • Subdivision Committee April 28, 1994 Page 2 LARGE SCALE DEVELOPMENT - FAIRFIELD INN & SLEEP INN HOTELS THARALDSON DEVELOPMENT CO - N OF MILLSAP, W OF COLLEGE The last item was a large scale development for Fairfield Inn and Sleep Inn Hotels submitted by Todd Troyer, Tharaldson Development Company, for property located on the north side of Millsap, west of North College. The property contains 1.09 acres and is zoned C-2. In response to a question from Mr. Suchecki, Mr. Conklin explained the comments in the Plat Review minutes regarding pavement from property line to property line so vehicles would not have to access Millsap. He advised staff was asking for a connection of the parking lots for better access. Mr. George Faucette, representing the property owner, pointed out the uses might not be compatible and a connection would not need to be made in those instances. Mr. Conklin explained staff was attempting to reduce the number of turns and access to the main street when there were compatible uses. He stated the restaurant to the east would be a compatible use for the hotels. He further stated he was not sure of the proposed use to the west. Mr. Faucette advised the lot to the west would be a State Farm Insurance service center. He stated there would be no reason to connect to the hotel parking lot. He further stated he was more concerned about what this ruling would purport for the entire subdivision. He pointed out that, while they were trying to create traffic off-street, it might just create lines of traffic across businesses that were not compatible. He stated he was not sure that was fair to the owners of the businesses. Mr. Conklin explained they were trying to make the connections between businesses that could benefit from joint access. In response to a question from Mr. Nickle, Mr. Troyer stated the drive was approximately 20 to 30 feet from the entrance to Chili's. He advised they were in agreement with the access to Chili's but not the lot to the west. He also pointed out they would be losing necessary parking spaces if they provided access to the west. Mr. Conklin advised the City was also requesting an additional five feet of right-of-way along Millsap so, in the future when Millsap needed to be widened, the right-of-way would be existing. Mr. Faucette stated the five feet had originally be dedicated for sidewalk right- of-way, not streets. He pointed out that was the way it was shown on the final plat. Mr. Conklin stated the final plat just had a notation that the five feet was a right-of-way easement. Mr. Faucette expressed concern the setback would be an additional 5 feet. Mr. Conklin stated he was going -by the Master Street Plan and had obtained additional 5 feet of right-of-way from other businesses. In response to a question from Mr. Faucette, Mr. Conklin explained it had been an oversight by staff when the plat had been presented to not get the additional 5 feet at that time. • Subdivision Committee April 28, 1994 Page 3 • • MOTION Mr. Nickle moved to forward the plat to the full Planning Commission with their recommendations. Mr. Suchecki seconded the motion. The meeting adjourned at 10:40 a.m.
