HomeMy WebLinkAbout1992-12-03 - Minutes• • • MINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the Fayetteville Subdivision Committee was held on Thursday, December 3, 1992 at 10:30 a.m., in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas MEMBERS PRESENT: OTHERS PRESENT: Jerry Allred and Jana Lynn Britton Don Bunn, Alett Little, Tim Conklin, Al Harris, Sharon Langley, John Williams, and Harry Ainsworth FINAL PLAT - WOODBURY PLACE MID -SOUTHERN ENTERPRISES, INC. - E OF SALEM RD., N OF WEDINGTON The first item on the agenda was a request for approval of a final plat for Woodbury Place, presented by Al Harris, Northwest Engineers, Inc. , on behalf of Mid - Southern Enterprises, Inc. , for property located on the east side Salem Road, north of Wedington Drive. The property contains 3.42 acres with 9 lots proposed and is zoned R-1, Low Density Residential. Ms. Britton asked if the existing pond on the property had been drained. Mr. Harris explained they were still in the process of draining the pond. He pointed out the drainage easement on the plat. Mr. Bunn stated he had requested more information on the drainage calculations on this plat from Mr. Gray. He advised Mr. Harris he would need this information prior to the water being diverted to the drainage easement. MOTION Ms. Britton moved to recommend approval of the plat to the Planning Commission. FINAL PLAT - WALNUT PARK, PHASE III CASTLE DEVELOPMENT - W OF SALEM RD., N OF MICA The next item was a final plat for Walnut Park Addition, Phase III, presented by Al Harris of Northwest Engineers, on behalf of Castle Development for property located on the west side of Salem Road, north of Mica. The property consists of 6.52 acres with 28 proposed lots and is zoned R-2. In response to a question from Ms. Britton, Mr. Harris stated the street would extend to the west for future development. Mr. Bunn advised that should be noted on the plat. MOTION Ms. Britton moved to recommend approval of the plat to the Planning Commission. 48 • • Subdivision Committee December 3, 1992 Page 2 FINAL PLAT - WOODFIELD ADDITION, PHASE III BMP DEVELOPMENT - OFF ANNE ST., N OF WEDINGTON DR. The next item was a final plat for Woodfield Addition, Phase III, presented by Al Harris, Northwest Engineers, on behalf of BMP Development, for property located off Anne Street, north of Wedington Drive. The property is zoned R-1.5, Moderate Density Residential, contains 14.33 acres and has 62 lots proposed. The property will be used for single family homes. In response to a question from Ms. Britton, Ms. Little explained Anne Street was already roughed in and would be connected when this phase was complete. MOTION Ms. Britton moved to recommend approval of the plat to the Planning Commission. FINAL PLAT - NORTHWEST ACRES, PHASE III JEFF ALLEN - OFF OF CARRIAGE WAY, N OF WEDINGTON The next item was a final plat for Northwest Acres, Phase III, presented by Al Harris, Northwest Engineers, on behalf of Jeff Allen for property located off of Carriage Way, north of Wedington Drive. The property is zoned R-2, Medium Density Residential, contains 4.59 acres with 18 proposed lots. Duplexes are to be constructed on the subject property. In response to a question from Ms. Britton, Mr. Harris explained Carriage Way was a through street to Highway 16. He noted the only work completed on this subdivision was the streets had been rough cut. Ms. Britton asked if the sidewalks would be set back from the curb. Mr. Harris stated they had not been planning on it. The Committee discussed making a requirement that sidewalks in new subdivisions had to be set in four feet from the curb. Mr. Allred suggested that, if due to topography the sidewalk could not be set back four feet, a waiver could be granted. He recommended this matter be brought before the entire Planning Commission. Ms. Britton stated she preferred the sidewalks be set back four feet on this project. PRELIMINARY PLAT - PRATT WOODS ADDITION JULIAN ARCHER - OFF HOTZ DR. , S OF MARKHAM RD. The last item was a preliminary plat for Pratt Woods Addition presented by Al Harris of Northwest Engineers on behalf of Julian Archer for property located off Hotz Drive, south of Markham Road. The property is zoned R-1, Low Density Residential, contains 9.9 acres with 4 proposed lots. • Two adjoining property owners, John Williams and Harry Ainsworth, were present. �l9 • • Subdivision Committee December 3, 1992 Page 3 Mr. Allred explained the proposed plat was identical to that approved by the Planning Commission in June, 1990. He further reviewed comments made at the plat review meeting. In response to a question from Ms. Britton, Mr. Harris stated the street would be a private street and not up to city street standards. Mr. Bunn explained the width did not have to meet city standards on private streets. After discussion, it was determined that two lots, B and C, were tandem lots. Mr. Williams expressed concern regarding access to Lot D for emergency vehicles. Mr. Allred pointed out the Fire Chief had requested an additional fire hydrant. He further noted that, if the Fire Chief had believed there was an access problem, he would have made comment relating to more access. Ms. Britton expressed concern that the entrance did not line up with Garvin Street., She recommended the street should be a "T". She stated she was aware the reason the street flared was in order to have 70 feet of frontage for the one lot. Mr. Harris stated the original plan showed a "T" but, due to the sharp angle, the alignment was changed. Mr. Williams asked for reassurance that the lots would not be split and that only single family homes would be constructed. Ms. Little explained that the lots could not be split any further and only single family homes could be constructed on lots B and C. Mr. Bunn stated he had reviewed the files on the previous subdivision and found lots B and C were considered as tandem lots. He further explained he believed the subdivision had originally been approved with the tandem lots because the lot size was so large. He pointed out the density could have been much higher. Mr. Ainsworth explained he lived down hill from the subject property and was concerned regarding run off. He stated he had already constructed a drainage ditch, a berm and planted trees but the water still roared down the hill. Mr. Allred explained the ordinance required a drainage plan be filed with and approved by the City Engineer as a condition of approval. Mr. Bunn explained a developer could not divert water across someone else's property in a way that would harm that property owner. Mr. Bunn further explained there was a limit as to what could be done regarding the water on Hotz. After further discussion regarding the drainage, Mr. Bunn requested Harry Gray meet with Mr. Williams and Mr. Ainsworth. • • Subdivision Committee December 3, 1992 Page 4 Ms . Britton moved to recommend the subdivision to the Planning Commission with the stipulation that the drainage was handled to the satisfaction of the adjoining property owners. Mr. Bunn stated a notation needed to be made on the plat that further subdivision of the property was prohibited. He further noted the same statement needed to be contained in the subdivision covenants. He further stated it also needed to be noted on the plat that the private street had to be maintained by the adjoining property owners. The meeting was adjourned at 11:45 a.m.
