HomeMy WebLinkAbout1992-01-02 - Minutese AID MINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the Fayetteville Subdivision Committee was held on Thursday, January 2, 1992 at 10:30 a.m., in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: MEMBERS ABSENT: OTHERS PRESENT: Charles Nickle and Jack Cleghorn Joe Tarvin and Jana Britton Alett Little, Don Bunn, Al Harris, Aaron Mills, and Kurt Jones i FINAL PLAT - PINE HAVEN ADDITION GORDON WILKINS - E OF AZALEA TER., S OF OLD WIRE RD. The first item on the agenda was a request for approval of a final plat for Pine Haven Addition presented by Al Harris, Northwest Engineers, on behalf of Gordon Wilkins for property located east of Azalea Terrace and south of Old Wire Road. The property consists of 1.25 acres with four lots. The property is zoned R-1, Low Density Residential. Mr. Harris explained the final plat was basically the same as the preliminary plat. Mr. Nickle noted the only comments from the plat review minutes was that the owner would enter into a contract for uncompleted improvements. MOTION Mr. Cleghorn moved to recommend approval of the final plat. Mr. Nickle seconded the motion. LARGE SCALE DEVELOPMENT - TRESSLAR PARK MALL TRESSLAR DEVELOPMENT - 1370 E. JOYCE The next item to be reviewed was a request for approval of a large scale development for Tresslar Park Mall presented by Aaron Mills on behalf of Tresslar Development Company. The property is located at 1370 E. Joyce and is zoned C-2, Thoroughfare Commercial. Mr. Mills noted they had made the requested changes to the plat from the plat review meeting which included enlarging one easement from 15 to 25 feet as well as showing an off-site easement of 15 feet. He explained they were in the process of obtaining the off- site easement. He also pointed out the transformer pad as r a Subdivision Committee January 2, 1991 Page 2 requested by Ozark Electric and increased the number of trees along Joyce Boulevard and the parking lot. Mr. Bunn explained he would be looking at detailed plans relating to the water, sewer and drainage. In response to a question from Ms. Little, Mr. Mills explained the parking lot would be constructed per building, thereby alleviating the excess parking spaces. He also pointed out the parking lot would be concrete not asphalt. MOTION Mr. Cleghorn moved to recommend approval of the large scale development. Mr. Nickle seconded the motion. LARGE SCALE DEVELOPMENT - WATSON'S GROCERY & LAUNDROMAT JIM WATSON - 2523 E. HUNTSVILLE RD. The last item to be reviewed by the committee was a large scale development for Watson's Grocery & Laundromat located at 2523 E. Huntsville Road, presented by Kurt Jones, Crafton, Tull & Associates, on behalf of Jim Watson. The property is zoned C-2, Thoroughfare Commercial, and consists of 8.81 acres. Mr. Jones explained they had added some parking spaces since the plat review in order to comply with code. He pointed out the entrance would be coordinated with the City Traffic Division. In response to a question from Mr. Cleghorn, Mr. Bunn and Ms. Little explained the city had scheduled a traffic light at that location for June or July, 1992. Ms. Little stated she believed the traffic light would be well coordinated with the construction. She explained Perry Franklin had already scheduled a meeting with the developer. In response to a question from Mr. Nickle, Ms. Little stated all existing structures were going to be moved. Mr. Bunn pointed out the property was under new ownership. There was discussion regarding the flood plain. Mr. Jones stated the property was not in the flood plain. In response to a question from Mr. Cleghorn, Ms. Little pointed out surrounding zoning and those areas requiring screening. a Subdivision Committee January 2, 1991 Page 3 Mr. Jones, in response to a question from Mr. Nickle, stated they had not determined the type of parking lot lighting nor had they done a landscaping plan. Ms. Little stated she had checked the Master Sidewalk Plan and a sidewalk would be required along Highway 16. Mr. Cleghorn asked if the entire project was to be built at one time or if the developer was going to construct the grocery store and laundromat and at a later date the leased space. Mr. Bunn stated Mr. Hopper had said they would construct the entire project at the same time but the leased space would be just a shell and then, upon rental to a tenant, finish it to the specifications of the tenant. MOTION Mr. Nickle moved to recommend approval of the large scale development.
