HomeMy WebLinkAbout1990-07-26 - Minutes• • • • • MINUTES OF THE SUBDIVISION COMMITTEE OF THE FAYETTEVILLE PLANNING COMMISSION A meeting of the Subdivision Committee of the Fayetteville Commission was held on Thursday, July 26, 1990 at 10.30 Room 111 of the City Administration Building, 113 West Street, Fayetteville, Arkansas. MEMBERS PRESENT: MEMBERS ABSENT: OTHERS PRESENT: J. David Ozment, Joe Tarvin and J.E. PLAT OF GREEN MEADOWS ADDITION HOWARD SANDERS & FLOYD HARRIS - S OF MT COMFORT, E OF RUPPLE RD ree t:n.:haR,3 The first item was a Bpi plat of Green Meadows Addition submitted by Harry Gray of Northwest Engineers on behalf of Howard Sanders and Floyd Harris for property located on the south side of Mt. Comfort Road, east of Rupple Road. The property is zoned R-1, Low Density Residential, and contains 30.6 acres with 89 proposed lots. Don Bunn, City Engineer, stated that the standard utility easements requested by the utility companies were granted. He advised that this is a revision from a former preliminary plat that didn't make it as far as the Planning Commission. He added that the changes in this plat involve the location of the tie-in of the road on the west to Mt. Comfort Road. It has been moved farther west in order to provide better sight distance and a better grade. The other issue was the collector street (the extension of Salem Road) location. The owner/developers have agreed to tie Salem Road directly into the intersection of the existing Salem Road on the north side of Mt. Comfort Road. It will go directly south and then curve back to the east in this development. At some point in the future, it will continue on to the south to intersect with the existing portion of Salem Road north of Wedington Drive. The routing of the Salem Road extension between the south end of this subdivision and the existing Salem Road to the south will depend on the development that takes place in that area. In answer to audience, Mr. would line up that, if the approximately some questions from concerned neighbors in the Bunn stated that, for all practical purposes, it with the existing road to the south. He stated property lines run due south, this road would run parallel to the property lines. 2,01 • • • • • Subdivision Committee July 26, 1990 Page 2 In answer to a question from Mr. Steinburg, Mr. Bunn stated that the City will maintain the streets once they are put in, but there shouldn't be a lot of difference in the cost of maintaining a curved street as opposed to a straight street. Harry Gray stated that the developers might prefer to have some curves in that street because of the aesthetics aspect and to discourage speeding traffic. Chairman Tarvin stated that they appreciate the neighbors concerns regarding the location of the future Salem Road, but it doesn't have any bearing on this particular plat. Mr. Bunn stated that there were no other problems associated with the preliminary plat. There are some requirements such as the improvement of Mt. Comfort Road and the approval of streets and drainage plans. In answer to a question from Commissioner Ozment, Mr. Bunn stated that the water line size will have to be resolved before the approval of the final plat. He added that there is a 50' right- of-way shown for Salem Road, but it should be a 60' right-of-way. In answer to a question from Commissioner Ozment, Mr. Gray stated that he had submitted proof of notification of the adjoining property owners and the covenants to the staff. In answer to a question from Commissioner Ozment regarding the Ozarks Electric representative's comments at Plat Review, Mr. Gray stated that they are working with Ozarks Electric on where to place the lines. Commissioner Springborn asked if it was common to have a "Court" run east/west across a collector street such as "Bluebell" is shown. Mr. Bunn stated that they will check with the Water Meter Division to make sure there isn't a problem with this. Mr. Steinburg stated that he would like for the location of the Salem Road extension to be definitely decided before they start mapping out housing additions. Mr. Bunn stated that when and if development takes place in between this property and Salem Road to the south, engineering studies will be looked at and a decision will be made at that point on the alignment. If it is up to the City to come in and build this, it may not be done for a long time. 202 • Subdivision Committee July 26, 1990 Page 3 MOTION Commissioner Springborn moved to approve the preliminary plat subject to the Plat Review comments, seconded by Ozment. The motion passed 3-0-0. FINAL PLAT OF FIESTA PARK - PHASE III BMP DEVELOPMENT - N OF DRAKE, W OF COLLEGE AVE The second item was a final plat of Fiesta Park - Phase III submitted by BMP Development for property located on the north side of Drake, west of College Avenue. The property is zoned R-2, Medium Density Residential, containing 4.98 acres with 26 proposed lots. • Don Bunn, City Engineer, stated that he had no comments about this plat that weren't mentioned at the Plat Review meeting. In answer to a question from Commissioner Ozment, Mr. Gray stated that the covenants for the whole subdivision were filed when Phase I was finalized. MOTION • Commissioner Ozment moved to approve the final plat subject to the Plat Review comments, seconded by Springborn. The motion passed 3-0-0. FINAL PLAT OF SKYLINE ESTATES DALLAS & DEE WRIGHT - E OF COUNTRY CLUB DR, S OF E 28TH CIRCLE The third item was a final plat of Skyline Estates submitted by • Dave Jorgensen of Jorgensen & Associates on behalf of Dallas & Dee Wright for property located east of Country Club Drive and south of East 28th Circle. The property is zoned R-1, Low Density Residential, containing 8.03 acres with 15 proposed lots. Don Bunn, City Engineer, stated that the water and sewer is already available. In answer to a question from Mr. Bunn, Mr. Jorgensen stated that he checked the location of the existing fire hydrant and it is close enough that they won't have to put in another one. • Mr. Bunn stated that one question which is still unresolved is whether the culvert that has to be installed to the west will be partially funded by the City. He advised that he will be discussing this with the proper staff members. He added that a contract for the improvements with have to be executed with the City, if the improvements aren't finished. The motion passed 3-0-0. FINAL PLAT OF STONEBRIDGE SUBDIVISION LARRY ROBBINS - W OF STONEBRIDGE, N OF HUNTSVILLE RD The fourth submitted by located on Huntsville Residential, item was a final plat of Stonebridge Subdivision Dave Jorgensen on behalf of Larry Robbins for property the west side of Stonebridge Road and north of Road. The property is zoned R-1, Low Density containing 4.17 acres with 11 proposed lots. Don Bunn, City Engineer, stated that they are having a problem with bonds required for the off-site improvements. It is difficult to find someone who will write the bond, and they are working with the City Attorney to come up with something that will work. He advised that there will be a bond required on this development for off-site improvements on Stonebridge Road. In answer to a question from Commissioner Ozment, Ms. Cattaneo stated that there is not a sidewalk required along Stonebridge Road. MOTION Commissioner Springborn moved to approve the final plat subject to the Plat Review comments, seconded by Ozment. The motion passed 3- 0-0. FINAL PLAT OF MEADOWRIDGE SUBDIVISION - PHASE III J.B. HAYS - W OF OLD MISSOURI, N OF JOYCE The fifth item was a final plat of Meadowridge Subdivision - Phase III submitted by Dave Jorgensen of Jorgensen & Associates on behalf of J.B. Hays for property located on the west side of Old Missouri Road, north of Joyce Street. The property is zoned R-2, Medium Density Residential, containing 6.93 acres with 22 proposed lots. Commissioner Springborn asked if the problem with Ozarks Electric has been worked out. Mr. Jorgensen stated that the Ozarks representative had noted, as long as the 25' building setback along Old Missouri Road was also a designated utility easement, there wouldn't be a problem. Mr. Jorgensen stated that the owners have advised him that they would prefer to deal with the off-site improvements on this subdivision in the same way they did on the one to the south - Brookhollow. Mr. Bunn advised that he is presuming that a Bill • • • • • Subdivision Committee July 26, 1990 Page 5 of Assurance was required on Brookhollow, but a bond will be required on this one.
