HomeMy WebLinkAbout1990-10-25 - Minutesti MINUTES OF THE SUBDIVISION COMMITTEE OF THE FAYETTEVILLE PLANNING COMMISSION A meeting of the Subdivision Committee of the Fayetteville Planning Commission was held on Thursday, October 25, 1990 at 10.30 a.m. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: Charles Nickle and Joe Tarvin MEMBERS ABSENT: OTHERS PRESENT: J.E. Springborn and Jack Cleghorn Don Bunn, Mel Milholland, Dave Jorgensen, Bob Whitfield and Elaine Cattaneo PRELIMINARY PLAT OF DOUBLE SPRINGS ESTATES STEVE & DONNA COMBS - S OF HWY 16 WEST, W OF DOUBLE SPS RD The first item was a preliminary plat of Double Springs Estates submitted by Milholland Engineers on behalf of Steve & Donna Combs for property located south of Highway 16 West and west of Double Springs Road. The property is outside the city limits and contains 10 acres with 4 proposed lots. Don Bunn, City Engineer, stated that this is located just outside the City Limits. There will not be any street construction. The back two lots would be considered tandem lots if this was inside the city. There isn't any sewer, but water is available on Double Springs Road. He added that parks fees do not apply outside the City Limits. The 25' building setback needs to be designated as utility easement. MOTION Commissioner Nickle moved to approve the preliminary plat subject to the staff's comments, seconded by Tarvin. The motion passed 2- 0-0. Mr. Milholland advised that this would be approved by the County on the first Monday of November. LEVERETT TERRACE TOWNHOUSE DEVELOPMENT BOB WHITFIELD - E OF LEVERETT, N OF POPLAR, & W OF CHESTNUT The second item was a preliminary plat of Leverett Terrace - A Townhouse Development submitted by Dave Jorgensen of Jorgensen & Associates on behalf of Bob Whitfield for property located east of Leverett, north of Poplar, and west of Chestnut. The property is zoned R-2, Medium Density Residential, containing 5.29 acres with 32 proposed lots. 2 5d • Subdivision Committee October 25, 1990 Page 2 Dave Jorgensen stated that they had complied with all the requests from the Plat Review meeting. He noted that the name of the street was changed to "Van Gogh Place", the sidewalk is shown all the way around the cul-de-sac, the 25' building setbacks are designated as utility easements also, the sidewalk on the east side of Chestnut is shown as existing, the surrounding property owners names have been added, the contours have been darkened, the sidewalk on Leverett is shown as existing, a note specifying where they intend to build units that are not joined at the property lines. Mr. Whitfield explained that the units that are not to be joined will have a fire wall between them. He noted that if they build closer than 5' to the property line, which is the requirement in a P.U.D., a fire wall is required. He advised that there are 53 units proposed which averages out to 10 units per acre. Mr. Bunn noted that the fire wall is a building code requirement rather than a zoning requirement. In answer to a question from Commissioner Nickle, Mr. Whitfield stated that they will only have to cross Poplar one time to get sewer to the lots that face on Poplar. • Mr. Jorgensen stated that they will be hanging a street light on the existing poles along the street. The new street lights proposed will be at the intersection of the new street and Chestnut and 300' down the way from there. He noted that they have a fire hydrant is planned in the cul-de-sac and the rest is covered with existing fire hydrants on the perimeter of the project. Mr. Whitfield stated that the pedestrian easement shown at the west side of lot 11A is being moved to the east side of 9A. He added that they have worked out a plan for the parking situation and gave the Commissioners a copy of it. They propose a driveway or an access across each of the lots to co -mingle the parking. It will be set up so that there is a circle turn with no cars backing into the street. 5 • Mr. Bunn stated that there will be off-site improvements required on Poplar Street which is being requested on a cash basis rather than by a bill of assurance. He added that they will need to discuss the P.U.D. designation with the Planning Associate, Becky Bryant, in regard to the access to the lots without frontage. Elaine Cattaneo, City Planning Secretary, noted that the Associate Planner had asked for a written request to the Planning Commission for approval of the zero lot line development. Mr. Whitfield stated that about six weeks ago he met with John Merrell, Planning Management Director, who has a full comprehensive understanding regarding the zero lot line development issue. He noted that townhouses have a zero side -yard lot line. He stated that this • • Subdivision Committee October 25, 1990 Page 3 design is a synopsis starting with the prior Planning staff (Bobbie Jones & Sandra Carlisle) and being continued with John Merrell and his staff. He advised that the townhouse development codes are not comprehensive, but what they have done is come up with something that is homogeneous with the townhouse development regulations, the R-2 density regulations, and the P.U.D. regulations. MOTION Commissioner Nickle moved to approve the preliminary plat, seconded by Tarvin. The motion passed 2-0-0. There being no further business, the meeting was adjourned. 23 Z
