HomeMy WebLinkAbout1991-07-25 - MinutesMINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the Fayetteville Subdivision Committee was held on Thursday, July 25, 1991 at 10:30 a.m., in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: OTHERS PRESENT: Charles Nickle and J. E. Springborn Don Bunn, Becky Bryant, Sharon Langley, and Tom Hopper PRELIMINARY PLAT - PARADISE VIEW, PHASE II TOM HOPPER - W OF CROSSOVER, S OF JOYCE The only item reviewed by the Committee was a request for approval of a preliminary plat for Paradise View, Phase II, represented by Tom Hopper. The property, consisting of 10.02 acres, is located on the west side of Crossover, south of Joyce Street and is zoned R-2, Moderate Density Residential. Mr. Hopper stated he had made all changes recommended by the Plat Review Committee including changing the name of Par Lane to Green Lane and providing the requested easements. Mr. Bunn explained he and Mr. Hopper had discussed the new grading ordinance and how it would apply to this subdivision. He further explained that, since the city did not have a permit form completed at this time, he had requested of Mr. Hopper that whatever work that was done on this project be done in accordance with the ordinance. In response to a question from Mr. Nickle, Mr. Hopper stated he was familiar with the way the ordinance read but not the implementation. Mr. Bunn stated the main concern in the implementation was control of run-off and erosion. Mr. Hopper explained the water and sewage plans were completed and had been submitted to the city engineer and the health department. Mr. Springborn noted Mr. Bunn had minutes, the trees on the perimeter would happen to the trees. mentioned, in the plat review of the property. He asked what Mr. Hopper explained most the utility companies were planning on going along the street which would minimize the need for removal of the trees along the back property line. Mr. Bunn explained that normally the utility companies would clear their easements for easier access. • • Subdivision Committee July 25, 1991 Page 2 Mr. Hopper stated the final plat would have a notation that the flood plain information on Mud Creek was based on information received from FEMA. Ms. Bryant asked if Mr. Hopper had received any information regarding the parks fees requirements. She explained the property would be conducive to a greenway along the creek. Mr. Hopper stated he would prefer to pay the fee. Mr. Bunn pointed out there were several parks in the area. He explained the Parks Department did not normally take additional lands for parks when there were parks in the area. Ms. Bryant also pointed out that when the individual houses located in the flood plan came in for building permits they would also have to get a grading and excavation permit. She suggested having that noted on the plat. Mr. Nickle agreed there should be a notation on the plat regarding those houses in the flood plain. Ms. Bryant stated the circulation on the plat looked good. She further stated this would be a good opportunity to acquire land for a trail system, if there was to be a trail system along Mud Creek. She questioned the size of the frontage along lots 5 and 6. She stated it did not appear to be 70 feet at the setback line. Mr. Hopper stated it was 59 feet. Mr. Bunn pointed out the amount of frontage required in a cul-de- sac was reduced from 70 feet. He believed the lots met the minimum requirement. Mr. Hopper pointed out there was a five foot right-of-way for fencing just as there had been on Paradise Place and Paradise Estates. It was determined that Mr. Hopper had made proper notification to the adjoining property owners. MOTION Mr. Springborn moved to approve the preliminary plat subject to plat review comments and staff comments. Mr. Nickle seconded the motion. . The meeting adjourned at 10:40 a.m.
