HomeMy WebLinkAbout1992-07-30 - Minutes• • • MINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the Fayetteville Subdivision Committee was held on Thursday, July 30, 1992 at 10:30 a m , in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas MEMBERS PRESENT: Jerry Allred and Tom Suchecki OTHERS PRESENT: Alett Little, Don Bunn, Albert Skiles, Harry Gray, Mel Milholland, and Sharon Langley LARGE SCALE DEVELOPMENT - COWBOY STEAKHOUSE MIKE COLLINS - N OF MILLSAP, W OF COLLEGE Mr. Allred noted the first item was a large scale development for Cowboy Steakhouse, presented by Albert Skiles on behalf of Mike Collins, for property located on the north side of Millsap, west of College Avenue. The property is zoned C-2, Thoroughfare Commercial. Ms. Little explained the City was working on a lot split for the subject property. She further explained that, when Chili's had been developed, the property had not been legally split. She stated that, if the developer did not submit the lot split prior to the Planning Commission meeting, this item would be tabled at that meeting. Mr. Skiles explained that Chili's had purchased a portion of Lot 2 and the subject development was to be constructed on the remainder of Lot 2. In response to a question from Mr. Suchecki, Mr. Skiles explained the parking lot for this project and the parking lot for Chili's would abut but would not connect due to a curb constructed by Chili's. He further explained the parking area would have to immediately abut Chili's parking in order to provide the required parking spaces, leaving no room for landscaping. Mr. Allred suggested in the future that, should parking lots not connect, there be a green space between the lots. He also suggested connecting parking lots in the future. Mr. Skiles stated they had attempted to get as many parking spaces as they could, still have landscaping and make the site look good. Mr. Bunn suggested contracting with Chili's to share some of the parking. Mr. Allred pointed out that if everyone shared their parking lots it would reduce the paving cost, increase the green space, and have a more efficient area. Ms. Little explained the peak use times for these two enterprises would coincide. It was determined that patrons of the restaurants would automatically park wherever they could find a parking space. Mr. Skiles explained the restaurant would be an authentic Amish barn from Indiana with a new envelope around it and a new roof. He pointed out the equipment, tools, dumpster, etc. would be behind a fence so the visibility of the building from all four sides would be aesthetically pleasing. Mr. Allred asked the projection in connecting Millsap Road. Ms. Little explained the current plan was Longview would be extended to Appleby. She stated that would take part of the pressure off the Millsap/Futrall connection. She advised there was a traffic study being conducted by the hospital regarding commercial development of Millsap . She stated they would like to see several interior streets with part of the traffic flowing through to Longview. MOTION Mr. Suchecki moved to recommend approval of the Large Scale Development subject to staff comments, submittal and approval of the lot split. PRELIMINARY PLAT - WOODBURY PLACE MID -SOUTHERN ENTERPRISES - E OF SALEM, N OF WEDINGTON The next item was a preliminary plat for Woodbury Place presented by Harry Gray on behalf of Mid -Southern Enterprises, for property located on the east side of Salem, north of Wedington. The property is zoned R-2, Medium Density Residential, and has 9 proposed lots to be developed as duplexes. The Committee noted the plat included a preliminary grading plan. Ms Little pointed out they were developing the subdivision over a pond. Mr. Gray explained that, with the filling of the pond, they would have to do some ditch work along the north property line. He pointed out all of the storm drainage would go to the existing 3 1/2 x 6 foot culvert under Salem Road. Ms. Little asked the size of the drainage are for which the pond was the recipient. Mr. Gray estimated 30 to 40 acres with another 40 acres draining into the ditch on the north side of the pond. He further explained he believed a spring fed the pond because it stayed full of water all year. Mr. Allred pointed out the surrounding area was developed and had been provided with drainage, curbs and gutters. He asked if that had not reduced the size of the land mass draining into the pond. Mr. Gray stated it might have reduced it to 20 acres. He explained they were looking to see if they could take some of the drainage through a ditch to be picked up through a storm drain system. He stated he preferred the open ditch. He explained when Woodlands (to the south) was developed the 15 -inch pipe under Salem would have to be replaced by a 24 -inch pipe. • Dave Wood, an adjoining property owner, advised the Committee whenever it rained it was like a river since the hole had been cut in the bank of the pond. He stated it 3.i Subdivision Committee July 30, 1992 Page 3 was flowing under the road. He pointed out the ditch was 12 feet wide and there was a mosquito problem already. He also pointed out that, when Walnut Heights was developed across Salem, the developer provided a privacy fence. He requested lots 1 and 9 also provide some type of screening. Mr. Grey stated there were no plans at the present time to do any screening. He also pointed out that all access would be onto Mica rather than onto Salem. Mr. Bunn recommended Mr. Wood talk with the developer prior to the Planning Commission meeting. It was pointed out the City had no regulations which would require screening between two residential lots. Ms. Little stated the fencing was not visually attractive. It was suggested that vegetative screening could be used. Mr. Suchecki asked how the pond could be drained if it was spring fed. Mr. Gray stated they could either construct a drain or a "spring box" (a concrete box around the spring with a pipe to provide drainage) . He stated the pond was not really a retention pond because it held water all of the time. He explained that, for a retention pond to be effective, it needed to be a dry pond. He further explained this pond filled within the first five minutes of a rain. Mr. Wood was advised to also contact the City Horticulturist, Patti Erwin, regarding recommended types of screening. MOTION Mr. Suchecki moved to recommend approval subject to staff comments and access restricted to Mica. FINAL PLAT - RIDGEMONTE ESTATES (FORMERLY ASPEN HEIGHTS) MB3 PROPERTIES - S OF MISSION, E OF FOX HUNTER'S ROAD The last item was a final plat for Ridgemonte Estates (formerly Aspen Heights) presented by Mel Milholland on behalf of MB3 Properties, for properly located south of Mission and east of Fox Hunter's Road, containing 71.26 acres with 29 proposed lots. Mr. Bunn advised the City would need a contract from the developer for the unfinished improvements on the water line and streetlights. He stated that, even though this property was in the county, the city did have approval. Mr. Milholland stated the County Judge had accepted a lien on two lots until the streets and storm sewers were completed. 3(0 Subdivision Committee July 30, 1992 Page 4 In response to a question from Mr. Suchecki, Mr. Milholland advised that the developer would notify purchasers they would need a contract with the City for fire protection. MOTION Mr. Suchecki moved to recommend approval of the final plat for Ridgemonte Estates subject to staff comments. The meeting adjourned at 11:00 a.m.
