HomeMy WebLinkAbout1991-09-26 - Minutes• MINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the Fayetteville Subdivision Committee was held on Thursday, September 26, 1991 at 10:30 a.m., in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: OTHERS PRESENT: Joe Tarvin, Chuck Nickle and Jana Britton Don Bunn, Sharon Langley, Becky Bryant, Tom Hopper, and Harry Gray FINAL PLAT - PARADISE VIEW ESTATES, PHASE II TOM HOPPER - W OF CROSSOVER, S OF JOYCE The first item reviewed by the Committee was a request for approval of a final plat for Paradise View Estates, Phase II, represented by Tom Hopper. The property consists of 10.02 acres with 21 lots proposed. The property is zoned R-1, Low Density Residential. Mr. Tarvin noted that land was being donated instead of payment of park fees. He asked what happened to the land. • Ms. Britton explained it would be used as part of a park. • • It was noted that the plat review minutes were incorrect, that the land donated was not Lot 8 but outlot A. In response to a question from Mr. Nickle, Mr. Hopper explained the City owned the land to the west which was currently a park. He stated this lot would just be an extension of the park. Mr. Bunn noted they had requested the property be conveyed by warranty deed. Ms. Bryant stated she had appreciated the cooperation of the owner/developer in providing the land to the Fayetteville Park System. Ms. Britton questioned a setback from the drainage easement. Mr. Bunn explained that no one could construct a building over the drainage easement but they could build up to it. Ms. Britton and Ms. Bryant suggested that Mr. Hopper make clearer designation of the utility easements on the plat. Mr. Tarvin pointed out the legend showed the lines as easements. He stated he believed it was clear. • Subdivision Committee September 25, 1991 Page 2 MOTION Mr. Nickle recommended approval of the final plat. Ms. Britton seconded the motion. • FINAL PLAT - WOODFIELD ADDITION (FORMERLY WEDINGTON HEIGHTS HARRY GRAY - E OF SALEM, N OF WEDINGTON DR. The last item to come before the Committee was a request by Harry Gray, on behalf of BMP Development, for approval of the final plat for Woodfield Addition (formerly Wedington Heights Addition), located east of Salem Road and north of Wedington Drive, containing 34 acres and zoned R-2, Moderate Density Residential. This is the first phase of five phases. Mr. Gray stated he had only one plat to discuss, explaining he had not given proper notice on the other plats and would need to postpone the hearings. Mr. Gray stated sidewalks were not shown on the plat but they were proposed at the right-of-way line on the west and south sides of the streets. • • There was discussion regarding the street name of Timberline Street. Mr. Gray explained that Mickey Jackson had requested it be called Timberlane Court but Jim Johnson of the 911 System stated they could not use that name. The Committee was reminded that this was the development that would be testing the rolled curbs. Mr. Gray stated that in the 1950's Bel Aire Addition at Leverett and Sycamore had installed rolled curbs and he thought they still looked good. They discussed the sidewalks being setback from the right-of-way. MOTION • Mr. Tarvin moved to accept the final plat. Ms. Britton seconded the motion. FINAL PLAT - NORTH HEIGHTS HARRY GRAY -SW OF APPLEBY, N OF BISHOP Mr. Tarvin stated he would like to discuss another plat with Mr. Gray - North Heights. The Committee informally discussed their belief that there should be an intersecting street. • Ms. Bryant stated she believed one of the areas they needed to improve in Planning was the area of transportation planning, making • Subdivision Committee September 25, 1991 Page 3 sure there was good circulation between subdivisions in high density areas. She pointed out the area to the north was owned by the same property owner. She stated she believed there needed to be a connection to the north which eventually connected to Appleby and to the south to Sunny Lane. • Ms. Britton stated she would prefer the street did not go straight through. She suggested making Susan a through street. Ms. Bryant requested a copy of the plans for the townhouses. The meeting was adjourned at 11:00 a.m. • • •
