MINUTES OF A SUBDIVISION COMMITTEE MEETING
A meeting of the Fayetteville Subdivision Committee was held on
Thursday, July 11, 1991 at 10:30 a.m., in Room 111 of the City
Administration Building, 113 West Mountain Street, Fayetteville,
Arkansas.

LARGE SCALE DEVELOPMENT - THE SPORTS PARK

The only item reviewed by the Committee was a request for large
scale development for The Sports Park, located to the west of Betty
Jo and to the south of Wedington, presented by Rick Collins and
Michael Bauer. The property consists of 76.35 acres and is zoned
A-1, Agriculture. A conditional use was approved for Mr. Collins
on March 11, 1991 by the Planning Commission.
Ms. Becky Bryant, Associate Planner, complimented Mr. Collins on
the number of trees he had been able to preserve in this project.
She requested the parking calculations be included on the plat.
She also discussed the sidewalk requirements with Mr. Collins. She
explained that, should they desire to preserve any trees, the
sidewalk did not have to be straight.
Mr. Jim Beavers, Engineering, asked if the drainage plan had been
designed.
Mr. Collins stated Phillip Humbart of VSI was working on it. He
explained the they had enlarged two existing ponds to use as catch
basins.
In response to a question from Ms. Bryant, Mr. Collins pointed out
the site of the ponds and explained they had enlarged the ponds in
order to catch any runoff and also provide irrigation water.
Ms. Bryant suggested they have concrete drainage plans to show to
the Planning Commission.
Mr. Springborn noted that since Mr. Collins would be using the
ponds for irrigation he might not have any surplus runoff. He
suggested a study be made and presented to the Planning Commission.
Mr. Tarvin stated he did not believe there would be too much
concern regarding the runoff since most of the surface would remain

undeveloped.
Mr. Robertson stated it appeared to him there were potential
traffic circulation problems at the entryway. He suggested having
one side of the island for incoming traffic and the other for
outbound traffic.
Mr. Collins agreed with Mr. Robertson's suggestion and explained
his engineer had just made the same suggestion. He further
explained the exit on the left side would be wider so it would
accommodate a left turn lane.
Ms. Bryant stated the City had set a maximum of width 40 foot curb
cuts.
Mr. Bauer stated he was aware of that requirement. He explained
that, before they started moving a few feet here or there, they
wanted to look at the entire project and see if there were any
other suggested changes.
Ms. Bryant suggested Mr. Collins review the plan with Don Bunn.
Mr. Robertson pointed out there could also be a potential traffic
problem where the drive splits. He suggested putting something in
that area to give more direction.
In response to a question from Mr. Robertson, Mr. Collins explained
the overhead power line would probably come from behind the Farm
Bureau and Photos Unlimited buildings. He then pointed out the
area the line would go underground.
Mr. Robertson stated there were numerous large oak trees inside the
15 foot easement. He suggested shifting the easement.
Mr. Collins stated that was a good point. He stated he wanted that
area for a small picnic ground/park.
Ms. Bryant pointed out the perimeter trees had to be preserved as
a condition of the granting of the conditional use in March.
Mr. Collins stated he would contact the utility companies.
Mr. Robertson suggested tree wells every 8 to 10 parking stalls in
the parking area. He stated there was quite an expanse of asphalt
and the tree wells would break up solid asphalt. He explained
there was not an ordinance requiring the tree wells but he believed
it would give them a better effect on the front of the building.
Mr. Robertson also suggested shifting the batting cage in order to
save one of the oak trees.

Mr. Collins stated the tree was already down.
In response to a question from Mr. Tarvin, Mr. Collins stated they
would not be constructing the restaurant nor the retail garden shop
on this phase. He explained they had saved an area for the
location of the restaurant. He further explained the garden shop
had originally been planned to provide plantings for the park;
however, since they could not retail any of the plants without a
change in zoning, they had no site set aside for a garden shop.
Ms. Bryant pointed out they could sell the garden shop products
somewhere else.
In response to a question from Mr. Tarvin, Mr. Collins explained
this phase included the driving range, phase 2 would include the
restaurant and phase 3 would include the golf course.
MOTION
Mr. Springborn moved to approve the large scale development subject
to plat review and subdivision committee comments.
Mr. Robertson seconded the motion.
The meeting adjourned at 11:00 a.m.
