MINUTES OF A SUBDIVISION COMMITTEE MEETING
A meeting of the Fayetteville Subdivision Committee was held on
Thursday, February 13, 1992 at 10:30 a.m., in Room 111 of the City
Administration Building, 113 West Mountain Street, Fayetteville,
Arkansas.

LARGE SCALE DEVELOPMENT - MATHIAS MINI -STORAGE
SAM MATHIAS - 2712 WEST 6TH
The first item on the agenda was review of a Large Scale
Development for Mathias Mini -Storage requested by Sam Mathias, for
property located at 2712 West 6th Street. The subject property
consists of 4.45 acres.
In response to a question from Ms. Britton, Ms. Little explained
• the subject property adjoined another residential street.

Ms. Britton expressed concerned that most of the property would be
paved.
Mr. Mathias explained the area needed to be paved to provide access
to each storage unit.
Ms. Britton asked what type of fixture the lighting would have.
Mr. Mathias explained the lighting would be directed toward the
center of the subject property and away from the surrounding
residential area.
Ms. Little explained it was Mr. Mathias plan to also construct an
apartment with the office. She stated that was permissible under
the ordinance. She further stated he would need to ask for a
waiver for the number of required parking spaces. She explained
code required one parking space per 1,000 square feet plus two
parking spaces for the dwelling unit. She noted that amount of
parking would not be needed.
In response to a question from Ms. Little, Mr. Mathias stated they
were attempting to save every tree they possibly could. There was
also discussion regarding the screening requirements. Ms. Little
stated they would need to have a wooden fence rather than chain-
link.

MOTION
Mr. Allred moved to approve the large scale development subject to
staff comments and requirements.
Mr. Suchecki seconded the motion,
PRELIMINARY PLAT - WALNUT PARK ADDITION
HARRY GRAY - W OF SALEM RD., N OF WEDINGTON
The next item presented for review was a preliminary plat for
Walnut Park Addition presented by Harry Gray on behalf of Don
Johnston and Dave Johnson for property located west of Salem Road
and north of Wedington. The property consists of 18.23 acres with
81 lots proposed and is zoned R-2.
Ms. Little explained that at plat review there were standard
easement requests.
Ms. Britton commented about the long cul-de-sacs.
Ms. Little stated the Fire Chief had expressed concern about the
length of the cul-de-sacs. She explained there had been a
discussion regarding intersecting Cornell Street with Yale Street
to the north. She further explained there was not a discussion of
connecting Vassar to Cornell because they hoped the land to the
west would be developed sometime in the future and allow connection
to Rupple.
Mr. Gray pointed out the developed was based on an original
preliminary plat for approximately 70 acres. He explained Walnut
Grove to the north of the subject property was the first phase. He
further explained the owner/developer had planned to develop the
entire tract and had donated 9.2 acres to the City for Davis Park.
He stated the owner/developer had died and Mr. Johnston and Mr.
Johnson had offered to purchase the property contingent upon a
subdivision being approved. He further explained that, when the
park land had been donated, right-of-way was not donated. He noted
he would request a waiver for both cul-de-sacs.
There was discussion regarding accepting 25 feet from the
subdivision for right-of-way and 25 feet from the park lands, thus
giving access from Cornell to Yale.
Mr. Gray noted the Parks Board put a lot of thought into the street
and the parking in the area.
The Committee discussed various ways to shorten the cul-de-sacs.
Ms. Britton noted Salem was designated as a collector street on the
Master Street Plan.

MOTION
Ms. Britton moved that the subdivision be approved subject to staff
comments and working out putting Cornell through to Yale.
Mr. Allred seconded the motion but recommended leaving the street
situation to the staff's discretion.
Ms. Little noted the matter would have to go back through the Park
Board.
PRELIMINARY PLAT - BUTTERFIELD MEADOWS ADDITION
HARRY GRAY - E OF OLD MISSOURI RD., N OF ERROL
The final item was a preliminary plat for Butterfield Meadows
Addition presented by Harry Gray on behalf of BMP Development for
property on the east side of Old Missouri Road, north of Errol
Street. The property consists of 17.13 acres with 32 proposed lots
and is zoned R-1.
Ms. Little explained this was a replat of an earlier preliminary
with substantial changes.
Mr. Gray explained that BMP Development had originally planned to
use the subject tract for an affordable housing project. He
further explained there had been considerable neighborhood
opposition, particularly from Huntingdon Addition. He explained
BMP had now decided to develop the tract with typical R-1 housing,
recognizing the adjoining subdivision had larger tracts. He
pointed out two lots (containing in excess of 6 acres) between the
majority of the subdivision and Huntingdon. He explained the two
lots were shown as tandem lots but when Errol became a through
street, the lots would then have frontage.
In response to a question from Mr. Allred, Mr. Bunn stated there
had not been consideration of signalization of the intersection of
Errol and Old Missouri Rd. He stated it would be considered at the
time traffic warranted it.
Ms. Britton asked at what location Stubblefield Road would come in.
Mr. Gray stated he had just received the information. He showed
the Committee a drawing of Stubblefield Road.
Mr. Bunn noted Stubblefield would not need to line up with the
proposed street of the subject development.
Residents of the area stated traffic was a problem on Old Missouri
Road.

In response to questions from Committee members, Mr. Gray stated he
did not have through access to Errol Street, that the property
owner to the south had the access. He stated he had not asked the
adjacent property owner to purchase the 15 -foot tract.
There was also discussion of having access to the subdivision from
Errol Street rather than Old Missouri Road.
A resident of the area complained about drainage in the area.
Members of the Committee explained drainage matters would be
discussed at the Planning Commission meeting. They further noted
the engineer for the subject property would have to present a
drainage plan and have it approved by the city engineer.
Mr. Allred asked about access to the tandem lots.
Mr. Gray explained they wanted to Planning Commission to decide if
they wanted Errol Street to go through, which would give frontage
to the two lots. He stated that, if they did not want the street
built at the present time, they would dedicate right-of-way for a
future street and leave the lots as tandem lots. He explained that
at the present time access to the two lots would be from Huntingdon
Subdivision.
Mr. Bunn and Mr. Gray explained tandem lots to the adjoining
residents.
Mr. Gray explained the two owner/developers planned on building
their own homes on the two tandem lots.
Mr. Allred stated he believed Errol Street should go through.
Mr. Bunn explained that staff had suggested a right-of-way along
the southern edge of the property line but the developers claimed
the property owner to the south would need to have lots on both
sides of Errol Street.
Ms. Little suggested the city could request the dedication of 25
feet of right-of-way along the southern property line and if the
property to the south developed and did not need the right-of-way,
it would revert to the property owners.
Mr. Gray pointed out that would not work across lots 14, 15, and 16
with a 25 -foot right-of-way and a 25 -foot setback.
Mr. Allred suggested they approach it from the standpoint that it
was the intent of the city that at some point Errol line up or to
be a connecting street and then let the City staff and the engineer

review the Committee's wishes. He stated that would include the
owner/developer giving the 50 -foot dedication.
Mr. Gray stated he did not see a problem with the owners signing a
Bill of Assurance that they would pay their share of the cost when
Errol was built.
Mr. Bunn pointed out the tandem lots both made the development more
acceptable to the adjoining subdivision and enabled the owners to
have two large lots.
Ms. Little noted that at the plat review meeting the owner had
suggested a Bill of Assurance that the two tandem lots would not be
developed into more than three lots.
Mr. Allred stated that exceeded the norms of the entire
neighborhood and that was not fair to the owner.
Ms. Britton agreed.
Mr. Bunn and Ms. Little stated the City did want Errol Street to be
a through street at some point in the future.
In response to a question from an adjoining property owner, Mr.
Gray noted the sizes of the homes would be no smaller than 1,750
and the majority of the lots had at least 75 feet of frontage.
MOTION
Mr. Allred moved to accept the plat as presented with a Bill of
Assurance on the tandem lots that, should Errol Street be
developed, the lots would then need the required frontage.
Mr. Suchecki seconded the motion.
The meeting adjourned at 11:30 a.m. with Ms. Britton, Ms. Little
and Mr. Gray remaining to answer questions by the adjoining
property owners.
