HomeMy WebLinkAbout1990-09-27 - Minutes• • • MINUTES OF THE SUBDIVISION COMMITTEE OF THE FAYETTEVILLE PLANNING COMMISSION A meeting of the Subdivision Committee of the Fayetteville Planning Commission was held on Thursday, September 27, 1990 at 10.30 a.m. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: Joe Tarvin, Jack Cleghorn and Charles Nickle MEMBERS ABSENT: J.E. Springborn OTHERS PRESENT: Don Bunn, Becky Bryant, Elaine Cattaneo, Dale & Dennis Caudle, Skip McLoud, and Laleh Amirmoez LARGE SCALE DEVELOPMENT PLAN FOR SELF -STORAGE UNITS DENNIS & DALE CAUDLE - E OF RUPPLE RD, N OF WEDINGTON DR The first item was a large scale development plan for self -storage units submitted by Dennis & Dale Caudle for property located east of Rupple Road and north of Wedington Drive. The property is zoned C-2, Thoroughfare Commercial, and contains 3.5 acres more or less. Becky Bryant, Associate Planner, stated that there aren't any problems with this large scale development. Don Bunn, City Engineer, stated the second phase might possibly have to be brought back through the large scale development process. He noted that they might have trouble meeting the Bill of Assurance on the tree preservation. Mr. Caudle advised that they have a tree count on the entire project and they don't foresee any problem meeting the bill of assurance. Ms. Bryant noted that needs to be clarified, because that isn't the impression she got from Mr. Becker, the architect. In answer to a question from Commissioner Tarvin, Mr. Bunn advised that there are improvements required on Rupple Road so there will need to be some sort of surety. He added that this was previously handled by having the developer sign a bill of assurance. However, some people are uncomfortable with the bill of assurance approach, so the staff is trying to figure out a different way to do it. Recently, a bond has been required for these improvements, but the developers have been having trouble getting a bond. Ms. Bryant stated that the staff is looking into a new concept called "impact fees". In this case, the off-site improvements are assessed on a more general basis and go into a more general type of • Subdivision Committee September 27, 1990 Page 2 fund. Mr. Bunn noted that the developers would make a cash contribution. In answer to a question from Commissioner Nickle, Mr. Caudle stated that the paved area shown will eventually all be asphalt. Don Bunn stated that the Code requires that the parking be a durable and dustless surface which has been interpreted to mean at least a double chip and seal. He added that they will need to look at the drainage carefully as to how it will affect the surrounding properties. Mr. Caudle stated that the drainage will run down the eastern property line to a ditch on the highway. He added that the center of the property is higher than the rest, so the drainage runs from the center to the east and to the west. MOTION Commissioner Nickle moved to approve the large scale development plan subject to the Plat Review and Subdivision Committee comments, seconded by Cleghorn. The motion passed 3-0-0. Mr. Caudle questioned why they need to install two fire hydrants. If they place one in the middle of their property, it will be • within 500' of all the buildings. He added that there wasn't a fire hydrant installed when the Speedee Mart was developed and, he doesn't think they should be putting in the fire hydrant that Speedee Mart was supposed to provide. Ms. Bryant stated that the staff will consult the Fire Chief on that. She added that, since they own the property where Airways is located, they also will need to install the fire hydrant on that property which was supposed to be installed at the time of development. • x Mr. Bunn stated that the staff needs to check into Speedee Mart putting in their fire hydrant. LARGE SCALE DEVELOPMENT PLAN FOR PARKING LOT ADDITION TYSON'S FOODS, INC - 2700 SOUTH SCHOOL AVENUE The second item was a large scale development plan for a parking lot addition at Tyson's Foods, Inc. located at 2700 South School Avenue submitted by Tyson's Foods, Inc. and represented by Skip McLoud. The property is zoned I-1, Light Industrial & Heavy Commercial. Skip McLoud, representative, stated that the only thing that has been added to the plat since the last meeting is to show that they plan to construct a concrete swale where the existing grass drainage ditch is. He added that the drainage ends up at the railroad tracks to the west. • Subdivision Committee September 27, 1990 Page 3 Al Hughes was present at the meeting to representative the adjoining property owners who live on Lorena Lane which is north of this property. He commented that he is concerned about what this additional paving will do to the drainage and what affects it will have on the adjoining properties. He stated that, at this time, there is only a shallow drainage ditch that runs along the north side of the Tyson's property which is inadequate when there is a heavy rain. Therefore, the water will get almost to the houses that are located on the south side of Lorena Lane. If this is paved, it will take away some of the area that will catch the water. Chances are, the drainage will go over to this property. Commissioner Tarvin stated that it would appear from the contours on the plat that this all drains generally to the west. Mr. McLoud stated that there is a culvert under the highway at South School and their is a drainage ditch that runs along the back of the subdivision Mr. Hughes is referring to. He added that their proposed parking addition is on the southern part of the property and shouldn't add any drainage to the north. • Mr. McLoud stated that they will look into doing some grading on the north side of their property to help alleviate the drainage problem, possibly direct it on towards the railroad. Ms. Bryant stated that Perry Franklin, Traffic Superintendent, brought up an important point. The fact that this will be adding a lot of traffic through one exit at one time. Mr. McLoud advised that they have two exits. He noted that they have four different divisions in their plant which are all two -shift operations. They all seem to split their starting times enough from each other that there isn't usually a problem except for about a 10 to 15 minute period when the Entree Division changes shifts. Ms. Bryant asked if this parking addition will add to the traffic problem he just mentioned. Mr. McLoud stated that it should alleviate it. He noted that they seem to do a good job of staggering the different divisions so that they aren't rotating shifts at one time. • Ms. Bryant asked if they had given any consideration to doing some landscaping in the parking lot to cut down the glare and the heat. Mr. McLoud stated that they normally try to do some landscaping as a company policy, but had not considered doing it in the center area of the lot. Ms. Bryant stated that landscaping around the perimeter would be good, but the staff highly suggests that they put landscaping in the interior to help with the heat and glare. Mr. McLoud stated that they are planning to use concrete which won't radiate as much heat as asphalt. He stated that, with as many spaces as they plan in the limited area, it would be difficult to add landscaping in the center islands. The motion passed 3-0-0. LARGE SCALE DEVELOPMENT PLAN FOR FAYETTEVILLE HIGH SCHOOL ADDITION FAYETTEVILLE SCHOOL ADMINISTRATION - 1001 STONE STREET The third item was a large scale development plan for Fayetteville High School Addition submitted by Fayetteville School Administration and represented by Laleh Amirmoez of Hailey/Associates/Architects. The property is zoned P-1, Institutional. Laleh Amirmoez stated that they are proposing a T-shaped addition of classrooms onto the high school and some additional paving. She added that a lot of the area is already paved, but it will be regraded slightly. The drainage pattern will not be altered, however. All the paving shown south of the existing service drive is to be added. In answer to a question from Commissioner Nickle, Ms. Amirmoez stated that they are proposing approximately 300 parking spaces which exceeds the requirement. She advised that there is additional parking available on the north side of Stone Street and there is other property that could be used for parking. Ms. Amirmoez stated that there is an addition shown on the west side of the building which is in the long-range plans. This entire project will be done in phases. In answer to a question from Commissioner Nickle, Don Bunn(City Engineer) stated that the sewer line is going to be rerouted around the building. Mr. Bunn added that they are proposing to bring services lines off the existing meter for the water. Therefore, there won't be any additional water lines required. There may be some hydrants required which they need to check out with the Fire Chief. In response to a comment from Commissioner Nickle, Ms. Amirmoez stated that this is Type 2 construction and the addition will be separated from the existing building with a 4 -hour firewall. Therefore, a sprinkler system isn't required per Code. This requires that they have a 3 -hour fire rating in the floors and a 4 - hour fire rating on the structure. She noted that the existing building doesn't have a sprinkler system. SIn answer to a question from Commissioner Nickle, Ms. Amirmoez stated that the new portion will be three feet higher than the Subdivision Committee • September 27, 1990 Page 5 • existing building(the same height as the existing entry). In answer to a question from Commissioner Nickle, Ms. Amirmoez stated that they will have pole lighting in the parking area. MOTION Commissioner Nickle moved to approve the large scale development subject to the staff's comments, seconded by Cleghorn. The motion passed 3-0-0.
