HomeMy WebLinkAbout1992-01-16 - MinutesMINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the Fayetteville Subdivision Committee was held on Thursday, January 16, 1992 at 10:30 a.m., in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: Charles Nickle and Joe Tarvin OTHERS PRESENT: Martin C. Florie, Dave Jorgensen, James Key, Leonard Gabbard, Sid Norbash, and Sharon Langley LARGE SCALE DEVELOPMENT - ALDI'S, INC. MARTIN C. FLORIE - SW CORNER OF APPLEBY & COLLEGE The first item on the agenda was review of a Large Scale Development for Aldi's, Inc. (a grocery store) requested by Martin C. Florie on behalf of Aldi's, for property located on the southwest corner of Appleby and College. The property is zoned C-2 and contains 2.49 acres. Mr. Nickle asked if staff had checked the parking requirements. Ms. Langley stated the parking had been reviewed and they had excess parking. Mr. Florie stated Aldi's requirement was 120 parking spaces. He pointed out this site had 121 spaces. In response to a question from Mr. Tarvin, Mr. Florie stated that basically all of the stores were the same size. Mr. Nickle asked if they were proposing to do any landscaping on the site. Mr. Florie stated they were showing only sod but, at the Plat Review meeting, landscaping had been discussed. He explained Perry Franklin had indicated he would rather not have shrubbery, etc. within 25 feet of the entrance/exit due to visibility problems. Mr. Tarvin suggested they could do some landscaping behind the curb without causing sight problems. Mr. Nickle agreed that, after construction, some landscaping could be done closer to the parking area. He asked what type of lighting they planned to use. 3 Subdivision Committee • January 16, 1992 Page 2 Mr. Florie stated there would be a couple of poles in the middle of the parking lot. He further stated they planned to have metal halon lighting. There was also discussion regarding grading notations on the plat. Mr. Florie stated a grading plan would be submitted to the City Engineer's office prior to the Planning Commission meeting. In response to a question from Mr. Tarvin, Mr. Florie stated the parking area would be concrete. Ms. Langley explained the fire chief had been unable to attend the plat review meeting and therefore had forwarded written comments to this meeting. She read Mr. Jackson's comments, as follows: "This occupancy is not required to be sprinkled by our building code. However, we should recommend to the developers that they do their own checking to determine if sprinklers would be desirable from an insurance premium standpoint. If not, it's their call, but the nature of this type of occupancy lends itself to large loss fires. We have no other comments regarding this proposal." • MOTION Mr. Tarvin moved to approve the large scale development subject to comments received at this meeting and those received at the plat review meeting for submission to the Planning Commission. Mr. Nickle seconded the motion. CONCEPT PLAT - PARK PLACE MASTER PLAN DAVE JORGENSEN - S OF MISSION, W OF CROSSOVER The next item was a concept plat for Park Place Subdivision Master Plan presented by Dave Jorgensen on behalf of Jim Lindsey. The property is located south of Mission Boulevard and west of Crossover Road, zoned R-1, Low Density Residential. The Master Plan included both those five phases which are completed and three additional proposed phases. Mr. Jorgensen explained he had submitted the Master Plan and Phases 6, 7, and 8. He further explained the reason for the Master Plan was so that everyone could see how the proposed Park Place development fit in with the existing Park Place Phases and the proposed development to the south. Mr. Tarvin asked why there was no connection between the proposed phases of Park Place and the existing phases. • Mr. Jorgensen explained the residents did not want any other accesses into the existing phases. He pointed out the 50 -foot Subdivision Committee • January 16, 1992 Page 3 utility and access easement on Phase 8. He further explained that Phase 8 had been reviewed by the Planning Commission previously but they had changed the roadway and therefore, he wanted the Planning Commission to review it again. He also noted that the Master Plan had been sent out to all adjoining property owners. In response to a question from Mr. Nickle, Mr. Jorgensen stated Phase 8 would be constructed first, since it bordered Highway 265, and then Phase 6 or 7 would be next. He explained Phase 6 could not be done until Phase 8 was completed. • • Mr. Tarvin asked how the Foster/Brophy Subdivision tied into the Park Place Subdivision. Mr. 'Jorgensen pointed out Foster/Brophy was immediately to the south and further pointed out the streets would match up. He stated Phase 1 would be the first phase developed in Foster/Brophy which would match up to Phase 8. PRELIMINARY PLAT - PARK PLACE, PHASE 6 DAVE JORGENSEN - W OF MISSION, S OF VICTORIA The Subcommittee then reviewed Park Place, Phase 6, located south of Mission Boulevard and west of Crossover Road, containing 11.26 acres with 25 proposed lots, as presented by Dave Jorgensen on behalf of Jim Lindsey. The property is zoned R-1, Low Density Residential. Mr. Jorgensen stated there were basically no changes on Phase 6. He stated they had added conduit at the request of the utility companies. Mr. Nickle asked if the water line came out of Phase 5. Mr. Jorgensen stated he would have to make a connection out of Phase 5 because there was a high pressure system. He further stated that presently he was showing a water line being extended from Phase 8 into Phase 6 and then into the Foster/Brophy development. He noted the sewer line came down the hill and tied into Phase 8 from an existing sewer line. He explained he would be taking care of the water line at the design stage. Mr. Nickle stated there had been a lot of discussion regarding drainage when the Planning Commission heard the Foster/Brophy Concept Plat. Mr. Jorgensen explained he had a preliminary drainage plan. Mr. Nickle asked if the drainage on Foster/Brophy was impacted by Park Place. S Subdivision Committee • January 16, 1992 Page 4 Mr. Jorgensen stated it was impacted somewhat. He pointed out it was shown on Phase 8. He showed the Subdivision Committee the natural drainage path. He further noted they had given extra utility easements along the drainage path. He also stated there was a separate 20 foot drainage easement. In response to a question from Mr. Tarvin, Mr. Jorgensen explained he had not looked into the detention capability of the lake. He stated he did not think the lake was for detention as much as it was a lake to impede flow He stated the intention was to utilize the detention pond for stormwater. He also explained that the storm drainage channel adjacent to the Rob Lewis property as noted on the plat was a very pronounced drainage ditch which they planned on improving. • Mr. Norbash expressed concern that there was a master drainage plan for the entire area. He stated his concern was how each development affected the other. Mr. Jorgensen stated it was fortune for him that he also was the engineer for the project to the south of Park Place and he knew how it affected the property to the north. Mr. Nickle recommended that, before any work was begun, a master storm drainage study be done and submitted to the City Engineer. Mr. Jorgensen informed the Committee he had done a preliminary drainage study for the Foster/Brophy Subdivision, dividing the properties into the various drainage areas. He pointed out there was an existing 36 inch culvert which might have to be enlarged. He stated it drained 11 acres. He explained the drainage of each area. He also pointed out an existing ditch which he stated would need to be cleaned out and perhaps concreted. Mr. Jorgensen stated he and the developers had met with the residents adjoining the Foster/Brophy Subdivision and determined their concerns dealt with drainage and traffic flow. He expressed his opinion that they could solve the drainage problem. He further pointed out various drainage improvements that would be made. He stated they had given quite a bit of thought on the drainage problem. Mr. Jorgensen stated some of the residents did not like the grid layout of Foster/Brophy Subdivision. He stated there was a possibility the layout would be changed. He stated they had decreased the density and made the lots larger, especially along the southern portion. 410 Mr. Jorgensen also showed the Committee a design for the intersection into the Foster/Brophy Subdivision on Ridgely. He Subdivision Committee • January 16, 1992 Page 5 explained he had shown the design to Perry Franklin, Traffic Division, and he had approved of the design. He further stated the adjoining residents appeared to be pleased with the intersection. He also pointed out that, once Park Place was completed, traffic could flow to the north or the south. • • In response to a question from Ms. Langley, Mr. Jorgensen stated the Parks Department had contacted him regarding donation of land in lieu of park fees. He stated they had not yet determined what land, if any, would be donated. Mr. Nickle recommended approving the Master Plan and Phases 6, 7 and 8 of Park Place, assuming that adequate drainage was provided for the entire area. Ms. Langley stated she would provide a copy of the Fire Chief's remarks to Mr. Jorgensen. CONCEPT PLAT - FOSTER/BROPHY SUBDIVISION DAVE JORGENSEN - S OF HAMMOND, E OF CROSSOVER Mr. Jorgensen then presented the concept plat of Foster/Brophy Subdivision on behalf of Mark Foster and Ralph Brophy for property south of Hammond and east of Crossover. Mr.• Jorgensen showed the Committee a possible layout of Foster/Brophy stating the adjoining property owners had believed this design to be more appealing. He further stated they would be reducing the development by at least five lots and possibly eight or nine lots. In response to a question from Mr. Tarvin, Mr. Jorgensen stated the development was tree covered and they planned on saving as many as possible. Mr. Nickle recommended the subdivision be submitted for approval subject to the resolving of the drainage concerns. PRELIMINARY PLAT - FOSTER/BROPHY SUBDIVISION, PHASE 1 DAVE JORGENSEN, S OF HAMMOND, W OF CROSSOVER Mr. Jorgensen then presented the preliminary plat for Foster/Brophy Subdivision, Phase 1, on behalf of Mark Foster and Ralph Brophy, for property located south of Hammond and west of Crossover. Mr. Jorgensen stated the utility companies had requested minor changes, which had been completed. Mr. Nickle stated he had no problems with the plat. Subdivision Committee • January 16, 1992 Page 6 Mr. Tarvin stated he had noticed in the minutes of the plat review meeting that Ms. Little had requested the sidewalks be set back from the curb. Mr. Jorgensen stated they would be set back. He further stated he would put that on the plat. LARGE SCALE DEVELOPMENT - FAYETTEVILLE CHURCH OF CHRIST JAMES T. KEY - E OF DEANE SOLOMON, S OF MOORE LANE The next item was a large scale development for the Fayetteville Church of Christ presented by James T. Key on behalf of the church for property located east of Deane Solomon Road and south of Moore Lane. The property is zoned C-2, Commercial Thoroughfare, and R-2, Medium Density Residential. In response to a question from Mr. Tarvin, Mr. Key explained several of the members of the congregation had purchased 18 small maple trees that would be planted in the area. He further stated several members of the congregation had discussed landscaping. He pointed out there were some islands in the parking area which they planned to plant some of the trees. • Mr. Key explained that the landscaping would depend upon where the 36 -inch water line would be located. Mr. Norbash stated they had determined the water line would not be across the front of the property and an easement would not be needed. Mr. Nickle asked if they would have any area lighting. Mr. Key stated they would like to have some lighting. He stated initially they would have lighting from the building and they planned on contacting the power company regarding further parking lot lighting. In response to a question from Mr. Nickle, Mr. Key stated there was a residence to the south of the subject property. Mr. Nickle suggested noting the adjoining property owners' names on the plat. Mr. Tarvin stated the plat looked good to him. Mr. Key stated he had changed the plat to show the parking. He noted they were required to have 28 spaces and they had 38. In response to a question from Mr. Norbash, Mr. Key stated he did have copies of their approved perc test. 7 Subdivision Committee • January 16, 1992 Page 7 LARGE SCALE DEVELOPMENT - REGENCY "7" MOTEL LEONARD GABBARD - N OF OLD FARMINGTON RD., W OF SHILOH The final item was a large scale development for Regency "7" Motel presented by Leonard Gabbard on behalf of Terry Dill for property north of Old Farmington Road and west of Shiloh. The property is zoned C-2, Thoroughfare Commercial. There was discussion regarding the 36 -inch water line. Mr. Norbash stated he would have to check to see if the water line ran across the subject property. •' Mr. Gabbard stated he had met the SWEPCO representative, Larry Winkler, at the property in regard to the overhead electric lines and guywire. He further stated the dumpster would be moved approximately 10 feet in order to remove it from the guywire. Ms. Langley informed Mr. Gabbard the fire chief wanted a fire hydrant installed at the north entrance to the project, off of Shiloh Drive. She stated he also wanted each occupant room separated from the adjacent room by a one-hour rated interior fire wall. She stated the fire wall needed to go from slab to roof deck. It was noted that, due to the size, the motel did not have to sprinkled. In response to a question from Mr. Nickle, Mr. Gabbard pointed out the areas that would contain lighting. Mr. Nickle asked about the drainage. Mr. Gabbard stated they had shot contours on the property. He pointed out the flow paths and noted the water would hit a swale and drain into the ditch. He stated there was a good drainage ditch. He stated approximately four acres drained into the ditch. He also noted the location they proposed to install a culvert. Mr. Nickle recommended the large scale development be submitted for approval. The meeting adjourned at 11:40 a.m. 8
