MINUTES OF A SUBDIVISION COMMITTEE MEETING
A meeting of the Fayetteville Subdivision Committee was held on
Thursday, April 11, 1991 at 10:30 a.m., in Room 111 of the City
Administration Building, 113 West Mountain Street, Fayetteville,
Arkansas.
MEMBERS PRESENT: Charles Nickle and Jack Cleghorn
MEMBERS ABSENT: Joe Tarvin
OTHERS PRESENT: Don Bunn, Sharon Langley and Charles

LARGE SCALE DEVELOPMENT - CHILI'S GRILL & BAR
CHARLES MORGAN - N SIDE OF MILLSAP, W OF COLLEGE
The only item on the agenda was a request for large scale
development for Chili's Grill & Bar owned by Snowstate Restaurant
Corporation and represented by Charles Morgan. The property is
located at 772 East Millsap Road, and consists of 2.12 acres. The
property is zoned C-2, Thoroughfare Commercial.
Mr. Don Bunn, City Engineer, stated he had no comments beyond those
in the minutes of the plat review meeting.
Mr. Nickle stated the telephone company requested the 50 foot set
back at the front of the property be a utility easement.
Mr. Morgan stated he would be taking a copy of the site plan to the
engineer for the filing of the easement for record.
Mr. Bunn stated it would need to be granted by separate easement.
In response to a question from Mr. Nickle, Mr. Morgan explained
that there were no plans to install a sprinkler system at this time
due to the cost factor. He stated there were numerous exits from
the building. The occupancy would be in the vicinity of 180 to 210
people.
Mr. Nickle stated he had calculated 89% of the property would be
covered with pavement and building. He asked if this would pose
any drainage problems. He explained approximately 2 1/4 acres
would be covered.
Mr. Morgan stated he had not reviewed the final drawings from the
architect.
Mr. Bunn suggested the drainage be directed long the west property
line. He requested a copy of the drainage plan after it was
completed.

Mr. Morgan pointed out the proposed landscaping of the property on
the plat. In response to a question from Mr. Nickle regarding six
enclosed areas, Mr. Morgan explained those were stripped areas. He
further explained that, in order to landscape in those areas, they
needed a good sprinkler system, and had to be careful that people
did not step on the plants. He stated debris also tended to
collect in those areas. He stated, if more landscaping is desired
or required, those would be the obvious places.
Mr. Nickle stated he did not believe any landscaping was required
but even grass would look better on the site.
Mr. Morgan explained that they might want to do some landscaping in
the front four areas to break the "sea of asphalt". He stated the
owner was desiring to accommodate motor homes and larger vehicles
in the back, necessitating large areas of parking.
Mr. Bunn stated the Becky Bryant, Associate Planner had mentioned
required parking was 26 spaces. He further stated the site plan
was showing .204 spaces.
Mr. Morgan stated the normal minimum for a restaurant this size was
124 spaces just :to be functional. He further stated they had
anticipated some larger vehicles and, therefore, provided excess
parking.
Mr. Nickle stated his only concern would be increasing the runoff
to adjoining property.
Mr. Morgan stated he would provide the City Engineer with a
drainage plan.
MOTION
Mr. Cleghorn moved to approve the large scale development. Mr.
Nickle seconded the motion. The motion passed.
