MINUTES OF A SUBDIVISION COMMITTEE MEETING
A meeting of the Fayetteville Subdivision Committee was held on Thursday, June 3,
1993 at 10:30 a m , in Room 111 of the City Administration Building, 113 West
Mountain Street, Fayetteville, Arkansas

FINAL PLAT - WALNUT VIEW ESTATES, PHASE I
CASTLE DEVELOPMENT - SALEM RD , N OF WEDINGTON
The first item was a request for approval of a final plat for Walnut View Estates,
Phase I, presented by Harry Gray on behalf of Castle Development for property
located on Salem Road, north of Wedington. The property is zoned R-1, Low Density
Residential, and contains 30 acres with 81 proposed lots.
Mr. Gray explained Castle Development still owned approximately 8 acres to the
north which was not yet platted. He advised City staff had requested the stub out
be paved at a cost of approximately $5,000. He noted he had not yet approved that
request with the owner.
Ms. Little explained the reason staff had requested the stub out be paved was
because in those cases when the property owner was opposed to the development and
the right-of-way had already been given and the street was in, the property owner
knew it was the intent for the street to go through.
Mr. Conklin requested a sidewalk be shown on the north side of the stub out.
Ms. Little stated staff would require the sidewalk by the developer of the lot to the
north. She also requested sidewalk along the east side of Salem Road.
MOTION
Mr. Pummill moved to forward the plat to the full Planning Commission subject to
staff comments.
Mr. Reynolds seconded the motion.

PRELIMINARY PLAT - SOUTHWOODS SUBDIVISION
DREW SPURLOCK - W OF HAPPY HOLLOW, N OF HUNTSVILLE
The next item was a preliminary plat for Southwoods Subdivision submitted by Harry
Gray on behalf of Drew Spurlock for property located west of Happy Hollow, north
of Huntsville. The property is zoned R-1, Low Density Residential, contains 6.9
acres and has 15 proposed lots.
Mr. Gray explained the entire tract was wooded with the exception of the SWEPCO
easement. He noted they would be saving at least 80% of the existing trees. He
advised the subdivision was being submitted as a single family development but they
would be coming back in with a conditional use request to allow duplexes on all of the
lots. He pointed out they were nice size lots.
In response to a question from Mr. Pummill, Mr. Gray advised they would probably
only construct duplexes on lots 1, 12, 13, 14, and 15.
There was discussion as to the location of this development in conjunction with the
proposed PUD.
Ms. Little stated they also would need additional right-of-way along Happy Hollow
Road.
Mr. Conklin advised Happy Hollow as a principal arterial road.
After discussion, it was determined a total of 80 feet of right-of-way would be
needed.
Mr. Bunn stated they needed to understand that normally the city asked for a
contribution from the developer toward improvement of the street but, in this case,
they were taking additional right-of-way and were waiving the contribution. He also
noted there had been a concern regarding drainage. He further pointed out some
of the lots would require individual grading plans due to the grade of the lot.
MOTION
Mr. Pummill moved to forward the plat to the full Planning Commission together with
staff comments.
Mr. Allred seconded the motion.
The meeting adjourned at 10:50 a.m.
