MINUTES OF A SUBDIVISION COMMITTEE MEETING
A meeting of the Fayetteville Subdivision Committee was held on Thursday,
September 3, 1992 at 10:30 a.m., in Room 111 of the City Administration Building,
113 West Mountain Street, Fayetteville, Arkansas
MEMBERS PRESENT: Jerry Allred and Tom Suchecki
OTHERS PRESENT:
Alett Little, Don Bunn, Rick Simmons, Dave

LARGE SCALE DEVELOPMENT - OAKSHIRE EAST APARTMENTS
KIRK ELSASS - S OF KANTZ, W OF CROSSOVER RD.
The first item on the agenda was a request for approval of a large scale development
for Oakshire East Apartments presented by Rick Simmons on behalf of Kirk Elsass
for property located on the south side of Kantz and west of Crossover Road. The
property consists of 1.5 acres and is zoned R -O, Residential Office.
Mr. Suchecki asked Mr. Simmons the landscaping plans
Mr. Simmons stated he was not sure of the landscaping plans but he was sure there
would be landscaping.
Mr. Allred asked how many total units would be in this complex.
Mr. Simmons noted there would be 36 units -- 12 per building.
MOTION
Mr. Suchecki moved to recommend approval of the large scale development for
Oakshire East Apartments subject to staff comments.
There was discussion regarding a city code that gave the Subdivision Committee the
authority to give approval to Large Scale Developments. Mr. Bunn stated the code
had either been changed through ordinance or by recommendation of the Board of
Directors.
PRELIMINARY PLAT - MISSION BLVD. SUBDIVISION
GORDON WILKINS - S OF MISSION, W OF CROSSOVER RD.
The next item was a preliminary plat for Mission Boulevard Subdivision presented
by Dave Jorgensen on behalf of Gordon Wilkins for property located south of
Mission, west of Crossover Road. The property is zoned R-1, Low Density
Residential, and contains 9.65 acres with 32 lots proposed.
Ms. Little stated the subdivision needed to provide access to the east.
Mr. Jorgensen stated he had anticipated the Planning Commission would want the
access. He presented a drawing showing the subdivision with the access provided
and pointed out they had reduced the number of lots from 32 lots to 29 lots and

increased the lot size. He stated he did not know if they would need a waiver on the
length of the cul-de-sac with the access to the east.
Mr. Allred recommended they still request the waiver so it would be in the record.
MOTION
Mr. Suchecki moved to recommend approval of the revised preliminary plat for
Mission Boulevard Subdivision subject to staff comments and waiving the length of
the cul-de-sac.
PRELIMINARY PLAT - CROSSOVER HEIGHTS, PHASE II
DICK & BILL KEATING - E OF CROSSOVER, N OF WHIPPOORWILL LANE
The next item was a preliminary plat for Crossover Heights, Phase II, presented by
Dave Jorgensen on behalf of Dick and Bill Keating, located east of Crossover Road
and north of Whippoorwill Lane. The property is zoned R-2, Medium Density
Residential, with 20 proposed lots.
Mr. Jorgensen noted most of the discussion at the Plat Review meeting had been
regarding the islands in the cul-de-sac. He stated at this time he had not changed
the islands. He explained he planned to draw the cul-de-sac on a larger scale for
the Planning Commission meeting for review by all of the Commissioners.
It was explained the property owners association would maintain the islands.
Mr. Jorgensen pointed out it would not be any different than a standard cul-de-sac
as far as the turning radius. He stated he did not believe emergency vehicles would
have any problem in turning around the cul-de-sac.
Mr. Bunn noted this subdivision was a re -plat of a lot. He asked if there were any
subdivision covenants prohibiting the further subdivision of any lots.
Mr. Jorgensen stated he had a copy of the subdivision covenants and had not found
any restrictions regarding further subdivision.
Mr. Jorgensen stated the subdivision would be single family homes with the exception
of two lots -- 11 and 14 -- which would be duplex lots.
MOTION
Mr. Suchecki moved to recommend approval of the preliminary plat for Crossover
Heights, Phase II, subject to staff comments and approval of the design for the
islands and cul-de-sac.
PRELIMINARY PLAT - NORTHWEST ACRES ESTATES, PHASE III

III, presented by Harry Gray, Northwest Engineers, on behalf of Jeff Allen for

property located off of Carriage Way, north of Wedington. The property contains
4.63 acres with 18 proposed lots and is zoned R-2.
Mr. Gray explained he had not yet changed the name on Christopher Avenue as
requested by Perry Franklin nor Glee (he had been informed by Jim Johnson, 9-1-1
Systems there was a Lee Street).
MOTION
Mr. Suchecki moved to recommend approval of the preliminary plat for Northwest
Acres Estates, Phase III, subject to staff comments and street name approval.
LARGE SCALE DEVELOPMENT - CROSS STREET SERVICE, INC.
CHUCK WEBB - S OF VAN ASCHE, E OF HWY 112
The next item was a large scale development for Cross Street Service, Inc. to
construct a garage, presented by Chuck Webb for property located on the south side
of Van Asche, east of Highway 112. The property is zoned C-2 and contains 2.67
acres.
There was no one present to represent this large scale development. The item was
tabled until a representative was present.
LARGE SCALE DEVELOPMENT - RIDEOUT HOME CENTER
E. J. BALL - W OF CROSSOVER, N OF MISSION
The last item was a large scale development for Rideout Home Center presented by
Neal Albright on behalf of E. J. Ball, for property located on the west side of
Crossover, north of Mission. The proposed zoning for the property is C-2, and
contains 5 acres.
Ms. Little stated screening would be required to the west since this property
adjoined residential property. She also questioned whether the tract had been split.
She explained the city would need that information prior to the Planning Commission
meeting.
Ms. Little noted the required parking for the display area would be 63 spaces and
required parking for the warehouse would be 8 spaces, making a total of 71 parking
spaces required. She explained she had talked to Mr. Albright and asked for the
number of parking spaces at other home centers in the area. She stated Lowes had
59 spaces, Sutherland had 45 spaces, and Meeks had 48.
Mr. Bunn stated he still needed some drainage calculations from Mr. Albright.
Mr. Tim Klinger, a property owner directly across Hwy 265, expressed concern
regarding the drainage. He noted they were trying to improve his property by
bringing it up to grade.
• Mr. Albright stated there was an existing culvert to the north so the water would be
directed to the north and then to the east.

The owner of Crossover Hardware stated he had seen eight feet of water standing
on the subject tract. He expressed his belief the creek would not be able to handle
the additional drainage.
Mr. Albright explained drainage also had to be addressed with the Highway
Department in order to have access to the highway.
There was further discussion regarding the drainage with Mr. Albright assuring
those present he would have a comprehensive drainage plan.
Mr. Allred suggested the drainage plan be complete prior to the Planning Commission
meeting.
MOTION
Mr. Suchecki moved to approve the large scale development subject to the approval
of a suitable drainage plan and proof of a lot split.
