MINUTES OF A SUBDIVISION COMMITTEE MEETING
A meeting of the Fayetteville Subdivision Committee was held on Thursday, October
29, 1992 at 10:30 a.m., in Room 111 of the City Administration Building, 113 West
Mountain Street, Fayetteville, Arkansas

LARGE SCALE DEVELOPMENT - LOWE'S HOME CENTERS, INC.
HARRY GRAY - NE CORNER OF ZION ROAD AND COLLEGE AVENUE
The only item on the agenda was a request for approval of a large scale development
requested by Harry Gray on behalf of Lowe's Home Centers, Inc. for property
located at the northeast corner of Zion Road and College Avenue. The property
contains 16.35 acres and is zoned C-2, Thoroughfare Commercial.
Ms. Little explained Mr. Gray was the local representative for Lowe's Home Center.
Mr. Bunn noted a representative would be present on Monday for their meeting with
representatives from the Northwest Arkansas Mall and the State Highway
Department.
Ms. Little explained the City had been meeting with the Lowe's representatives to
discuss the traffic and improvement to Zion Road. She explained they were hoping
to coordinate with the Highway Department, the Mall and Lowe's to widen Zion Road
and improve signalization at the intersection.
Ms. Britton asked about a notation on the plat. No one was able to answer her
question. Mr. Gray pointed out the retaining walls.
Ms. Britton stated the grading ordinance did not allow a cut similar to the one shown
within 25 feet of the right-of-way. She further stated she did not want to have the
same problem that they had at Aldi's with the retaining wall being too close to the
street. She advised she assumed Zion Road would be widened at some time in the
future which would place the retaining wall even closer to the street.
Ms Little stated they were discussing widening the street at this time but explained
they did not have an agreement.
Mr. Bunn explained they were requiring Lowe's to construct one-half of a standard
street but the question was what the City wanted to do at the present time; whether
the City had the money to do the work now or to have a contract with Lowe's. He
noted they had some other meetings scheduled to try to make a decision on the
street. He advised they would not lust widen the street but also would do some
cutting and filling. He noted it would not be on the same grade.

Ms. Britton stated she also had a concern with the parking. She did, however, state
she liked the placement of the building so all the parking was not along Zion Road.
She further stated she was impressed that they were saving the trees.
She expressed concern regarding the type of trees being used for the landscaping.
She stated the pin oaks would grow downward and, at some point in the future,
could block vision.
Ms. Little stated the parking space requirement was 575 and Lowe's was showing 635,
which was only 60 spaces over the requirement.
Ms. Britton stated she did not believe they would ever need 635 spaces.
Mr. Gray pointed out the Wal-Mart Stores had originally had one parking space per
every 200 square feet of floor space and had to change it to 1 space for every 180
square feet of floor space because they did not have enough spaces.
The committee discussed the possibility of eliminating some of the parking spaces and
replace them with plantings.
Mr. Allred pointed out it was less expensive to landscape than pave so he was sure
the contractor would not have more parking spaces than they believed they needed.
Mr. Suchecki suggested they recommend Lowe's work with Patti Erwin, City
Horticulturist, on the landscaping.
MOTION
Mr. Suchecki moved to pass the large scale development on to the Planning
Commission subject to staff comments and subdivision committee comments.
The meeting adjourned at 10:55 a.m.
